City Council, Adjourned Meeting

The meeting was called to order at 12:30 P. M. by Mayor Moty with the
following Councilmen present: Chatfield, Denny, Fulton and Mayor Moty. '
Absent: Councilman Hummel.
Also present were City Attorney Murphy, Director of Public Works Arness,
Assistant City Manager and Finance Director Courtney and Associate Planner
BucYianari.
CQLLEGE ANNEX NO. 1 . .
Mayor Moty reported the Planning Commission at their regular meeting July
28, 1964, by a unanimous vote,� approved the proposed College Annex,No. 1
MOTION: Made by Councilman Denny, seconded by Councilman.Chatfield,
authorizing.Mayor Moty to execute a Notice to the Local Agency Formation
Commission and Boundary Commission re College Annex No. 1 .
The Vote: Unanimous Ayes.
Notice is to include legal description, diagram of boundaries and diagram of
topbgraphy and.Tand use. Further informational material�required will be
- provided by Monday,. Aug'ust 3, 1964.

3. Over-a1T size of parcel is larger than needed for annexation
He stated the problem of split parcels might be solved by owner, separating
. ownership to two separate parcels.
Councilman Chatfield requested that copies of Notice to Local Agency Formation
Commission be.forwarded to Col�ege Trustees for their 5pecial Meeting Friday
night. He was advised by City Attorney Murphy that is would be in order .to
explain that boundaries of annexation were prepar.ed for uninliabited annexation
to expedite annexation as quickly as possible. Other owners in the immediate
vicinity have indicated a desire to annexa and will be encouraged to annex to
the City in.a future annexation.
Mayor Moty referred to Item 4 in a letter from Gwyn Bland, College Coordin-
ator of Building Planning, to the Chamber of Commerce re road.development
in the general area. Mayor Moty suggested a relief model of the area would
be most helpful to staff, Council and the College Trustees. The Model would
be us ed to prepare.visual layout of the road system and to provide and argument
for Item 1 of the letter re zoning. _ . �

Councilman Chatfield/to Mayor Moty that the firm of Clair A.. Hill and Assoc-
iates can provide a topographic map of area between Hilltop and .the College
Site, a critical area where no such maps are now available, within a week for
approximately $300. 00 to $500. 00. He stated he would refrain.from further
' discussion of this item. '
Mayor Moty stated the topography map would be needed to prepare the relief
model and he declared this be considered as a matter of urgency.
MOTIO�N: Made by Councilman Denny, seconded by Councilman. Fulton that
the firm of Clair A. Hill and Associates be requested to prepare a topographic
map of the area as outlined and instructing the City Attorney to prepare the
necessary fund transfer.

Councilman Denny reported that the Board .of Supervisors had imposed Interim
Zoning for onequarter mile around the Site only; that it is hoped a compromise
might be worked out.
RESOLUTION - Renaming Street
MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton that
Resolution No. 3327 be adopted, a resolution of the City Council of the City of ���
Redding renaming,a certain street in the City of Redding "Bechelli Lane".
Voting was as follows:
Ayes: Councilmen - Chatfield, Denny, Fulton and Moty
Noes: Councilmen - None

RESOLUTION - Prohibiting Parking `' " �
MOTION: Made by Councilman Denny, seconded by Councilman Fulton that
Resolution No. 3328 be adopted, a:°�resolution of the City Council of the. Gity of
Redding prohibiting parking on a portion of South Street. ��,�
Voting was as follows:
Ayes: Councilmen - Chatfield, Denny, Fulton and Moty
Noes: Councilmen - None
Absent: Councilmen - Hummel
RESOLUTION - Prohibiting Parking -
MOTION: Made. by Councilman Fulton, seconded by Councilman Denny that
Resolution No. 3329 be adopted, a resolution of the City Council of the City of
Redding prohibiting parking on a portion of Gold Street in Redding. ��.�

RESOLUTION - Stop Signs
MOTION: Made by Councilman Chatfield, seconded by Councilman Denny that
Resolution No. 3330 be adopted, a resolution of the City Council of the City of ���
Redding rearr.anging stop signs at the intersection of East Street with Placer
Street and with Butte Street in Redding.
Voting was as follows:
Ayes: Councilmen - Chatfield, Denny, Fulton and Moty
Noes: Councilmen - None
Absent: Councilmen - Hummel
R�SOLUTION - U. S. 99, Business Route
MOTION: Made by Councilman Denny, seconded by Councilman Fulton that
Resolution No. 3331 be adopted, a resolution of the-City Council of the City of
Redding declaring the need for and requesting the establishment by the Division
of Highways of the State.of California of a U. S. Business Route on existing ��`j
Highway U. S. 99 through and.between the Cities of Anderson and Redding.

Noes: Councilmen - None
Absent: Councilmen - Hummel
Resolution Nos. 3327, 3328 , 3329, 3330 and 3331 on file in the office of the
City Clerk.

AGREEMENT - R. W. Beck & Associates
City Attorney Murphy advised that changes have been made in the agreement
with R. W. Beck and Associates indicating the maximum amount rather than
, the estimated cost; that contraet is now in the form approved by Council on

MOTION: Made by Councilman Chatfield, seconded by Councilman Denny, there
being no further business, the meeting be adjourned.
