Relocation of Card Room � _ , � Chief of Police Lincecum advised Roland R. Brousseau, owner and o.perator of the Old Crow Club, would like to move f�rom:�.his;.present location at 1523 � California Street to the Empire:Hotel building, on the 1200 b.lock of California � Street. That Mr. Brousseau has conducte� an orderly pla:ce of business and the Police Department has no objections to this tr.ansfer being granted. /'%� Councilman Kriegsman reminded council -they had g.ranted a card room license � on the -1600 block of Californi.a Stre.et; the Chief of Police had no objection to the transfer of this business to another location on California Street, and, further, this would be in line with the general plan for California Street. � MOTION: Made by Councilman Kriegsman, seconded by Councilman Denny the request for the transfer of card room license from 1523 California Street to the 1200 block of California Street be approved. Re Graham Brothers Circus The Kiwanis Club of Metropolitan Redding. asked council approval of their request to hold-the Graham Brothers Circus on Tuesday, May 26tk1, in -the � area of Caldwell Memorial Park, across the�.s•treet from the swimming pool �`�� or in the immediate vicinity.. They asked for a waiver of permits and other fees, they to stand the expense of supplying temporary water service. g8 Cou.ncilman Kriegs�nan stated he did not approve this as a circus location; � that a circus should_be held.at the rodeo grounds if the date did not conflict with the posse. � . . � MOTION: Made by' Councilman Chatfield, seconded by Councilman Kriegsman the request of the Kiwanis Club of Metropolitan Redding to hold the Graham � Brothers Circus in the.ar.ea� of Caldwell.Memorial Park be disapproved and the Recreation and Parks Commission be directed to take the circus question under advisement with regard to the future us e of this area. City Manager Cowden stated traditionally almost all the sponsoring organi- zations and the circus .people did not approve the rodeo grounds as a satisfactory location for the circus as it does not attract enough people. .�PPROVAL QF MINUTES MOTION: Made by Councilman Moty, seconded by. Councilman ,Chatfield that minutes of the regular meeting of April 6th be approved as mailed to each of the councilmen. The Vote: Unanimous Ayes. . Communications (Cont'd. ) ; Re Tennis Courts Sequoia School The Redding Active 20-30 Club requested City jointly,participate in the building of eight terinis courts on the Sequoia School grounds, and submitted a copy of "A Sharing of Responsibility Program" showing in detail the part the Club, the Redding.Elementary School District axid the City would � play in-order to accomplish the project. . , � �� Mr. Bill Erby, Active 20-30 Club, briefed council on the proposed project �9' � stating the total amount of .Cityts participation was $34,.136. 00 which was higher than originally estimated, ,partly due to the elimination of volunteer � labor. . . . � Further, the Recreation and Parks Commission had gone on record in � recommending the four courts located at South City park be relocated rather , than rebuilt. That it was hoped_with the_facilities built as recommended Redding would attract tennis tournaments of State-wide and Wes.t Coast-wide ; interest; that future plans were for a club house, dressing rooms, etc. , and despite the increased cost of Cityts participation, they urged City to par.ticipate. Richard Riis, Chairman of the Recreation and Parks Commission advised the Commission had endorsed the project and urged favorable consideration. , � � MOTION: Made by Councilman Kriegsman, secQnded by,Councilman Moty the request for building eigh.t tennis courts at Sequoi,a School b.e, referred to � the budget sessions. .. The Vote: .Unanimous Ayes. ` - It was suggested the City Attorney and City�s insurance carrier,have the opportunity to work out the liability clause in relation to volunteer labor. < - _ _ _ _ _ • Shasta County Safety Council , _ � The Shasta County Safety Council stated they.would like to sponsor a safe � bike citation contest and would like to enlist the City Police 1Department's � �' services in their proposed program, _ 1_: _ , Referred to Chief of Police Lincecum for report and recommendation. Re Joint Participation in.Storm Drainage Project Mr. James Hull stated he: was interested in the open.storm drain ditch on the north side of Shass:ta},:S:tr;e',et, westerly 1/2 block between Court and West Stre�ts, : �•� � directly opposite the new County library.. The ditch has been there for many years and was dangerous to pedestrian and vehicular traffic. 99 That while the ditch is entirely on City right-of-way, he was seeking the cooperation of the City. He has a tentative price of $7500. 00 to $8000. 00 for the culverting of the creek and putting in.c�oncrete base and pipe. He was willing to bear this expense if the City. would fill, blacktop and�con- struct sidewalk, curb and gutter, at an estimated cost of $30�00. 00. , May_or Martin stated the sanitary _sewers were a concern in this area and directed the request be r�ferred to the City Attorney and City .Manager for .,, .report and, recommendation. It was asked�that-a de�finite:proposal be sub- mitted, if possible. Planning Director Keyes briefed council on the action of the Planning Commission to date: That Don.King and Bob Torrey had favored rezoning, _ stating the estab- lished single-family, patter-n of development should not reasonably be exposed to conversion of du�lex ,development and that duplex development on some remaining lots, 25 ft. in width, would not be appropriate. In Mrs. Smith=s case it would be some six � week� b.efore the ordinance approving rezoning became effective, and a building permit could.be obtained., Councilman Kriegsrnan stated when you rezone property to a more restrictive � zone, yo�a are facing the risk of,infringing on aomeonezs right; you must take into consideration, those.people who_ pu;r,chased the property under the original zone. CONTRACT FOR ELECTRIC SERVICE � City Manager Cowden submitted a recommendation dated April 16th that the City Council approve entering into a new contract and operatin�g .agreeme,nt with the United States Department of the Interior, Bureau of Reclamation for the delivery and billing of electrical energy to the City of Reddi:ng. . . �Q� . _ _ _ . _ � He stated this is a departure from the usual ten year contract, and would be �� effectiye until Sept. 30, , 1988„or approximately, twenty-five y.ears.. . ,, � .. . . ,. , , Councilman Moty stated he believed this is probably the most important contract during Mayor Martin's reign as mayor, and that he should be commended for his efforts that resulted in this'contract which would give .th,e citizens of Redding an adequate supply of�;.power-for -many. years. G.: & E.. line truck. `The Vote: Unanimous Ayes. - . , � � . , � 103 DISPO5ITION OF BUILDINGS - Benton Airpark _ Purch�asin.g Director Stewart advised the -H„& H Flying Service have completed construction of their new han�ar, shop and office quarters and had moved out of the old administration building at Benton Airpark as of April 10, 1964. He stated the old building serves no useful purpose in the reconstruction of Benton Airpark and should be abandoned in order to extend and complete the tie down i r� j area and allow City to properly fence that,portion. A detailed inspection of � � the building had con�inced him the �nost.economical� method of dis.posing of the building is to burn it as a drill exercise for the Fire Department with City forces clearing the rubble afterwards. There was some interior salvage which he'..=� � proposed to take out and store at the Corporation yard. MOTION: Made by Councilman Kriegsman, seconded by Councilman Moty the request of the Purchasing Director regarding d�sposition of the old administration building at Benton Airpark be approved. The Vote: Unanimous Ayes. The request regarding the old shop building was deferred for action Tuesday, April 21 st. - ' INTERIM ZONING - ;Panorama.Heights � , _ It was requested the minutes reflect that Councilman C�hatfield abstained from any discussion and action on this subject. Plarining Director Keyes advised it was-the recommendation of the Planning Commission that City Council favorably consider Interim Rezoning of the whole of Panorama Heights Subdivision Unit No. 1 and 55 recorded lots of Unit No. 2 from a "U" Unclassified District;to an R-1 Single Family Residential District. That rezoning studies are being conducted by,the Commission and the Department and it is anticipated public hearings on rezoning of this area will be set in the very near future. /�� , . . . . . . _ _ y�.� � , MOTION: Made by Councilman,Moty, seconded by �Councilman Kriegsman to approve the recommendation of the Planning Director and the City Attorney be � directed to prepare an interim zoning ordinance on subject property. Under "U" Unclassified zoning each build- ing permit would have to be passed on. , , STREET ABANDONMENT = Santa Claus Subdivision Planning Director Keyes advised the Planning Commission had recommended approval of the request of T. R. Woods to abandon streets �southerly of Lake Boulevard, Poinsetta, Yulet�.de, St. Nicholas and Cathedral Avenues, April, May.and June Ways and alleys between June Way and Lake Boulevard extending �,�5/ between Poinsetta and St. Nicholas Avenues. MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman the City Attorney be directed to prepare a resolution regarding the abandonment of streets and alleys �as itemized for Council consideration on May 4th.
