M. �The Pledge of Allegiance to the Flag was .led by R�obert Stewart. ,Reverend Jerry Wilson, Pastor of the First Chu`rch of God, gave .the invocation. � The meeting was called to order by.Mayor Moty with the following councilmen pre sent: Chatfield, Denny, Fulton and Motjr. Also present were City Manager Cowden, City Attorney Murphy, Assistant City Manager and Director of Finance Courtney, Public Works Director Arness, Purchasing Director Stewart, Airports Manager McCall, Planning Director Keyes and Parks Superintendent Smith. O'Brien APPROVAL OF MINUTES MOTION: Made by` Councilman Denny, seconded by Councilman Chatfield that minutes of the regular meeting of May 18 and the adjourned meeting of May 26 be approved as mailed to each of the councilmen. The Vote: Unanimous Ayes. COMMUNICATIONS Appeal - Use Permit Application R. M. Kennicott advises the Planning Commission had disapproved the Use Permit Application UP-24-64 by.Kennicott Construction, Company for , ` Delores M. Erwin for a single family,dwelling on property.located on the west side of Railroad Ave, approximately 600 ft. southerly of Go1d St. (C-3 j�� zoning). The letter dated May 19, 1964 from Mr. Kennicott constituted a written appeal fo.r reconsideration by City Council. Councilman Chatfield indicated that appeal had been received within the legal time. Planning Director Keyes advised his department had not submitted any report or maps on this, as minutes of the last meeting of the Commission had not as yet been written. MOTION: Made by.Councilman Chatfield, seconded by Councilman Denny,that Public Hearing be held June 15, 1964, 7:30 P. M. .on appeal of R. M. Kennicott for Delores Irwin on Use Permit Application UP-24-64. The Vote: Unanimous Ayes. Renewal .of Agreement-Redding Wranglerettes The Redding Wranglerettes, Inc. , submitted request for renewal of their permit to use City property under the same terms and conditions. `��� City Manager Cowden advised the subject area was immediately wes.t of the A. C. I. D. Canal, between the canal and the Sewage Treatment Plant. MOTION: Made by- Councilman Chatfield, seconded by Councilman Fulton that perrn�itt of the Redding Wranglerettes to use City property be renewed, permit to encompass _the required insurance and a thirty day, cancellation clause and termination date to be June 30th, 1965. The Vote: Unanimous Ayes. 135 Miss Lura Dunn, representing the Redding Wranglerettes, thanked Council for the extension of time. - � Request - Temp. Closing of Ptn. Railroad Ave. Mayor Moty .decla.red the following request of Bill Minton, County Executive, an urgency item. . , Mr.` Bill Mknton, under date of June 1 st, advised the Shasta County Board of Supervisors had entered into an agreement with tk�e United States Post Office Department for rental of certain portions of the Redding Veterans Memorial Hall, to be used as a temporaxy post office during the time of reconstruction and remodeling of the present post office� on Yuba Street. '��.J' This rental agreement starts June �1, 1964 and runs for a six montli pe_riod, ending Nov. 30, 1964, with fo�ar six months options .to renew. It was requested City'Council approve the closing of Railroad Avenue between Placer and Yuba Stre�ets_during��the.period of this rental agreement, which has a maximum duration of� twa and one-half�years.- � . City-Manager Cowden stated it=was the Post Office�s plan to buildz�.,:woode�n �__. . dock witli canopy on the Veterans Hall for the unloading and�loading �of mail; the drop-in mail boxes would be relocated and no doubt this portion of Railroad Avenue would be used for storage of�a portion of the construction material. City-Attorney: Murphy submitted a memo dated May.21 st, together with a report from the Title Company regarding subject property. He state� it was his opinion that if Council desires to give serious and favorable . consideratiori to the acquisition at this time that a survey should be obtained � , so the exact acreage .available and offered for sale can be determined and th,e state of the title:more completely:ascer.tained. That it did�not appear from the report the Title Company would be in a position to issue a sat- isfactory policy of title insurance unless and until such a sur_vey were , completed. , + . , . That it appeared to him to be legally permissible for the Council to.offer to share in the cos.t of such survey equally with the property owner since. such survey appears neces�sary.in o,rder the Coizncil may_know th.e precis.e extent and precise location of the land being offered to the City. He further stated he had spoken with representatives of the HHFA and the existing applications in hand are. sufficient in.amount to exhaust the funds available and that further grants would not be possible until Congress appropriates 'more to the agency. , . - 137 , City Manager Cowden stated,it was his personal feeling no action should be taken until such time as Stone and Youngberg, City's Financial Con- . sultants, had completed th.eir studie s and their evaluation of City's financial position in regard to general, obligation bond, revenue bonds, etc. and until a general obligation bond issue had passed. There were a number of pro;jects before the City - the widening of Bechelli Lane, the proposed acquisition of the Pacific Gas_ and Electric Substation on California Street, and many others. 0 Councilman Chatfield stressed while he recognized the many problems we have,_ he cauld not see that a request for an extension of an agreeinent, cost- no,money,s,would,�,e..rletrimental. S. 99 City Manage_r Cowden submitted: to all Councilmen a memo dated May 27, 1964 entitled: "Recommendation that the Redding ,City Council consider and favo�rably act upon the City Manager's recommendation that the portion of U. S. Highway 99 from Anderson to Redding and to,the northe.rly point beyond the City of Redding �L� where the present U. S. Highway,99 will connect to. the newly relocated U. S. Highway 99, be retained in the State Highway and Freeway System after U. City Manager Cowden stated .if there was a program to make California Street south-bound, he was confident State would not participate in any of the costs, unless certain conditions were met. , PUB LIG HEARINGS • Exchange of�Land - ,Lake Redding Park - . �Councilman Chatfield abstained from any�dis'cussion and action on. the , , . ;following -Public Hearing (Del Mar Subdivision) Th� hour of 8:00 P. That he would.have the opportunity to protest any change in zoning at the Planning Commission hearing. Planning Director Keyes said approxirnately two years �ago the City Council had adopted a plan for the park•calling.fo�r the continuation of Del Mar;;the sub- ,divider had subs.equently come in with an amended proposal, and Mr. Keyes indicated on a map subject area and the proposed curve linear street.
