Robert Binns, President of the Greater Redding Chaxnber of Commerce
submitted request dated September 16th, 1964 fo-r supplementary appro�-
riations of $500. 00 to cover cost of revised City Map.
��� Councilman Chatfield said the printing of the Map is impor.tant as the
Map is used by many agencies other than the Chamber of Commerce.

Hummel approving the request of the Chamber of Commerce for $500. 00

Request re Covering Storm Drain
Mr. James Hull requested participation by the City in providing nec-
essary fill, base rock, paving, curb, gutter & sidewalk in covering
the storm drain existing in City property on North side of Shasta St.
.� running East from West St. to the Alley. He advzsed a firm figure for
���` his port-ion of the work consisting of site preparation, concrete '�ase
��� and metal half circle cover is $7, 975. 00.
Counezlman Chatfie�Zd stated the request is in acc�rdance with City
palicy and the ratio for City participation estimated by the Director
of Public Works to be i.n tne amount of $2, 830. 00 is favorable; that
it is desirable to have .all drain cnannels c�vered.
MOTION: Made by:Councilman Chatfield, seconded by Councilman
Hummel that request of James Hull for City participation in covering
storm drain be approve d as outlined.

� l, That those lots on the Westerly side of Del Mar Avenue abutting
. the Southern Pacific Railroad right-of-way are, iri our opinion,, .
more suitable for duplex construction than single family.
��2. `That is not gooii planning policy to divide zoning changes on streets
and therefore, it follows that this R-2 znne should also�extend to
) ,/�l the Easterly side of Del Mar 'Avenue.

3, That the proposal of City Council does not allow any more buffering
of multiple family' from present residential construction in Del Mar
Unit No. 1 than does the first rec�znmendation oi this Commission.

that thi`s is not a desirable system of planning. � •

Mayor Moty suggested that Map "A" is a compromise for the developer; that
, the only advantage of ':'B''�'is a reduc.tion of traffic load.
He said we have not materia.11y benefited the present. development by accepting

Councilman Denny stated Council had_been_influenced by the substantial number
�f protestants to the rezoning. He said the question is one of the degree of
respo�asibility that Council wants :to observe; that it is a:matter af keeping

Councilman Hummel p.redicted that: 50°jo, of the area would ,r:emain .R-1; that the
balance would' split 20°fo to 30%' betwee;� R-3 and R-2,,...He said:he would consider

Mayor Moty inquired why, when all businesses established along Athens Ave.
have off street parking, is it desirable to have a 68t street rather than a �

Mr. Chatfield advised the narrower street does not .allow for future develop-
ment of storage lanes for left or right lane turning when increased traffic
warrants it. He.said the .Traffic Commis.sion,recommends acquisition of
sufficient right of way now to provide for future ne�ds. He stated that Athens
Ave. will have to be widened some day and City.now ha,s�an opportunity to

objects to the abandonment of any portion of the �alley.. • She stated �she_.had
he.lped the City get East Street through and that she had a contract in 1951
, whicn allowe� lier :to e�cavate her proper•ty on a one to one slope: which would
make the property�l�nok�more� pr�=sentab:le. She said=tl�� pro�erty is� not. any
good to anyone now and sloping would be an asset.

other purposes. If it is not abandoned, it is encumbent that City rnake use of

City Attorney Murphy reported a minute order of Counc��l in 19.51 provides
permission to excavate to the alley and that several months later there i:s a

�" her�to excavat`e iri a described parcel of land, the description which is the
�easteirly�one-half�of the alley, th'at no��s.tandards for excavation are set forth in
either the minute order or letter from the Mayor.
- He said Council hoids a dedicated a11ey as trus�be:e �to�the �pub�lic for right�of way
purposes; that�Council' has no power to g_rant��the�. removal�.of material for
-private purpose s'<and ariy contract authorizing such_removal would be void. He
explained a�street'=or�a11ey �may� be :w�idened or.-narr,owed yvithout,dive sting an
owner�s veste�l right of ingr.ess. or e:gress. For,;;this r-easo.n,; the abandonxnent of
one-half the alley had been referred to the Planning Commission.

basis of past minutes and letters regarding the removal of dirt; that if alley is .-
abandoned, she will-have to prove her right through litigation; .that it�would
seem any such agreement is null and void because the Gouncil or Mayor had no

Mrs. Generes regarding certain right to ingress and egr_ess, but the:_dam-
ages would be small. He said it would be most unusual to abandon a right-
of-way once dedicated ovex the objection of the owne�r, with� the reversionary

if westerly half is abandoned and if in future, excayation of easterly half

City Attorney Murphy state3 it would be .akin to defective sidewalks... Until
.... .there is a notice.of defect, there is no�liability. If a partial cave in oceurs,
it;�w:ould be advisable to take�steps to prevent further cave-ins. He suggested

owner aoainst loss resulting from. such cava-in.

Mr. Murphy advised Council that Mrs. Generes has attended numerable
Public �iearings which put her on notice about .dangers of removal of °dirt.
He said all encroacnments on public streets require a permit from the
Dir.ector ,of.Public .Works and no per,mits will be,issued if..so instructe�,

Mrs. Generes inquired if owners will be permitted to build to the property
edge, putting additional weight on the land?
City Attorney Murphy stated there appears to be no rear yard set back re-
quirements; tYiat the Uniform Building Code provides if the Building Inspector
has doubt s regarding soil conditions, he can require soil tests. and special
foundations.
Mrs. Generes said she has heard the owners intend to put in a parking lot �� �
with a wall and possibly a building which rnight cause a cave-in.
City Attorney Murphy advised that a 10' utility easement will be reserved
within the westerly one-half of the alley and it_was noted that structures are
not allowed over a sewer line. However, a parking lot would not be considered
a st�-ucture and a retaining wall could be built east of the retained easement.
PLANNING DEPARTMENT - Master Plan
Mayor Moty reviewed the alternatives for updating the General Plan as pre-
sented at the adjourned me.eting September 16th. He observed.that while :there
appeared to be a wide 'range of opinion on which route to take, the majority
favored Alternate la, or Alternate 2 b. �

MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton
to proceed with the updating of the Master Plan under the 701 project, using
Alternate la, a Consultant and resident Employee.

Councilmen Denny requested that his.vote be changed to "yes" making the
decision unanimous.
TURTLE BAY ACQUISITION ,
The report of Councilmen Fulton and Chatfield on Turtle Bay Acquisition was
s ubmitted:
Since the last discuss,ion of the Turtle Bay. purchase and the committee
'report ;recommendirig the purchase of the Kutras property be deferred,
we have 'received word 'from Mrs. Kutras that she would sell the
property for $500, 000 and.possibly with a 4% appreciation or interest
rate. Mrs. Kutras also desires some action from Couneil:; _ which
would confitrm the city's desire to purchase or relieve her of any
responsibility that her letter giving .the. city the first riglit of refusal
may have._ '

It would appear that we have three alternatives:
(a) To abandon any further consideration of tlie property and notify
Mrs. Kutras that the city is no longer interested in the pur:chase.
(b) To purchase the property on a long-t erm option plan similar to
the Benton plan.
(c) To determine that the purchase is desirable but wait for the
results of the bond issue before purchasing.and negotiate an
option for the period of time it will take to know the results
of the bond issue. '
Approach 'c' would appear to have merit and be most: desirable if
the. optio,n is not too expensive. '
Councilman Chatfield stated the $500, 000 does not include the small parcel
of land with the house. He said Mrs. Kutras is, willing to proceed on a long
term (15' year) option-purchase agreement.

some subject to varying degrees of inundation; that. 18. 2. acres are above the
maximum flood level and approximately 60 acres are subject to semi-flooding.
It.is estimated 25 acres are available for construction without fill.
Mayor Moty. stated the .property is desirable for the City in the future and
that present property. owners should nc� be burdened with the purchase. He
recommended an expression of the people by a bond issue which if successful
would spread the cost of acquisition, etc. over the years so that the people
who benefited by the use, would pay for it.
MOTION: Made by Councilman Chatfield, seconded by Councilman Hummel
directing the City Attorney to negotiate an option and to take steps necessary
for a bond issue in the s.pring.

CITY YOUTH COMMISSION - Committee Report
The report of the special committee appointed to study the request of the
Redding Chamber of Commerce re establishment of a City Youth Commission
was submitted by Councilmen Denny and Chatfield. The report was read in full
�/ � and is on file in the office of the City Clerk.
Councilman Denny summarized by saying there is possible merit to. the forma-
tion of such a Commission but there are many questions which should be answered
before proceeding with the Chamber of Commerce request.
Mayor Mot y commended the Committee on their report and instructed City
Manager Cowden to contact the Chamber of Commerce for specific answers
to questions raised in the report.
SHASTA COLLEGE - Committee Report
Councilman Chatfield reported.that it appears that Shasta Jr. College will not
be located at sit�8A within the boundaries of Shasta College Annex #1. He
�.�� recommended that property owners be recontacted for their approval of
annex. ation with the understanding that the College is no longer a consi�deration.
MOTION: Made by Councilman Chatfield, seconded by Councilman Denny that
the Mayor write to the'Local Agency Formation Commission requesting further
annexation proceedings on College Annex # 1 be deferred.

"T" HANGAR - Municipal Airport
City Manager Cowden submitted.recommendation dated September 16th that ,
j Council defer const ruction.of a 10 place "T" hangar at Redding Municipal
/ � � Airport and authorize development of Site for new 10 place "T�' Hangar during
the current fiscal year; that. funds are not available at the present time for
site development.
Council concurred with.the recommendation of the City Manager that funds
now available to cons truct the hangar should remain in the.bank .to draw
interest until City is prepared to cons truct the hangar.
WEED ABATEMENT
Fire Marshall Wade submitted recommendation.that bid for Weed and Rubbish
�� � Abatement Program be awarded to the Anderson Valley Tree Service, the only
bidder.

Traffic Engineer Freeman reported that parking stall occupancy.has increased

Mr. Freenian reported the City of Redding is in the top third of all cities of
comparable size in the State of California in Traffic Safety �ctivities. The
Commission Chairman's feeling was that if we are to improve on this safety
