The meetinb was called to order by Mayor Martin with the following councilmen
present: Chatfield, Denny, Moty`and �Martin. Absent: Vice Mayor�Kriegsman.

Councilman'Moty-reported on the three request`s received for the use of City

He stated he had corre'spoi�dence from the Fire Chief regarding this building, �j�
and a letter from Chief of� Police Lincecum vvho stated�he .had discussed this with
- Police Juvenile Officer Coulter and it was their recommendation the building not
be used for teen age' activities for� the following reasons: Location of three bars
and a'card- room"�in�the immediate�vicinity; becaus�e itvis close to the railroad
' tracks where itinerants 1e�ave the frei�ght trains�and' congregate� in this locality
on California Street. "We feel that this would not be a proper environment for
the �young p'e'ople who would utilize these facilities. We definitely feel that a
proper 'place siiould�be provided for teenagers and hope� they will�be� able to find
' a more suitable locatiori'' Chief of Police Lincecum concluded.

MOTION: Made by Councilman Moty, s�econded by Councilman Denny�the_ offer
of Richard Grace to rent the building on a month to month basis for $100. 00 per
month'be accepted�: The Vote: Unanimous Ayes. � ' �
Councilmen expressed t�-ieir regret at turning down the .req.uests of the teenagers,
but concurred it was necessary to accept the recommendation of the Police Chief.
PROCLAMATION - National Poison Prevention Week
MOTION:� Made by C�ouncilman Chatfield; s`eco��ed by. Councilman Moty .that J_j�
Proclamation declaring the week of March 15th to 21 st National Poison Prevention
Week be accepted, and the Mayor be authorized to sign. The Vote: Unanimous
Ayes.

OFFER = Golden E�agle Hotel Site
Mr. Emmett 5toizt, iznder-date bf Mar�ch 4th, submitted the-following offer, to
enter an agreement with the City of Redding for lots 12, 13, 14, 15, 16, 17 and ��
I8, Block 29,` Original Town of Redding, said property.located on the southeast
corner of Yuba and California Streets, formerly the location.of the Golden Eagle
Hotel:
� �Lease to be� made for a period of three years at a rent already_agr.e:ed
upon, with the following provisions: � �

1. The lease can be cancelle�l at any time during said term providing
_ propertX is sold or leased for permanent construction
2. C:ity shall be reimbursed in full for improvements made on said
, , lot for any work.done by the City in preparing a temporary parking
lot to a figure not to exceed the published estimated figure by the �
Public Works Department
. Mr. $tout advised they are, working with the offices of Carl A. Williams and
Broderick Haskell on a deal that calls for extensive improvements on the
property, that may require several montlis time to prepare plans and arrange

City Atto�ney Murphy advised.this`offe.r is a s.ubstantial modifi•cation.of`the

original negotiations as it does not contain an option to purchas�e., �but is merely
a land lease for three years, subject to cancellation at any time during the term
of tlie lease if the property owner has a sale or a long term lease.
That since this offer was received, he has talked with Mr. Lopez,. counsel for
Mr. Stou.t and Mr. Woods, and at the time of the telephone call this communication
was unknown to '_�ixn. , It,_.was, later stated by Mr. Lopez if this offer was unaccept-
able to council he had.been instructed to negotiate with Mr. Murphy. for the
necessary documents along the lines of the original offer made;to the City.
City �ttorney Murphy outlined�.the first offe-r rnade to the City: The fi.rst.three
years of the proposed lease to be firm. with no power. of.cancellation on the part
of the le;ssee,.,last.two;,years if�tease:,i's �cance�lled, �it:is subject to renters repay-
ment to the City of cost of,the ,irnprovements. That he was preparing a ro�agh
draft of the lease and would confer with Mr. Lopez later this week. .
Councilman' Denny stated we were involved with commitments by downtown
merchants contingent on the.original,proposal,; if the terms of the lease-purchase
- opti,on:was..altered, our understanding with the Merchants Association would also
have:to be...reconsidered.:,, .It was his opinion a high quality business establish-
ment on the .property ;would have as much value to the downtown merchants as
a parking facility,: at least ultimately, however the merchants had made their
;pledges .:based on a firm three year lease of this property as a parking facility.
Carl A. :Williams s.tated no one was more in favor o.f.parking` lots in the City than
he,was; if .we;_axe to. save.downtown Redding we had to act, fast. He was only
asking for a delay. . He was at.,the pr,esent time neg�otiating for a $600, 000. 00 to
$800, 000. 00 investment on this corner and he asked council before they took
action, to give this plenty of thought.
Mr. Chatfield� r`ecommendecl we.reiterate our .previous action and let the property
owner make his decision between the City and Mr. Williams; that City not con-
sider any.deviation from our previous agreement made at the council meeting

City, Attorney..be authoriz.ed,to .continue his negotiations along the lines of the

RE PAY TV
City Manager Cowden submitted a request from the Citizens' Committee for
Free TV that Council pass a resolution opposing Pay.TV, and a copy of the
��� proposed r�es�oliztion was�attached for council consideration.

City Attorriey,�IVlurphy`aclvised at the last session of the State legislature, a
statute had been adopted preempting the field of Pay,TV franchising. The State
issues the franchise in this field, charging. a franchise fee of 2°jo of the gross
revenue of the business, 1/2 of this revenue to go to the local governmental
entity. The local entity had no voice in granting the franc�iis�e.
MOTION: Made by Councilman Chatfield, seconded bj� Councilman Moty the
subject of Pay TV be tabled indefinitely. The Vote: Unanimous Ayes. -�
REQUEST - Permiss'ion to Bid 'Used Tractor � �
purchasing Director�-Stewart asked this item be deferred�pending an._executive
session. '

joint application of the Pacific Gas and Electric Company and the City of Redding
, for, order approving sale of the Pacific- Gas and'E1-ectric facilities in the•Christen-
� sen-Mistletoe Annexation to the'City of Redding be appr'oved and the Mayor be ��,�
authorized to sign on behalf of the Gity. The Vote: Unanimous Ayes.
__ City Attorney,Murphy advised this is the last step to bring this matter to the
attention of the Public Utilities Commission; on their appr-oval we•can:take over

City Attorney Murphy outlined �proce'dure: Tlie prgperty owners opposing the
annexation have until now to coxnplete filing either�individual letters or._ petitions
opposing the annexation. After the petitions have been received, the clerk
will review them and determine whether a majority protest has been made.
The City Council has thirty days to adopt a resolution establi,shing whether or
not protests have been filed by owners of one-half of the territory proposed -
to.be annexed in land value. If it is determined less than the majority protest
is made, an election date is set; if a majority protest is made, all proceedings
are suspended for at_leas.t one year in any territory included within this area.
City received protests until the close of the hearing, and to this time the hearing �C�S
has not been officially closed.
Mayor Martin reviewed the protest petitions filed to date: 31 petitions,:filed
before 5 P. M. this date, representing approximately 548 parcels of land and
containing some 950 signatures. The total asses,sed value of, the„land in accord-
ance with the 1963-64 tax roll.is $1, 890, 680. 00; total land value on the valid
protest petitions $383, 552. 00, or. 20. 28'6°jo.
Deputy City Clerk Ethel Richter advised additional 41 petitions had just been
filed, and she had roughly counted some 892 signatures; 2 petitions had been
filed requestingwit�-lrawal of their protests, representing three properties.
MOTION: Made by Councilman Chatfield, seconded by,Councilman Denny the
hearing be closed, The Vote: Unanimous Ayes.
Councilman Chatfield asked the City Attor.ney in the procedure on the protests
if any agency other than the City of Redding does the checking.
City Attorney Murphy stressed the petitions are available to the representatives
of the opponents. He had checked with Mrs. Richter F'ri�$ay and had advised
her of certain of his rulings: When a wife had signed the petition in her own
name with the record showing ownership as husband and wife in joint tenancy,
only 1/2 credit was given. When petition was signed Mr. and Mrs. , full
credit was given. This had reduced the protests by some $60, 000 and he had
so notified Mr. Pierson. That Mrs. Adams, also, had been so advised.

Councilman,Chatfield.again asked if these documents were available to the
opponents,.
City Attorney Murphy stated yes; the City had cooperate;d to, the best of their
: abilitie s and he thought the opponents would so state.
Mayor_ Martin then.as.ked if the .Attorney's statement would be substantiated by

Mrs. 5hirley Adams advised of the.number of times she had been in the Clerk's
offic.e; that she had not.understoo�l r-egarding the signatures of Mr. -an�1 •Mrs, when
signed by a single p�rson.
City Attorney Murphy clarified this point with Mrs. Adams, that.full assessed
value cr,edit,was.given, when an individual.signed the pet'ition Mr, and Mrs.
- . Mrs. Adams then stated she would substantiate the Attorney's staterrient, however
she did not.agree with the figure given as to the numb.er of� signatures on the petitions.
Mayor Martin emphasized these records are public and any one may check them.
