M. � � � - The meeting was called to order by, Mayor Moty. The Pledge of Allegiance to the Flag was led by Harry Hazeltine. ' � . , Reverend Philip Hall, Associate� Minis�ter of the First Methodist Church, gave � the invocation. < < The following Councilmen were present at roll call: Chatfield, Fulton, Hummel and Moty. Absent: Councilman Der�ny. Nelson Steve Mowry A1 Fandrick Harold Vickrey APPROVAL Q�F MINUTES : MQTION: Made by Councilman Humxnel, seconded^by Councilman Chatfield that minutes of the regular n�eeting of June 15t1i and the adjourned meetings of June 16th and 22nd be approved as mailed to each of the councilmen. The Vote: Unanimous Ayes. - MQTEL TAX- Occupancy Tax Ordinance . Mayor advised consideration of the Uniform Transient Occupancy Tax Ordinance would take place at this time on the agenda to allow a motel representative to . catch a plane. Clair Hunt, co-owner of the Travelodge �introduced Mr. Fred Feiten, Executive Vice President of the California Motel �wners Association. Mr. Feiten advised that while thirty�three States have a statewide Motel/Hotel Tax, only thirty Cities impose a room tax on a local basis. He. said the enabling act adopted by the legislature last year permitting General Law Cities to impose such tax is an �-�J� unpopular law; that it is a unique tax in that tax payer is given the choice of paying it as it can be avoided by going to another area not having the tax. He predicted people will avoid paying the tax when possible. He es:timated annual Cit'y Revenue from such tax would be approximately $44, 500. In conclusion, he urged that. second reading of tl3e Qrdinance be deferred until such time as a need for such a fund is created and_pending a decision on the use of the money and until action is taken by adjoining areas. He asked that Redding Motels not be made an "island". � � Mr. Feiten advised the Board of Directors of the California Motel Owners � Association oppose the room tax on both the State and local level. Roy Gamble, Hospitality House, felt the propos�d tax is undemocratic and dis- criminatory against motel owners. He said the-vote.rs turned down the auditorium bond issue and that.it would not be right for a minority group to build something the people donit want. He predicted travelers will bypass Redding if: the tax is 'im,gos:e.d loc�.11y and the C'ity will lose revenue; that in the.future, motels will be built outsid`ethe City; that it� is short sighted economy. Mayor Moty stated it is not proposed �o construct an auditorium with motel tax revenue; that a possible use of� funds would be paying for maintenance and operation of an auditorium but an auditorium will not be built unless a bond issue is passed ' by a two-thirds vote of the people. � � 158 A letter from John Scott Wood, Imperial �400s Motel, favoring the motel tax was read and filed. � Councilman Chatfi��d presented Committee report and recommendation that Ordinance No. 761A be considered, being the same as Ordinance No. 761, except for the insertion _of the amendments thereto proposed by the special Councilmanic Committee composed of Councilmen Robert Cha.tfiPl d and Gordon Hummel. �rdinance No. 761A, an Ordinance of the City Council of the City of Redding amending the Redding City Code, 1959, as amended, by adding to Chapter 26, Article IV, entitled "Uniform Transient Occupancy. He said Mr. Wilgus has 'a probl'em and'would-be put to extra expense if he had to build a new structure on the back of his lot. He stated the basis of our-Countryls success is that people have been allowed to expand. - Planning Director Keyes said the Planning Commission �ould submit report and recommeridation on rezoning study by�the .Council meeting ' - � of-August 17th. He stressed the fact that the City already�has sufficient area zoned Commercial to support a population in.excess of orie-half million people. City is desirous that 5ite 8A bounded by Canby Road and Dana Drive in the Enterprise-Mistletoe area, be chosen. Mayor Moty appointed Councilman Hummel and himself to work with staff in�p`reparation of definite answers to questions posed by the Site Selection Committee.
