The meeting was called to order by :Vice Mayor Chatfield with the following council-
men p_resent: Denny, Fulton, Hummel and Chatfield. Absent: Mayor Moty.

Reque st of Supp�emental Appropriations
Robert Binns, President of the Greater Redding Chamber of Commerce,
submitted request for supplementary appr9priations to cover the costs of ��,�
additional city maps and expenses for the preparation of a brochure to be
presente� to the California Committee for Higher Education zn both Los
Angeles and San Francisco, September I5th and 16th.
Action deferred until the next meeting of Council on September 21 st.
"Fly-In Breakfast"- Benton Airport '
Ralph I. Sharp, Chairman, submitted request of the Redding Optimist Club
to hold their sixth annual "Fly-In" breakfast at Benton Airport on Sunday, '

the alley has never been used and would never be of any conceivable value
to the City. ,

Re Meeting of Poverty Study-Action Committee
Councilmen were advised of a membership meetin�g to be held September lOth
at 8:00 P. M.., -Room 29 Shasta College; this Poverty�.Study-�Action Committe�
�G � plan to study the pr�blems associated with poverty in Shasta County and to
initiate a series of action oriented programs and to study their effects and
evaluate the methocis used. A copy of the By-Laws of the Poverty Study-
Action Association of Shasta County, were submitted.

City Attorney Murphy advise3 two resolutions will be presented at'the next
regular meeting: of the Council: .One., decJaring that not a majority protest
had been made, and anotlier setting the election date, �appointing the precinct
officers, setting the p�lling place. November 17th was considered the�best
date for the ele,ction to be held. �

City sewerage and was advised to co��tact the City Attorney for an appointment
regarding this.
REPORT - t`teorganization oz Planning Functions
Councilmen Denny and Chatfiexd, members of the Special Council Cornmittee,
submitted Report .relative to the reorganization of the Planning Functions,
dated September 8, 1964. . � �
It was their recommendation a joint meeting of council, commission an.d
��. � staff be scheduled. for a study. oi all..phases relating.to planning.

City Manager Cowden stated he c�ncurred wholeheartedly with the recommendations-
this was a logical way to proceed. �
City Attorney -Murphy .stated this meeting could be a study session only, how-
ever if definitive action was to be taken this meeting should be adjourned or
a special meeting called. „ _ �. � -

Planning Dir,ector Keye,s ..stated he thought a joint meeting would be.worth while.
However, he would suggest for c�uncil consideratioii having a.General Plan
consultant define the scope of a general plan before the meeting is Held,. This
' would not be neces;sary, but desirable. Staff c�uld.do it, but since they were
not $xperts on this type oi procedure �it might`be subject to a wide margin of
error. A person could be employed for $150. 00 per day, and it would take
three or four days.
City Attorney Murphy .stated a man employed to do this type'of work would
_ assist staff in preparing a recommended scope of projects, then assign a
_ figure for; the number of man hours to accomplish that project and_could give
, an estimate of the total project.cost;. . . �
Councilmen were advised the Planning Commission had adjourne� their meet-
ing today until Tuesday, Sept, 15th, 3:00 P. M., and' it was dec�ded this meetin�
of the council would be a�journed to Wednesday, Sept. 16th 7:0� P. M.
REPORT - Revision of Standards School Site Acquisition �
Councilman Hummel submitted recommendation regarding the Resolution
��� adopted by the City Council of the C'ity of Dairyland. He adtrise� we now have
received a resolution from the City of Napa which o�poses the Dairyland
r e s olutiozz.

_ That it would appear a detailed study of the proble.�n would be in order, and
since we do not have the facilities for such a thorough study, he recommended
action be defe,rred and_a request be forwarded to the League af Califol nia
, Cities for their consideration. The report concludes with this statement:
"Further,..it would.}�e my feeling that the. League would be in a better po_sition
not only to_ study but to recommend and di�seminate the results of the study to
. League membership providing for a st�ronger grou,p action'!.,
Vice Mayor Chatfield stated he thought this was out oi our area; that school
districts enc�mpass a muc}i larger area than the City of Redding, and policies
should be le�ft to the School Boards of Trustees.

ment district is formed to provide additional and improved water distribution
facilities, such user shall not be charged a meter fee, having .already paid one,
relating to,his existin; use, nor shall he pay,a. gross acreage fee, and in the
computation of the parcel's assessment for its contributive share oi new�water
line construction cast, the sizbject parcel shall receive ,a credit in the sum of
the �eplaceme�nt-cost of the exzstino line presently serving the parcel.

City Attorney.Murphy reviewed provisions of the hotel/motel tax ordinance pre- .
�viously .adopted �.nd 'advised this is�further limited as the total amount of money '
City cari spend for advertising and promotion under state law can not exceed 5°jo
of whatever the general budget is: The portior� of room tax money to be spent
for'ad'vertising and promotion�(�as opposed to the acquisition of-recreational
`land) is spelled out in the �ordinance and has to be considered in line wi�th�the
money already allocated in our budge#� for community service organizations.

Councilman Hummel advised it was not possible to accurately estimate how mucn
more tliis additional insuranc� c�verage would cost, but it wa-s� appr�oxirnately

' Committee=s report as. the�bids specified Gouncil re'serve�-the right .to reject
any.and all bids.

it,was'his bpinion the independent insurance agents had done an�excellent j ob
` in analyzing our need's; that`insurance surveys should be on a,�continuing basis and
a tickl�er file established so coverage c�uld be reviewed periodically.

City Attorney'Murphy stated the spec?al council comrnittee iri one instance did
n�t go along with tlie reconimendations of the inde.pendent�agents report that in
certain instances they recommend�d insurance be obtained by negotiation
rather than bid basis with alternates, That he agreed from the legal standpoint
this was a safer procedure.

resolution of the Commission formally setting forth a procedure for .the �City
and schools to work cooperatively in their individual efforts to serve the re-
creation and parks needs of Reddin��citizens. , .
City Attorney,Murphy suggested if the council desires to implement the

Mayor Moty�appointed Lester Hancock to the Airports Commission to fill the .un-
expired term of Lauxance Kennedy, Jr. and Max Hveem to the Planning Commission
to fill the unexpired term of Joseph Smith. All councilmen concurred with the ,�G�

PLANNING. DEPARTMENT - Discussion •
Mayor George Moty stated all of us are here this evening to assist the Council in
reaching certain decisions concerning long range planning for the City. Some time
ago a special Council cominittee composed of Mr. Chatfield and Mr. Denny was
appointed to review our planning functions and niake recommendations to Council.
They recommended this meeting to discuss and� reconcile points of difference so
that the Council may decide the methods by which the general plan and zoning
. ordinances shall�be brbught up to date and thereafter�maintained current.
Previous informal discussions indicate that all present recognize that State law
requires the preparation and adoption.of a comprehensive, long-term general
plan for the physic�.l developrrient of the City. Qur present general plan was adopt-
ed in 1958 and has npt si�ce been officially amended. There appears to be a con-
_ census that t�ie existing pl�.n is out qf date and needs extensive revision.
Issues undecid'ed are:
(a) How much revision af� our general plan, zoning ordinance, subdivision
ordinance and related planning functions is needed, or, in other words,
the scope of the project? _ . ���"
(b) How s.�oon is it needed? ,
(c) How s'hould it be financed? � '
(d) Who should accomplish it? . • � _ �
We believe all present agree as to timing that "the sooner the better", .and also,
I suggest that it would:not be fruitful this evening to discuss the precise extent oi: :�° ::�'i.,-��+•'=�'
of revision needed. Such.discussion could lead us astray into extensive debate
of detail before primary answers to the other issues are reached. ;
As to financing such a project, it is clear that there are only two alternatives:
(a) Use only of City funds, or (b) Federal and/or State financial assistance. Such
assistance takes the form of a "701" fund application. The City�Attorney has pre-
pared for you a brief outline of what a "701" project involves.
City Attorney presented the "Federal Urban Planning Assistance Program" ('°701•"
Funds).
Sectiori 701 of the Federal Housing Act of 1954 is desig�ned to encourage com-
prehensive planning for states, cities, counties and certain otY�er urban agencies.
For cities of our size it provides grants of 66-2/3 % of the cost of an approved
comprehen�ive planriing project. (If City qualifies as chronic unemployment
area, per�entage can be 75%. ) � .
Procedure involves appl.ication to State Planning Office and approval of appli-
cation by State Planning Commission. Application must define a comprehen-
sive planning project which, by the terms of the Act, includes one or more of
the following:

' 1 . General physical pians for long. range development of patterns and
intensity of land use. �(Comprehensive General Plan).

2. Capital improvements program organized in terms of relative pri-
ority, plus specific methods of financing.
.
3. Preparation of certain precise plans.
4.' Drafting zoning ordinance and/or subdivision ordinance. � �
5. Preparation of legislation and aclministrative regulations necessary
to accomplish the above.
' :App'1`ication must also contain a detailed es:timate_of project cost, and a
, detailed outline of proposed method for a�complishment.
The State Planning Office and Planning Commission take six m.onths to "
process applications. If approved, grants may be anticipated approximately �
six montlis from date of filing application. Project should be designedUto .
be completed within 18 months of date of grant. Extensions can be per- �
mitted to 24 months for project accomplishment upon application.
rl� The �ity�s 1 /3 sha.re of total project cost may be con�ributed in cash or
/�/ approved staff participation in project. Such staff contribution must take
" place after issuance of grant and cannot consist of work in being before
date of grant. Initial grants may be followed by subsequexit grants upon ;
approved.application for assistance in a "continuing program of compre- �
hensive planning, provided City can establish eligibility in accordance �
with Housing Act established standards.

� There do not appear to be any "strings" on this program, except that
� the planning project must be completed, once approved, in accordance '
with' the terms of the application. Also, the City�s cash contribution �
must be completely paid before the project is commenced.

Mayor Moty asked Council if they are in agreement on the use of Federal funds
, ' to finance approximately two-thirds of the project. Councilmen concurred
that application should be made. In reply to the inquiry of Couneilman Hummel '
regarding the es,timated cost of the project, Mayor Moty advised it would.be
thirty-five to forty-five thousand dollars. �

proceed with the project of b'ringing our General Plan up to date.and take the
necessary steps to qualify and apply for a "701" grant. �

Mayor said the principal issue for discussion this< evening is who sliall do the
proj�ct and to what degree will the City partfcipate in �the work arid the guidance?
He asked Planning Director Keyes to outline available alternatives.
Mr. Keyes presented the alternate routes for "701" General Plan Project on the
view graph and as follows:

full time resident .employee of the firm to assist in p'roject
- coordination. . ; ,

2. Resident planner - With variationslpossible as listecl below:
(a) Resident planner, staff assisted - To contract with a single
experienced planner who would, as part of the contract, reside
in Reddingand work fuTl time on the City project. All assistarice
to come from existing staff or local agencies as to data collection.
(b) Resident planner and prelix�hinary consultant services - To immed-
iately employ a planning consultant or firm to design the s,cope of
the project, estimate cost and prepare application. Project to be
performed by resident contract planner. Planner to be assisted by
_: minimum clerical staff employed by hiin, .plus, if possible, orie member � _
. of present City staff, full time. Guidance provided by Planning Com-
- mission and Planning Director.
(c) Resident planner and continuin� consultant s;ervices - Same as 2(b),
except that resident contract planner would have periodic consulta-
tion with consultant who prepared applicati,on. � _
3. � Staff - To increase staff and 'assign approved project to the additional
personnel as a full tiine p'roject.
Mr. Keyes recommended the use of Alternate 2(c).. He said specialis,t offer the /�9
advantage of past experience and unbiased advice. His second choice is Alternate
.. 1(a).
-City Attorney Murphy advised there are three disti:nct categories of law and pro- '
cedures in the State Planning Office. .
The procedure under Route 1 would result in a prime contract executed: between
the State Planning Office and a�corisulting firm to do the project for a stated
cost. The City would enter� into a secondary contract with the State Planning
Office to pay its share of the cost in cash or services or both.
Route 2 ariticipates a prime .contract between the-State Planning Office and the
City of Redding wherein City promises to perform the.agre,ed project and State
agrees to pay 2/3 of the agreed cost. City enters into contract with.a Resident
Planner for 18 months employment in which he must reside in Redding and
. work full time in accomplishing the contract. '
Route 3: invblves a sixnilar contract with the State Planni�a�g Office and.the City
of Redding but increased persorinel would be regular employee of the Gity. This'
route irivolves the greatest difficulty and complication in getting approval of the
project from the State Planning. Office and it is uncertain. if State would�pa'y 2/3
of the total �cost of the project if additional benefits such as state retirement and
insurance contributions for such personnel are considered. It is questionable if
701 "funds could be used�to bffset �. port'ion of tliese costs.
Mr. Murphy suggested a new Master Plan would be more meaningful if brought about
through the efforts of the Planning Commission and Council: He recommended the
use .of Alternate 2(b) employing a resident planner that we might.�ienefit from expert

��:''ssistance in designing the scope of the 701 project.
City Manager Cowden defended the "1958" Master Plan and said it was not possible
�o keep it up to date without manpower. He recon'�mended the employment of a
consulting firm (Alternate 1(a));' on>;tlz'e'�`bas.is.'°�that:'outs:'ide experts are unbiased and
free from community or political considerations. He said he is convinced that
present staff with the exception of Associate Planner Buchanan does not have time
to devote to the project.

Planning Commission Chairman Hull stressed that new General Plan will need
constant. revision. He recommended Alternate 2(b) wi:th no dependance on City
staff. His second choice is Alternate 1(a). He emphasized his belief that Con-
sultant should employee his own staff and that he not be guided by City staff or
the Planning Commission. He suggested some pa'rts -of the City may require
study on a priority basis and before the full plan is presented.

Planning Cammissioner Bob Woods �concurred that study should be made by an
outside group.and recommencled Alternate 2(b) or 2(c).
Planning Commissioner Paul Stathem agreed that an outside firm would be the

Councilman Denny recommended Alternate 2(b) for the same reasons expressed
by City Attorney Murphy. ��He expressed concern for the contiriui:ty of the Planning
- Program.. He said the value of any �lari is negligibl�e� if there is no continuity. He
stated the difference between the economic and social life and'death of the com-
munity depends on planning.

Councilmaxi Cliatfield said Council�had tried to provide continuity to the "1958"
Plan by hiring orieof tlze :�larine-� who helped� prepare it. �. He stressed continuity
must be provided by the �Planning Commission and Council. He supported Mr..
CowdenTs recommendation for Alternate 1(a). He acknowledged the difficulty
of locating a good Planner but expressed his faith in the Planning Commission
who will guide the consultant. He said that he is in agreement with Mr. Denny

Councilman Fulton felt the most realistic and effective proposal is Alternate 1('a).

to dealing with de.tails 'of routine appli•cations for conditional �uses;variances, lot
splits, etc. It has been suggested that a Board�of Zon'ing Adjustment be created
by Ordinance to lighten the load of the. Plannirig C�ommission: The proposed
Board would pass on issues not involving formal Pu.blic Hearings. Duties would
include administration of the sign.'ordinance, a�rchitectural control.,and minor
variances.

remain the agency for appeal. �

Mr. Murphy commented, City already has a similar body functioning in the
� Subdivision Committee. -
Planning Commission Chairman Hull reported that in the three and one-half hour
�neeting of the Planning Commission yesterday, only one hour was devoted to
study of ordinances. The remainder of the time was taken up with processing
use permits, many of a minor nature. He pointed out the advantages that the
proposed Board would meet weekly, providing quicker action; the meetings
would be conducted'on a more iriformal basis. The Commission members who
represent a cross section of the people of Redding would provide continuity to
the Board.
City Attorney Murphy further explained.the Board meetings would be publ�ic;
minutes wo uld be recorded. Transactions rEquiring rnailing or publishing would
not be handled. - �
Councilman Ghatfield requested that proposal be referred to the Planning_Com-
mission for study and recommendation.
All councilmen concurred that appeal be limited to the Planning Commission. ,L�
City Attorney Murphy advised that the appeal period is ten days in the existing
Ordinance. � � �
