Redding, California July 24,. 1964 12:30 P.M. The meeting was called to order at 12:45 P. M. by Mayor Moty with the following councilmen present: Chatfield; Denny, Hummel and Mayor Moty. INTERIM ZONING � City Attorney Murphy reported he has written to Daum Development Corpor- ����'�l atiori requestirig waiver �of liability that City inight incur by approving interim zoning. �`He has riot yet receive�d a reply. He recommended the approval of interim zoning for first reading only of Ordinance. ' ' Councilman Chatfield offered .Ordinance No. 763 for first reading, an 'U,r.g:enc.y.:: Ordinance of the City Council of the City of Redding, amending Section 30-3 of the Redding City Code, 1959, as amended, by establishing a temporary Interim Zoning of cer.tain real property in the City of Redding. FALSE ARREST INSURANCE City Attorney Mixrphy submitted recommendation dated .July 24, 1964, in accord- ance with the recommendation of the Redding Local Independent Insurance Agents Committee that our present false arrest coverage of $10, 000 for one person, $25, 000 for one inc�dent involving more thai� one person and $50, 000 for all incidents in a policy year, be increased to $100, 000 for one person, $250, 000 for one incident involving more than one person and $300, 000 for � S, all incidents in a policy year. The inerease of these limits would cost approx- imately $1, 420. 00 exclusive of coverage for our twenty auxiliary police. If they too were covered, the total cost of such an increase would be approxi- mately $1, 700. 00. ' � " MOTIC�N: Made by Councilman Chatfield, seconded by Councilman Denny to accept recommendation of the City Attorney that false arrest insurance cover- age be increased as outlined and auxiliary police be included and instructing the City Attorney to prepare the necessary fund transfer and the Mayor be authorized to sign. The vote: Unanimous Ayes. ELECT`RI.0 FACILITIES - Trinity Lutheran Annexation City Attorney Murphy submitted Opinion and order of the Public Utilities Commission of the State of California, Decision No. 67544, authorizing the s� �� �` Pacific Gas and Electric Company to sell and convey to the City electric distribution facilities located in the area known as Trinity Lutheran Church � � �� Annexation for a total of $3, 491 . 28 and the total cost of any additions to and � betterments of facilities made by Pacific subsequent to July 6, 1962, and • prior to the conveyance of said facilities to City plus sales tax applicable thereto. ANNEXATIO�N - Shasta Jr. College Site and Area Planning Director Keyes submitted six letters indicating willingness to annex to Redding by all of the property owners of land located between Hilltop and / 7� Canby Roads westerly of the northerly portion of the proposed college site and representing the present major ownership of the site itself. He reported Mr. C. B. Graves, Hilltop Investment Corp. has given verbal approval of the annexation. However, his partners cannot be reached until next week. Mr. Irwin Dale who owns four hundred acres is willing to annex:�. as mueh of his property as is necessary. 189 � . City Attorney Murphy briefed Council on the legal formali.ties which must be complied with..prior to adoption of.permanent zoning. He advised Council can- not promis,e a certain type of zoning until Public Hearings have been held; that ' City has no power to::.,zone.land beyond its boundaries and therefore cannot be involved in interim zoning of subje.ct property at this time. Councilman Chatfield reported that he told the C.ollege Board of Trustees the Council will cooperate in every way possible within the framework of the law. City Attorney Murphy pointed out that a prior Council adopted a Master Plan in 1958 indicating the general area would be R-1, Single Family Res.idential; that Plan is not binding but it is an indication of the thinking of staff and Council� in.1958. He further stated that all three proposed sites are subject to the same zoning regulations; that neither the Board of Supervisors, the City Council of Redding, nor the City Council of Anderson could guarantee permanent zoning ��� of an area in a long range sense. He said all zoning laws provide the Mechanics for rezoning a given area by petition. Mayor Moty appointed Councilman Chatfield and Councilman Denny as a committee to work with a committee from the College Board.of Trustees as a liaison for closer coordination. MOTION: Made by Councilman Cliatfield, seconded by Councilman Denny that annexation be referred to the Planning Commission for report and reconimenda- tion to Council at an adjourned meeting Wednesday. The Vote: Unanimous_ A.yes. MOTION: Made by Councilman Chatfield, seconded by Councilman Hummel ' that. letters be written to the Boundaries Commission and the Special Agency Formation Commission informing them of impending anneXation and because of the urgency.of the College deadlines which must be met,. request that if nec- essary, special- meetings be called to expedite proceedings at the earliest date. The Vote: Unanimous Ayes. MOTION: Made by Councilman Chatfield, seconded b}r Councilman Deriny that meeting be adjourned until Wednesday, July 29th, at 12:30 P.M.
