Re Redding Youth Employment
Mr. George Sun�berg, Vocational Counselor Department of Employment, asked
that City cooperate in the Reddin� Youth Employment Service, to make this
worth-while project a reality again this year. He stated in the past the City J�J�
has employed youths for the care .and maintenance of City parks and this pro-
gram has been a benefit to the community and to the individuals who have worked.
It was asked that Council again create a fund of. at least $2, 000. 00 to take care
of this work.
Referred to budget sessions of the City Council. `
Californians for Beaches and Parks �
Californians for Beaches and Parks urged Council's endorsement in support of
Proposition l, the $150, 000, 000 State beach and park issue which is going on
the ballot this year, and asked for contributions to the cost of the campaign. -� ,7..Z

Request for Annexation Uninhabited Territory
Wixon and Crowe, Inc. , subm.itted request for consent for the commencement
of,annexation of "uninhabited" territory, comprising approximately 1. 2 acres
located at the southwesterly corner of the intersection of Lake Boulevard and. ,
Highway 99 north.

Wixon and Crowe, Inc. , and others, submitted request for consent for the
commencement of annexation of "uninhabited" territory comprising 29. 15
acres .located on the southerly side of Lake Blvd. , wes.terly of the Operating
Engineers Union office building.
Planning,Di�rector Keyes advised the.proponents for these j"uninhabited"
annexations had filed their requests with the local Boundary Commission and
the Local Agency Formation Commission. �

City Attorney Murphy reviewed the recent changes in the law; that uninhabited
annPxations must go before the Local Agency Formation Commission and the
Boundary Commission. When these agencies have completed processing the
applications they then report to the Gity, If favorable, a resolution of intention
for annexation will be adopted. No action by council is required this evening.
Re Parking Plan 1600 Block California St.
The following communications regarding the parking plan for the 1600 block

our eXis'ting off-street parking lots and private parking lots where
90� angle parking stalls are used. I also discussed the 90° angle
parking stall usage with him and with our Traffic Engineer.
I wholeheartedly agree with their� recommendation that 90° parking
stalls 'with widths greater than 9 ft. 6 inches be provided" ;
Recommendations of the Downtown Mercnantss:dated Apr'il 6, 19.64 (revised)
"We �recommend tliat'the P1an C, calling for 60`spaces be adopted".
There was consideration discussion on Plan A, B ,and C. Director of Public
Works Arness stated he hfi,d recommended perpendicular construction for
three basic reasons, the number of stalls, construction was simpler.and
maintenance was simpler. That Plan C was very similar to� the parking lot
on'the` 1400 block of California Street. � ' ' '
� Traffic Engineer Freeman advised the Traffic and Parking Commission had
recommended 60° parking as being in the best interest of shoppers; that
angle parking was easier for woine'n and 80% of the shoppers were women.
MOTION: Made�by. Councilman Kriegsman, seconded by Councilman Chatfield
that Plan "C" be adopted for the 1600 'block California Street parking lot.
The Vote: Unanimous Ayes.

Re Security Patrol'Serv'ice ' ' �
Mr. Frank Dean Van Zant, Platina, Califo'r'nia, subinitted a 'request for'
permission to operate a Security S ervice (�Merchant Patrol and Investigation)
in the City of Redding; he' stated lie had previously conducted this type of _
business in Oroville, Marys ville and Yuba ,Ci�ty:,�:A� Bond in the a:ino.urit
$5, 000. 00 was filed with the ap�lication. �
Cit}r Attorney�IVlurpliy statecl� the applicant was a licensed private investigator
under the laws of the State of California; the Chief of Police had not had a
l/ � report on the applicant to date, but was confident in view of his former operations
that report will be`favorable. The' City'Cler'k'stated the Chief of Police, verbally,
� had approved the application of Mr. Van Zant. �
There was discussion on the necessity for continuity., of this type of service
and it was felt there was a need in the area for this; Councilman Chatfield
stressed it would not be legal for the .applicant to sign up subscribers until
he had his permit.
MOTION:. Made by Councilman Chatfield, seconded by Councilrnan Kriegsman
to approve the request of Frank Dean Van Zant to operate a Security Service
(Merchant Patrol and Investigations) in the City of Redding, subject to the
Police Chiefts investigation. The Vote: Unanimous Ayes.

CLAIM - Loretta Morgan v State, County & City
Marc Sandstrom, Attorney Department of Public Works, Division of Contracts
and Rights of Way (Legal) advised of the personal injury complaint served on
the State of California on March 18t1i by Loretta Morgan v State, Shasta County,
, SC No. 306.42 - City of Redding. He states the action arises out of personal
injuries allegedly occurring when the plaintiff tripped over ''a raised portion
of the crosswalk area (intersection Market and Sacramento Streets) where
sawing of the asphalt covering had previously taken place. "
He� then states�the sawing work cor�plained of was done by the City under terms -
of Encroachment �Permi�t No. 260-E-182 issued �by the State of�California to the /�02 �
City on November 29; 1960. �Pursuant to Paragraph 15 of the ge�neral provisions
of this Encroachment Perrnit the City of Redding accepted responsibility for all
liability for personal injury arising out of the permitted work. Further, the� City
agreed to indemnify and hold harmless the State from any claims arising out of
such work. � < < � - � �
The letter continues'.' "Pursuant to the terms of the Ex�croa�chment--Permit and
the maintenance agreement entered into on June 29, 1962, the State of California

mendation regarding purchase of Shasta Terrace Water System by.City of Redding. "

�� � He outlined procedur�es to� date; his.�negotiation with Thos. W. Olson; '�Jr. , attorney
for the bankruptcy court, .for acquisition of the private water sys tem which the
'�'�y City of.Redding� is usi-ng to supply water to the Shasta Terrace area of the City.
Subsequently-Mr. Jensen of Clair A._ Hill and Associates made an analys is of the
system and it.was his opinion the sy:stem had a value of $8850. 0.0. Further, he
estimated replacement cost including engineering and all other applicable charges
would be approximately $49, 350. 00. ,

Mr. Olson had verbally agreed if the State of California Office of the California
Disaster Office required the City to reimburse the State in full for the pipe which
the City returned to that office .that was no longe.r useable it would be his recom-
mendation to the court the system acquisition cost be reduced from the appraised
price of $8, 850. 00 to a lesser amount.

REPORT - Water Service Outside City , . , ,
Planning Director Keyes submitted a s,ix page report on Water 5ervice - Outside
City, dated March 31�, 1964. Conclusions and recommendations (Page #2 of
Report) are as follows: , ,
1. Present policies should be continued unchanged. Outside water should be
provided in cases of demonstrated emergencies and in cases where the �j`�
City is directly or indirectly benefitted. Partial recoveries, of City
construction costs`would not, c.onstitute sufficient direct or indirect�
benefit unless�annex�.tion�is�assured. `

2. Grant of outside water service in an emergency situation should be made
subject to the following conditions. It should be by agreement on a �
., ; temporary basis with the City reserving the right to terminate the ser-
vice on 60. day,writte.n, notice�._ � � �

3. Grant of outside water service u,nder an.agreement to annex should contain
_ � a similar provision _for.termination. ,�However, provision of water in
, advance of a,nne xation is not in th_e. C.ityts best interest because it�would
have the pracfical e�ffect of diminishing the efforts of the proponerits to
encourage annexation. � � � �
,4. ,Water service should not be granted even where a line exists and�the �
,pro;perty owner is willing to� sign an agreement to annex, if an inhabited
� type of annexation�is_ necessary.� � �

5. Water service should not be granted, where a line exists anel an over=
whelming majority of property owners �have signed a p"etition requesting
an uninhabited annexation, until the protest hearirig lias been helc3 and '
the percentage of protests have been verified.
6. "Shoe-string" services (i. e. , 3/4 inch or 1 inch lines extending from a
, main or lateral) are not in th� best interest of the City or in the long
range interest of the specific� property de's'ired to be' served. - '
7. As a general rule, the City should not offer water service within a
special district. Offers to supply City water within a Water District,
or a Co�muiai,ty Service District, upon assurance of annexation, should
be made only after c�reful study and discussion of the various alter-
natives with the property owners and District management.
8: Present policies concerning costs� of water service,' responsibilities
-'� ' ' 'for'construction of laterals, ete.�, 'as 'now contained in Code SeCtion
�j 29-14 should'remain unchanged at the present time.
Planning Director Keyes stated the City. Attorney had advised if the City enters
into an agreement to serve water before annexation, if a clause .was.added that
water once granted could be discontinued after sixty days, it is enforceable.
` Councilmen C.oncurred with the recommendations of the Planning Director' and
staff, that' City should riot grant water service outs'ide their boundaries, except.in
a few instances and these exceptions would have to assure City of annexation,
however council did not need to take any actiori other than confirrri policy. now

request of P. A. Sample, 2556 Freebridge Street, for outside water service, to
Planning Director and staff. '
A memo dated March 30th entitled "Outside water service request - P. A. Sample,
2556 Freebridge Street" was submitted for council consideration. Mr, Keyes
/S`� advises the northwesterly corner of Mr. Sample's property, including portions
of his garage and a structure rented for light warehousing operations, are within
the City of R'edding` and he pays. City taxes-on that portion. `His dwelling and`a' �
duplex dwelling on.the. soutlierly 1/2 of his property lie within it-nincorporated
territory. � � ' � � � � � '
Mr.`'Sample and four riearby'prope'rtie's�ar'e willing to anriex under an uninhabited
annexation, howeve"r many property owner's in the nearby areas of Freebridge,
Anita, Rio and Russell Streets have expressed tlieir interest in annexation; that
it will be two or three weeks yet before they could determine the general annexation
attitude. ` � ` ' � '
1VIr. Pat DeLange, speaking for Mr. " Sample, stated many people have dry wells in�
this area, and it is necessary for them td bujr bottled water now.

he did not tliink we can make an orphan. of him - that Ci�y should provi de water
to the area within the City; M"r. 'Sample should 'take it fr'om there.
City. Attorney.Murphy urged Council to take no action to serve water outside the
City this�evenirig: � That while the constitution of the State of California app'ears
in plain langua'ge to grant the right to cities�to serve water beyond its' boundaries,
in cases he has researched, in each in'stance it would appear the court makes
findings that service beyond the city limits had a direct benefit to the citizens
within the city limits. That he could not advise at this time that City has the

unconditional right to serve-water beyond its boundaries.
Councilman Chatfield stresse3 that these people have shown the.ir willingness to
annex under the uninhabited act and it was far clieaper to annex under the unin-

City Attorney Murphy askec� Mr. Chatfield if lie �would condition his recommendation
the Local Agency Formation Commission approve any uninhabited annexation before

about the purchas e. We are still negotiating with the owners, but due to
the drain on our treasu.ry_by parking.lot pur.chases we have been unable
to determine a financing arrangement which will satisfy both the city and
the owners. Now the.,Chamber,_camments they do not approve the
acquisition of Turtle Bay without a master plan. .,Detailed�master planning
for a park is usually academic; the uses for it are obvious, it is a matter

It was true, as Mr. Chatfield stated, much of the area in South .City park was
not available�to�the Gity and would not.be availabLe for many years. There was
approximately 60 a�cres from Gr,ape,Street to the .river; Palo.Alto had a very
large community center,. about 14 acres, wliich.included City Hal_l; Library,
many other buildings and there was ample room for expansion. . ,- �
That it was not necessary in Redding to have architectural planning for some
five or six years; the City had too many other projects such as the overpass.;
purchase of sewer treatment site,. upgrading the. storm drainage. system, parks
acquisition and parks .development, the auditorium, bringing in of Trinity
water, which City:hasn�t even begun to think about. � � ,. ' '
We. have to put first things first; this.is. an election .to,see if c.ommercial use is
the proper development of the area. The man who made the suryey, .for the City
indicated commercial use was proper for the land. That Council was putting in
front of its citizens'a tool.to develop the area by which th_e_y, can not only :increas e
the downtown area by creating a new type of developmen�;�,.;but�also create� new
' jobs by commercial industry and increas e City=s sales tax base. This is what
the people will be voting for.. . . ,. . � . . , - - � �
Councilman Denny. s_tated that consideration of this,. issue was very appropriate at
this time incorder to enlighten the voters before the election on April 14th. It
seemed apparent there was a misunderstanding with respect :to the purpose of
council':s _recomniendation for _th.e abandonment of t��is park, la�nd. .
First, Magnin Company.and the other company,who had originally indicated their �
interest in the development of a shopping center have now definitely indicated they
are not interested. The terms dictated by the Resolution of Intent and the sub-
sequent appraisal does not represent to them an offer they can accept. Many
people thirik the real issue in the election is to accommodate a regional shopping
`�" center is this particular area. This is not the issue in this election.
Secondly, the real purpose of the election is to meet legal requirements. A City
may not dis.pose of park land without going to an election. Park land can not be
used for any other purpose without going to an election. Council is merely seeking
authorization to put the property to a higher and better use at such time when
future planning dis.closes what higher and better use will be.
