Re Road and�. Bridge Kenyon Drive Mrs. Stella Wright, 1910 Kenyon Drive, requested council permission for a group of property owners to ap�pear before council regarding ,their road and bridge. ' - . . y( � � � Director of Public Works Arness` stated he d'id not think the property owners would appear as they had solved part of the problem that had precipitated the le,tter. Two bridges,cr.osserl Oregon Gulch Creek, on Kenyon Drive; that it was the policy;of his department to recommend that City riot accept this type of bridge as it do-�s not serve a road that is dedicated and is not built` to any standards. However, the problems had arisen due to the �const'ruction of the Harrison Trac,t water line and the crossing of private property. In summarizing�the Attorney concludes his memo as follows: "---the re:vi.ew of ordinances of cities of comparable size,and location within the State of C.alifornia in�licates that our existina vending,machine licensing:. pro- /`� recommendat nsistent with the practices elsewhere in the state.` It is therefore the ion o�. this offic2 that�no changes be made in our existing ordinance unless the� Council, as a matter of �policy, would desire to amend our.ordinance to specifically exempt postage stamp, ven�ing machines from licensing requirements„ '� This has been done by only one of �he towns reviewed, and I can find no case� which tests the canstitutionality of the ordinanee whicn�provides this specific exemption. It may be considered advisable to regulate any and all vending machine operators, inclu,ding those,who..o��_rate,_postage stamp vendin� machines. In view of the cost of maintaining such,_regulation,through our Clerkl_s office, our.present vending machine license fees �,o,not,a,ppear unreasonable.
