The Pledge of Allegiance to the Flag was led by Edwin Ness.
Reverend Quincy Phipps, pastor of the First Southern Baptist Church, gave the
invocation.
The meeting was called to -order by Mayor Moty with the following councilmen
present: Chatfield, Demy, Fulton, Kriegsman and Moty.
Also present were City Manager Cowden, City Attorney Murphy, Assistant City
Manager and Director of Finance Courtney, Public Works Director Arness,
Planning Director Keyes, Purchasing Director Stewart, Airports Manager
McCall, Assistant Civil Engineer Hastings, Associate Civil Engineer McCready
and Traffic Engineer Freeman.

APPROVAL OF MINUTES
MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton that
minutes of the regular meeting of May 4th be approved as mailed to each of the
councilmen. The Vote: Unanimous Ayes.
WRITTEN COMMUNICATIONS
Shasta County Safety Council
Shasta County Safety Council submitted their request of $250. 00 for
12 budget allocation for the fiscal year 1964•-65; reports on their expenditures
and activities for the fiscal year 1963-64Wer'e also -filed;. .
Mayor Moty stated this would be considered at the budget sessions.
Commendation - Dept. of Public Works
Gordon Hummel, President of the Redding Chamber of Commerce, com-
mended the Department of Public Works for the excellent job they,did on
/00 the new parking plaza California and Yuba Streets. " The speed with which
this project was completed and the beautiful, efficient end project is a
very real tribute to competent City administration at all levels" he
concluded.
Mayor Moty added his compliments to those of the Chamfer of Commerce.
Sale of Poppies
The American Legion Auxiliary Unit 197 requested permission to sell
poppies on the streets May -28 and 29 and that these days be proclaimed
Poppy Days in Redding.
MOTION: Made by Councilman Kriegsman, seconded by Councilman
Denny the American Legion Auxiliary Unit 197 be granted permission to
sell poppies on Poppy Days, May Z8 and 29. The Vote: Unanimous Ayes.
Re Request of Fleet Reserve Assn.
Walter Blalock, Commander Redding Springs Post #7:169, Veterans of
Foreign Wars, U. S. A. , advised they unanimously agreed to cooperate
> Z with the Fleet Reserve in the observation of the patriotic movement known
as "Operations Red, White and Blue". However he urged that flags be

the recommendation of the Recreation and Parks Commission be approved and
the request of John Hurn to operate a pony'concession in Lake Redding Park be
denied. The Vote: Unanimous Ayes.
RE BUDGET - Parks and Recreation
The Recreation and Parks Commission requested a joint meeting with council
prior to their budget hearings and adoption of the 1964-65 budget.
Mayor Moty referred this request to the budget sessions, stating the 1964-65
budget should be considered as a whole.
ACCEPTANCE OF PROJECT - Calif. Yuba St. Parking Lot
It was the recommendation of the Director of Public'Works that California and
Yuba Streets Parking Lot and Other Related Woik, Bid Schedule No. 298, C.
L. Fogle, Inc. , Contractor, be accepted as satisfactorily completed and that
Notice of Completion be filed by the 'City Clerk.
MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield
the re`commendations'o'f the Director of Public Works be` approved and Bid
Schedule No. 298, California and Yuba Streets -Parking Lot and -Other Related
Work .project be accepted as satisfactorily completed and the Notice of Com-
pletion be filed by the City Clerk. TheVote: Unanimous Aye`s
Mr. Arness stated it was their plan to open this parking lot for business on
Wednesday, May 6th; the north one-half of Yuba Street would be' resurfaced
when they were able to obtain'a dense graded asphalt.
PROGRESS REPORT - Month of April
Progress Report for the month of April was submitted by the Director of
Public' Works.
ACCEPTANCE OF PROJECT - Utility. Change Highway 44
MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield
that Bid Schedule No. 275, Utility Change Highway 44 Freeway Relocation
Stage 1, D. B. Stutsman, Inc. , 'be accepted as satisfactorily completed and
that Notice of Completion be filed by the City Clerk. The Vote: Unanimous

AWARD OF BID
MOTION: Made by Councilman Denny, seconded by. Councilman Kriegsman
that recommendation of the Director of Public Works be approved and bid of
C. L. Fogle, Inc. , for Benton Airpark Water System, Bid Schedule No. 299,C>'
in the amount of $7, 745. 00 be accepted. The Vote: Unanimous Ayes.
ACQUISITION OF PROPERTY = -1500 Block Calif, St.
City Attorney Murphy submitted offer of the -United California Theatre,- Inc.
to sell Lots .10, 11 and 12, Block 24,' Original Town of Redding (Redding
Theater property, east side of the 1500 block of California Street) for the
total price of $112, 500. 00.
It was the attorney=s recommendation the offer be accepted subject only to the 13115in
condition that seller provide title -to-the`property-free and clear of all encum-
brances, including -leases of record, and that any exceptions to such state- of
the title noted in the preliminary -title report be subject to the prior approval of the
City, or in the alternative, that the City may cancel"its acceptance at no penalty
and proceed in condemnation. ^

RESOLUTION - Power Line Easements
MOTION: Made by Councilman Fulton, . seconded by. Councilman Denny that
Resolution .No. _3279 be: adopted, _a .resolution of, the City. Council of the City
of Redding finding that the public convenience and necessity require the
acquisition of easements in certain real property for public improvement,
to wit, construction of electric power lines and poles and installation of
Z sanitary sewer lines, and authorizing eminent domain proceedings therefor.

in Turtle Bay contiguous .to the ,possegrounds for a ,total sum of $250, 000.00
subject to .certain terms and. condition's...

Mayor.,Moty appointed.Councilmen Kriegsman and Chatfield to submit report
and recommendation on the June 1 st meeting.
RE OPEN SPACE .:PROGRAM
Mayor .Mott' appointed Dr._ Fulton and _City.Manager Cowden as a committee to
contact�and Fwor�- Oith the County to see if they will designate the City. of Redding
'-as th�ir agenf i regard:'to the Federal Open Space Program, and cautioned
them that "time is of the essence"..
S� Councilman Fulton advised of pending State legislation on the November 4th
ballot that might make State funds available to defray. a great deal of this cost.
(Par_k.s acquisition).
City Attorney Murphy will report on this pending legislation at his earliest
convenience.
Councilman Kriegsman asked regarding an appraisal report of the Turtle Bay
property and was advised this is in the, offing.
DEL MAR SUBDIVISION
City Attorney Murphy s.ubmitted a. memo to. all ,councilmen dated May 4th, 1964,
entitled "Supplemental report on request of David Hinds for City to issue build-
ing permits under certain conditions to fifteen lots in Del Mar Subdivision Unit
3 No. 1.. .
Councilman Chatfield abstained from any discussion on this subject.
_ MOTION: Made by Councilman Kriegsman,` seconded by Councilman Denny
the recommendations, of the City Attorney. and the Director of Public Works
be approved, and the alternate solution to action of March .19th be accepted.

COUNCIL COMMITTEES
Mayor Moty stated he would forego making any changes in the appointment
of council committees until after Mr. Kriegsmants resignation takes place
and a replacement is appointed. In the interim period the appointments of
Dr. Martin would be assumed by.Mayor Moty.

purchased from their post and mentioned the "service" they sell to the
merchants. He urged thatCityassist in this program by having the City
street department install uniform flag pole receptacles in the curb in front
of', each business house in downtown Redding.
The American Le gion Shasta Post #197 advised they had voted to not
recommend that City do anything on the activities -.of the Fleet Reserve
Association as the Reading Springs Post #7169 has had a flag program for
the past two years. That the Fleet Reserve is not a veterans organization,
that in the true sense the word "veterans" are meant to be war veterans.
Director of Public Works Arness stated he and the Chamber have been
working on the flag pole receptacles project for about two years and he
believed 9010 of the business firms have them installed. That it was not
a big job.
Referred to the Director of Public Works for an estimate of cost.
Submittal of Bid Tree Pruning
L. R. Ellis, Ellis Tree Surgery and Landscaping, submitted bid proposal
for tree pruning on a year to year basis.
MOTION: Made by Councilman Kriegsman, seconded by.Councilman
Denny this matter be tabled subject to study of City Managerts reply
to Mr. Ellis dated May 18th. The Vote: Unanimous Ayes.
Benton Air Field Ground Lease
Clair A. Hill, President, Clair A. Hill and Associates, requested an
amendment to their present Benton Air Field Ground Lease to permit their
mechanic to do outside work.
Referred to the Airports Manager and Airports Commission for study and
recommendation.
Councilman Kriegsman reminded council there are no exclusive leases on
Benton Field at this moment and this request would appear in order if the
Airports Cornmis.sion,find`it to be appropriate.
Invitation to Attend Preview
Sid Cowgill, Manager of the Redding Chamber of Commerce„ extended to
all councilmen an invitation to attend the preview of the new Shasta Caverns
prior to the official opening May. 79th. Preview will be Tuesday, May 26
at 9:00 A. M. , meeting at the O'Brien landing.
The City Clerk was asked to contact all councilmen regarding their attend-
ance at this preview.

Drainage - Riverview Assessment District
Mrs. Elmer Fox advised it had been her understanding the open ditch in the
vicinity of her residence at 1058 Pine Street was to be included.in the assess-
ment district and she now finds this is not to be a portion of the district.
This .was one of the major items which they hoped would be completed and
it was:so understood by herself and her neighbors.
'She requested a resolution be'adopted to amend the work, order to extend
the pipe to completely eliminate the open ditch through and west of her
property to the Travelodge Motel and that all charges be assessed to the
already formed and operational assessment district. That the closing of
the ditch would be in the best interests of' both the local residents and the
City.
Councilman Kriegsman advised Mrs. Fox had been one of the main instigators
of this assessment district, and she had assumed the closing of the ditch
would be part of the district.

The area is being put in first class condition and City should do every-
thing they can do to expedite this. The request was valid.
Director of Public Works Arness stated the map Mrs.' Fox had was an
Urban Renewal map which did encompass .the ground lying behind her
property; the map attached to the assessment district did not include
the land behind her property. That it was his feeling this should not
be included in the assessment'district as it would be using City funds
for the extension of ditches through private property, or the enclosure
of ditches through private property. Estimate of cost was approximately
$1800. 00, which Mrs. Fox suggested be added to the present assessment
district.
He then advised Mr. Frisbee at the discharge end of the system had
agreed to encase the ditch its entire length from Trinity St. to Eureka
Way along Liberty St. , at his own expense.
MOTION: Made by Councilman Kriegsman, seconded'by' Councilman
Chatfield subject be referred to staff and legal counsel of the Assessment
District for study and recommendation,. report -to be submitted next
meeting. `
Mayor Moty asked the following question be considered by
staff and counsel in their recommendation: How can we
expect the encasing of one portion of a ditch to be borne
exclusively by'one'property owner, at. the same time allow-
ing one property owner to have the ditch covered'at the
expense of the district.

Irving W. Huneven submitted Claim, for Damages in the estimated amount
of $87. 58. Carl A. Williams and Sons, Inc. advise claim has been

Report on D. C.. Brown-Teichert Claim
City Attorney Murphy advised the Director of Public -Works had made a
complete report on the D. C. Brown Claim vs. A. T-eichert and Son, and
a copy of this report had been forwarded to City's insurance carrier. The %J o
specifications on the contract with A. Teichert and Son expressly state City /
shall not be liable for any omis.sions. in the maps of the area to be backhoed
and excavated; that it.was the responsibility of the contractor to become aware
of the hazards before damage was done.

It was requested the Minutes of this Council meeting reflect -that Councilman
Chatfield did not participate in any discussion, or action, on -subject district..
Edwin Ness, Bond Attorney, advised Assessment District No. 1964-3, Chaparral
Terrace, City of Redding was for the construction of improvements for .the
Chaparral Terrace Subdivision consisting of :streets,. curbs and gutters, side-
walks, sewer collection system, water distribution system, storfn water collection
system and appurtenances. It was proposed to use the Municipal' Improvement Act
of 1913 to do the work, the bonds to be issued under the Improvement Act. of 1911.
It was also proposed tQ. sell the bonds to. J. B. Hanauer and Company.

Councilman Kriegsman asked Bond Counsel Edwin Ness regarding the Mall Act
Mr. Ness stated it was his understanding one City -moved their sto e's'back per-
mitting parking in the front, however when store frontage was located on private
property there could, be some difficulty justifying private property -being used for
public use. He stated he would research this matter further.

Acting on the request of Mr. Edwin Ness, this item was deferred.

RESOLUTION - Harrison Tract Adjacent Areas Assessment District
Mr. Ness presented for Council consideration an urgency item, a resolution,
approving the assessment diagram for Harrison Subdivision and Adjacent Areas
Assessment District 1963-2.

He stated the contractor had completed all work in this district and was entitled
to his money„ however:underAhe ,1.91,I.Act, certain conditions must be met before
he could get it, conditions that ,took lots of, time. The Harrison Tract had many
unsubdivided areas and it would be necessary, for the Department of Public Works
to prepare metes and bounds descriptions which was difficult, time consuming
and dangerous. He requested_that.ass,essment diagram be prepared and filed for
record with the Shasta County Recorder; then the assessment roll prepared by.the
Director of -Public. Works may,,describe the_.properties-by reference to a map .which
is recorded.
City Attorney Murphy stated.he .joined. in.the recommendation this itembe. con-
sidered.an.urgency. matter; that it was only through. nadvertance it did not get
on the agenda.

mayor to execute necessary,documents therefor. _

RE HOTEL -MOTEL TAX
Mayor Moty.asked the City Attorney to prepare for council consideration at the
next meeting, an ordinance levying a hotel -motel tax. He stated in view of Governor
Brown's recent statement that regardless of any action .City, or County may or may
not take, there will be such a tax. That it was the Mayor's feelings if_ the cities
and counties do not act with dispatch the State will take the larger portion.
It was very important to the City and to Shasta County, and to all cities and counties
to retain these tax funds for their own usage. Without.su.ch.a tax to ,underwrite the
inevitable operational loss of an auditorium or convention hall, it would not be
operational or financially feasible to have an auditorium or convention hall. That
he had not had the opportunity to speak with Mr. Perez, Chairman of the Board of
Supervisors, and for this reason asked that two ordinances be prepared, one
with the effective date as .soon as possible, the other a date concurrent• with the
adoption of a similar County ordinance.
The Cities of Anderson, Red Bluff and Chico will be alerted of "City's intention and
Mayor Moty stated he would advise the League of Calif. Cities and may.or;s ;;of;other
cities. -.

Councilman Kriegsman said the motels in Los Angeles had previously not
approved the adoption of a hotel -motel tax, but were now behind it 10076. A
portion of the tax would be used for the operation of an auditorium or con-
vention hall and the betterment of the business area.
PRELIMINARY BUDGET - Fiscal Year 1964-65
City Manager Cowden submitted a memo to all councilmen dated May 11th on
recommendations concerning review of the preliminary budget for the fiscal year
1964-65, delivered May 15th. -
Mayor Moty stated immediately after the adjourned meeting to be held Tuesday,
May 26th at 1:00 P. M. , council would have a budget session;,. That he would
call the councilmen'the' next day to assign each of the councilmen particular
sections of the budget for in-depth study.
RE ACQUISITION OF FACILITIES_ - P. G. & E. (Sharon)
A memo dated May 15, 1964 entitled'"Recommendation that City acquire Pacific Gas
and Electric Company's electric distribution facilities in the Sharon Annexation
for a total cost of $2, 432. 56 plus' any additions .to or deletions from these facilities
which will be taken into consideration in the final purchase and sales agreement".
MOTION: Made by Councilman Chatfield, seconded by Councilman Kriegsman
that the recommendation of the City Manager.be approved and that negotiations
continue for the acquisition of the Pacific Gas and Electric distribution facilities
to serve the Sharon Annexation area. The Vote: Unanimous Ayes.
RE ACQUISITION OF FACILITIES - P. G. & E. (South City)
City Manager Cowden advised it was hoped City would acquire the electric facilities
to serve South City within a month. Application before the P. U. C. will be under
consideration within the next week.
TRAFFIC & PARKING COMMISSION -
Mr. Robert Miller, Chairman of the Redding Traffic and Parking Commission,
submitted recommendations dated May,15th:
Item 1: That 10 hour parking be established on both sides of Shasta and
Tehama Streets between Pine and East Streets and that the
parking rate shall be twenty-five (25�) for ten hours
MOTION: Made by Councilman Chatfield, seconded by :Council-
man Fulton that recommendation Item 1 -be approved. The
Vote: Unanimous Ayes. "
Item 2: Re preliminary steps now being taken to widen Athens Avenue
between Cypress Avenue and South Streets:
That intersection of Locust and Athens be signalized as soon as
possible
That City immediately start the necessary negotiations to
acquire the right of way to connect Thames Avenue to the point
where the Division of Highways ends it project at Butte Street
Mayor Moty referred Item 2 to Councilman Chatfield for report

Item 3: Traffic Signal Priority Study Information only
There was discussion on the possible improvement to pedestrian traffic in the down-
town area, and Councilman. Kriegsman requested the Division -of Highways-be'asked
to study this:
RE REDDING MUNICIPAL AIRPORT
Airports Manager McCall 'submitted Airport Commission recommendation that
City .Council appoint two of its memo ers to act as a committee to contact the -Shasta
County Board of Supervisors to'request-a like board to start preliminary negotiations
for the County to participate in capital improvements at Redding, Municipal Airport. //r

RE IMPROVEMENT - Benton Airport Road
The Airport Commission urged the City Council to consider the completion of the
Benton Airpark road from Placer Street to Gold Street, thence from Gold Street
to south of ground lease area ¢#2 stating this .would be in accordance with the
Benton Airpark Master Plan. Estimate of cost: $29, 500. 00.

REDDING MUNICIPAL AIRPORT - Request to Resurface E Taxi Strip
Airports Manager McCall in a memo dated May _12th submitted request of the
Shasta Roadsters for the resurfacing of the east taxi strip at Redding Municipal
.Airport and a new four year lease, and the recommendations of the Airports
Commission.
There was considerable discussion on this item, and Wm. E. Lyman, representing
the Shasta Roadsters, Inc. , advised this is a non-profit organization and it would
be very difficult for them to finance this project

PRESENTATION
Mayor Moty presented to Councilman Kriegsman a plaque as a token of City's
appreciation and esteem for his many years of civic service to the City of Redding;
that Council and staff wished him well and hoped eventually he would come back
to this area to live.
Councilman Kriegsman stated he deeply appreciated lthe remembrance; that
more than anything he appreciated the comradeship, the fellowship and the deep sat-
isfaction of being able to work for such a wonderful City, such a wonderful
community and with such wonderful people. The City .and the community was
fortunate to have such fine men dedicated to the service of studying the problems;
he saw nothing but growth and prosperity for this community, nothing but a bright
future.
Councilmen Chatfield, Denny and Fulton expressed their deep appreciation for Mr.
Kriegsman's efforts on behalf of the City and his intelligent approach to City's
problems.
City Manager Cowden, speaking for himself and staff, outlined the progress made
in the Planning Department under Mr. Kriegsman's leadership. The establishment
of a full time Planning Department and the adoption of many ,of the master plans.

He, mentioned Mr. Kriegsman's fine work, keen insight and and tenacity of pur-
pose; that he was an excellent councilman, vice mayor and an outstanding person.
