The meeting was called to order by Mayor Moty. Shasta County Supervisor Henry Keefer led the Pledge of Allegiance to the Flag. � Reverend Leo Schlegel, Pastor of the First Baptist Church of Redding gave the invocation. _ Mayor Moty announced the appointment of Gordon M. Huxnmel to fill the unexpired term of Sig Kriegsman on the City Council. _ . Deputy City Clerk Ethel A. Richter administered the Oath of Office to Councilman Hummel. Mayor Moty expressed happiness in welcoming Mr. Hummel as a member of the City Council team. He said his experience as President.of the Chamber of Commerce Y t and his background with the Bank of America will be most helpful. � �,= The following Councilmen were present at roll call: Chatfield, Denny, Fulton, Hummel.and Moty. � . Williams & Sons,. Inc. acting on b�half of the Daum Development Corporation, Shopping Center Developers present'ed request for emergency aoning of property located northeast`of the Safeway Store, Cypress Avenue. The reason emergency zoning is requested is that "we have discovered that the rear portion that lies northeast of, subject property is presently zoned R-2. In order to develop� the subject property for the purpose of which it was purchased and in accordance with the general' plan accepted April 31, 1958, ��� we musthave it zoned C-3-P in it°s entirety. Time is of the essence. " City Attorney Murp'hy advised Council can consider adoption of. Emergency ' Zoning at the regular meeting July 6th`, if the l�lanning Commission acts on the request at their meeting, June 23rd. � Robert Lyles, Architect and Enginee�r f'or the Daum Development Corp. , 340 Pine St. , 5an Francisco 4, California, stated_leases had been executed 145 before it was discovered that. the larid locked pennisula at the rear of the property is zoned R-2`. He said construction is scheduled to start on the Safeway Building within thirty days and early ebnsideration of rezoning would be most appreciated. ` ` MQTION: Made by C,�omncilman Chatfield, seconded by Councilman Denny that request be referred to the Planning Commission and they be urged to process it as quickly as possible. Affidavit of Mailing - Notice of Public Hearing ' Affidavit of Posting - Notic� of Public Hearing � � t � . �yy Mayor Moty_ascertained there were no written protests and there�were no � � protests from the floor. . ` ` � ' Planning Director Keyes submitted memo ,dated June 11, 1964 advising the Planning Commission.by a vote of 4 - 1 disapproved this application to remove- an old dwell- ing and replace it with a one-story, 2 bedroom masonry dwelling, in a C-3 District in Fire Zone 1, proposed to be built on, the north property line. The majority of the Commission felt b�ecause of the trend toward Commercial or Light Industrial development, a mixture of uses would be undesirable. The minority thought the concrete blocic structure would be appropriate in the long run for conversion to commercial use. The Planning Department recommends disapproval of the application. The Public Works Departm�nt recommended a 5" right«of-way dedication and curb, gutter, and 5� �sidewalk�provision be made if application is approved. � � Councilman Denney .questioned the wisdom of denying a r�sidential structure in a commercial zone if.that .is what the owner wants. He refer'red to the penthouses in the San-Francisco Embar:cadero and said people live there in the noise and confusion because they want to and they should have this right. He was advised by Mr. Keyes that 'residential set back regulations would not necess�:rily be required on a dwelling in a Commercial Zone but that curb, gutter and sidewalks are required on use permit, matters. ` . . . � . Mr. Bob Kennicott, 1913 Court Street said Mrs. Irwin wants to improve .the property by removing the old cdilapidated dwelling (not considered :haz:ardou�s�) . and replace it with_something. nice that could be'later converted to .commercial usage. Councilman.Chatfield said.Mrs.. Irwin should be able to build a dwelling in such an area if she desired; that a residence would not be. detrimental to a �C-3 Zone. He thought it not fair or necessary that she be required'to construct sidewalk, curb.and gutter. � _ � Director of Public Works Arness advised the right-of-way i.s now 30�; that 351 would permit two driving lanes and one parking lane.. Clair A. Hill stated his warehouse and testing laboratory are located in the area. He said the blind intersection.at So,noma and�Railroad is danger.ous and questioned that even 5 feet extra will make it safe. In his opinion, the hasty action of Council to "beat Governor Brown" does not involve sourid reasoning. He stated there is not enough information about the proposed Auditorium which the hotel mo,tel' tax^rev`enues are supposed to help finarice:' He �said the economy of the area benefits by tourists; we .want to keep them here. In an- swer to a question .of Councilirian Fulton, . he said he did not know what affect _ motel tax had on Travelodges in other cities. � - �� Mr. Art Holben, Hyatt Chalet stated he would not be opposed to state-Wide tax but does not approve of it on just a local basis. � � Melvin Fand�rick, "Be1 Air Motel�-said local�tax'would be detrimental to business; that it will be ari irritant'to price conscious travelers and owners will exper- ience a loss of revenues. He �said Trailer Parks and Apartments shouldnEt be excluded. � � - � , - � - � � � � Richard Guenther, Motel 99, stated the proposed tax would not be good for-the community. Not only tourists would be affected but motel management would have to spend time filling out forms. J 151 David W.
