The meeting was called to order by Mayor Moty. The Pledge of Allegiance to
the Flag was led by Mr. Sid Cowgill. ._
Reverend George Egan, pastor of the First Presbyterian Church gave the
invocation. '
Mayor Moty called for a minute of ;silent prayer in memory of the late Senator
Clair Engle, a servant of the people and a friend to the City of Redding.
The foll'owing Councilmen were present at roll call: Chatfield, Denny, Fulton,
Hummel and Moty. .
Also preserit were City Attorney Murphy, Assistant City Manager and Director
of-Finance Courtney, Public Works Director Arness, Purchasing Director Stewart,

APPRQVAL OF MINUTES
MOJTIQN: Made by Councilman Chatfield; seconded by Councilman Fulton that
minutes of the regular meeting of July 20 and the adjourned meetings of July 24
and 29 be approved as mailed to each of the councilmen. The Vote: Unanimous
Ayes.

Request Youth Commission .
A letter was received from Robert Binns, President of the Greater
Redcling Charr�ber of Commerce, recommending that City Gouncil select
a study committee of adults and young people to establish a City Youth ���
Commission similar to the other Commissions to advise the City Council
on matters affecting the youth of our City.
Frank Kennedy, a member of the Civic Affairs Committee of the Chamber
of Commerce read a letter written by Terry Bowman, past president of
the Redding Teen Center suggesting that a Youth Commission be rc=�eated
to establish a liaison between the adult and teenage world.

Mayor Moty appointed Councilmen De,nn� and Chatfield as a committee to
study the request and its ramifications �.nd to present a recommendation
to the Council.

� Request Taxi Cab-�e.rvi:c_e
reeman ac e , a edding Cab Company, requested the right to
supply taxi-cab service at Redding Municipal Airport, together with the `����'�
right to station taxi-cabs at Redding Municipal Airport, and further the ��
right to advertise his taxi-cab business at Redding Muni.cipal Airport.
City Attorney Murphy advised that Pacific Airlines has not yet surrend-
ered cer.tain space at the Airport and suggested that permission to
�_ advertise not be included in the temporary permit..

MOTION: Made by Gouncilman Denny, seconded by Councilman Hummel
that Freema°n Hackett be granted tempory permit to provide taxi-cab
service at Redding Municipal Airport to expire September 1, 1964 and
" � �that any advertising be subject to the approval of the Airports Manager.

Peti�tion �- Protest Annexation • •
A petition signed by 165 persons was filed as follows:

Redding: We are property owners and residents in that-area�bounded
to the west by the A.C.I.D. Canal; To the north by the present City

Mayor Moty stated that annexa�ion is not under formal considexation

Financing Capital Improvements
A report enti�led��Financing Capital Improvements for the City of Redding",
dated August, 1�9�64, was submitted by the firm of Stone & Youngberg,
Municipal Financing Consultants. �

Mr. Jospeh J. Azzolino summarized the elements of the report. He
stated City is in a good financial position.
Mayor Moty said the report will be studied carefully by all the members
of the Council.
PUBLIC HEARING - Lake Boulevard Annex No. 2 •
The hour of 7: 30 having arrived, Mayor Moty opened the public hearing on
Lake Boulevard Annex No. 2 to the City of Redding.

enc.ouraging more efficient use.of school sites and they request that
if City Council of the City of Redding concurs with this recommendation,

CityAttorney Murphy advised the Ianguage of the Ordinance has been modified ,
changing the effective date to January l, 1965 and adding Section 26-26 re use

Councilman Chatfieid clarified his statement as quot@d in the Record Searchl:ight
concerning alternatives if the County and Cities in the area fail to adopt a similar
O�rdinance. His intention.had beeri "the only alternative would be to rescind the
Ordinance if Council at a later date decicled it is neces'sary". /`3y
Mayor Moty stated his personal belief that failure of other Cities and the County
to adopt a similar Ordinance would not be sufficient reason for the Council to
rescincl thi•s Ordinance. _

Mayor Moty stated he is not in favor of awarding the Bid on the bas,is only
one bid was received. He would like all bids to be rejected and a new
schedule� sent out later in hopes of receiving a more favorable bid.
Purchasing Director Stewart advised' the specifications w-ere broad enough
'` to allow several cor�pan�rs to bid.

OUTSIDE WATER USERS
Planning Director Keyes subxnitted a report and recomrnendation,dated July 17�,
1964 re Water Distribution Improvements - Outside Water Users hereaf-ter annexed.
He said an informal survey-has been conducted by persons in the Freebridge- ��j
Russell-Anita Street area.- Some property owners on Russell Street now receiying
outside water servi�ce from Redding have asked what charges might be levied them
in the event a water assessment district should be formed after an annexation and
the existing substandard lines on Russell Street are replaced.

Mayor Moty appointed Councilmen Fulton and Hummel to study the report and
present a recommendation for. policy decision by Council. . . _
ADDITIONAL HANGARS - - Municipal Airport
Airports Manager McCall submitted estimated costs for a four place T Hangar
and a six place: T Hangar.
Mayor Moty observed that. on.the basis of this outline, construction of a small
�� � section of the hangar would add �.�5�fo, net against the cost of a ten place T hangar
in a single s.tage construction.
Council concurred it is not feasible to construct a four or six place hangar, that
it would be advisable to'wait until revenues are sufficient to build a ten.plac.e
hangar. . - -
PROGRESS REPORT - Departrnent of Public Works
Prog�ess Report for the month of July was submitted by,the Director of Public
� �G, Works. Mr. Arness reported copies of the report are now being sent:to the
Enterprise Public Utility District arid the. Buckeye County Water District with
the hope of coordinating efforts. -
LIGHTING - A.C.I.D. Dam
Mayor Moty requested Councikxnan Hum�nel .to again pursue the possibility of

li.ghting-,the A.C.I.D. Dam.. Mr. ,Hummel was.,asked to work with the Greater
Redding Chamber of Commerce and to consider the, financing.
ISLAND - Eur.eka Way & V�est Street
Councilman Chatfield xeques.ted Director of Public Works Arness to inquire of
the Divisiori of Highways if the experimental island at Eureka Way and West_
Street has been satisfactory,and if.not, .suggest that it be removed. .

BLASTING
City�Atto.rney Mu�r.phy submit.ted an.Ordinance which .regulates blasting and is
much more detailed than the. existing Qrdinance. He said it would be great help
