Miller A.PPROVAL OF MINUTES MOTION: Made by Councilman Denny, seconded by Councilman Chatfield that minutes of the regular meeting of February 17th and the adjourned meeting of February 24th be approved as mailed to each of the councilmen. The Vote: Unanimou s Aye s. COMMUNICA TIONS Request f:or Water Service � . Mr. P. A. Sample, 2556 Freebridge Street, requested permission to connect to the city water line, advising it would involve the installation of one meter to service his residence and two rentals. The water line runs parallel to his property and extends beyond his property approximately one-half block. ' �--r� City Manager Cowden reminded council it had been the policy of the council for a number of years to not extend water service beyond the corporate bound- a,rie s of the City. Mr. Patrick DeLange, 633 State Street, speaking for Mr. Sample, stated the res%denc_ein question is four houses beyond the City limits and the land is continguous to the City; that Mr. Sample would be agreeable to annex to the City. Councilman Moty emphasized the C�,ty Manager was correct in his statement it was a matter of policy not to connect services to houses outside the City limits and he urged this policy be maintained, He then asked how long annexation would take; should Mr. Sample annex, City Attorney.Murphy stated while it was not easy to say, he would estimate an uninhabited annexation would take from 3 1/2 to 5 months. � Planning Director Keyes advised in the past two weeks he had received several requests from residents on Freebridge Street who also are interested in securing City water; he had been asked to draw up a map showing property owners for circulation in the area to see if there was interest in the area. This should be completed within two weeks. There was considerable discussion on the premise that City furnish uninhabited areas with water upon satisfactory demonstration of their willingness to annex, _ _ i ; , 61 with the provision that unless annexation is completed within one year service would be dis'continued. Planning Director Keyes said he had the general impression there would be m�re than twelve pmoperties involved which would make annexation of subject area not under the provisions of the uninhabited annexations. The Vote: Unanimous Ayes. � � Re Signs Downtovc�n Parking Lots � ' Gordon Hummel, President of� the Greater Redding Char�nber -of Cornmerc� � advised the Advertising Committee, at the suggestion of downtown merchants, �� had surveyed the matter of directi�onal signs to the present downtown parking � lots and the signs on the�lots themselves, ancl suggested uniformity of s-igns. �_ _ _ _ � Director of Public Works Arness advised signs have been�ordered for the downtown lots to conform to this .request. City Representative-Sacramento Valley League The League of California Cities asked that council appoint a City official to /,� represent Redding on�the�Board of Directors of the Sacramento Valley Division of the League of California Cities. Mayor Martin stated he would attend these meetings. Request for Water Service Mr. H. J. Spencer requested water service to his properties located at 1925 and 1931 Kenyon Drive as he was having a great deal of trouble with his domestic water supply, which is derived from wells. � Director of Public Works Arness advised there was a 6 inch water line some 200 to 300 ft. from Mr. Spencer's property, however he had advised Mr. Spencer to bring his request before the City Council . � -�-- Councilman Chatfield advised this area was in the Cascade Cor�munity �S- � Services District, and it was �their responsibility to furnish water; that ` perhaps City should consider wholesaling water to-the District; he did not think we should serve their area. - City �ttorney Murphy-stated residents can withdraw from a community services district by their own election if they.assume their pro rata share of the liabilitie s up to the time they withdraw. , , � . � . � � , . They.had met in various buildings, many rio longer available for public tise: That it was di�ficult to maintain an effective organization without a headquarters. It was their feeling, given the opportunity, they could provide-activities�rfor ' teeri age'rs, and while this was not�an ideal location they eouZcl with tfie use of these facilities make e,nough money for a down payment on a building for their own center. ` � MOTION: Made`by:Coizncilman Moty, secorided by Councilma.n Ghatfield subject be deferred pending further investigation. The Vote: Unanimous Ayes. 62 Mr. Ralph Grace reminded Council of his request to rent this same ` v location on a month to month basis for $100. 00 per month, and that he was most anxious to obtain a temporary location for his business. Councilman Moty advised all requests will be given consideration before he submits his report and recommendation. Mention was made of the hazardous condition of the Roosevelt Club building, , however councilmen were advised p'revious action on the holding of rummage sales was .on the Roosevelt Cafe location which was in satisfactory condition for use. Martin Martin suggested a plan,to demolish the buildings as we acquire title to them should this prove economically feasible. Perhaps, if possible, even permit parking on the lots. Such action, if practical, would show City's good intentions instead of razing the whole block at one time. PRESENTATION - Grade Separation Stuiiy � The hour of �7:30 P. M. having arrived, Clair A. Hill, firm of Clair A. Hill and �Associates, presente�l Grade Separation Study, City of Redding, California and introduced two members of his staff, John A. Jensen, Chief Engineer and Grant �G, 1�. Engstrom, Project Engineer. _ Using maps and exhibits he outlined the project , gave estimated cost and referred to Page 4 of the Study that outlined recommendations. He then expressed his appreciation for the opportunity to present the Study to councilmen; that he, and any of his staff, would be very pleased to discuss any questions that may arise. RESOLUTION - Approving Acquisition of Real Property (Kassis-Fiske) MOTION: Made by Councilman Moty, seconded by Mayor Martin that Resolution No. 3242 be adopted, a resolution of the City Council of the City of Redding ` approving the acquis.ition of certain real property and authorizing the Mayor to execute the necessary do,cu.ments -therefor. � � " Councilman Denny advised he yvas not familiar with the procedures for making independent appraisals and he asked if th.e basis and criteria of appraisals are made part of the apprai.seris report in which the final figure is determined. � City.Attorney Murpny. replied in formal appraisals they are; however, in this instance a formal,appraisal wae not made in February. A re-evaluation was made by the former City Assessor`who had done the assessing of this property an�l who had established va�uations in March 1963, used as a basis for negotiatin� in the 1500 block of California Street up �to this particular `�`�� parcel. However, the Mareh 1963 evaluation did not take into account the extensive construction and improvements made to the second story on the rear of the building; this had not been picked up on the assessment roll az�d was not reflected in the former City Assessor's records. Tlie basis for reevaluation in February.19b4 was because the cost of the improvements were sub- stantially_different, and this was his principal criteria for increasing the valu�e of the p,r,operty, based on improvements, not on the bare land. Councilman Denny said the City was ix�volved in purchasing a great deal of pro�- erty in the area and he wonziered if the criteria used to grade some of this property does not, reflect .prices being paid by the City; if p�rhaps the City was buying property rather than condemning it. � . . , City Attorney Murphy stated prior to the Kassis-Fiske negotiations, City had been within 5% of the County Assessor's appraisal. That had established the floor to the value.. . Our purchase figure in all instances (up to the Kassis- Fiske purcha,se,) was within 10°jo of the appraisal and the appraisal had been within 5°jo of the County's ass.essed valuation. There had been no inflation in any instance. The 1962 tax roll did not reflect the improvements on the Kassis-Fiske property; the March 1963 appraisal did not reflect the several thousands of dollars spent on the improvements.� The price we are paying is greater than 10°jo; of,the March figure, .but within 10°jo of the value Mr. Townsend puts on the property that now refl`ects the improvements. � � No formal appraisal had been made of the Golden Eagle site, but it does reflect reasonable value. in light of the County Assessor's records. PROGRESS REPORT - Month' of February Director of Public Works Arne�ss submitted February Progress' Report for his department. � � Mayor Martin asked Mr, Arness regarding the rodding of the'sewer at the �( U Shasta County Hospital; Director of Public Works Arness stated there were no private concerns �equipped to handle this; that he had not issued a work order on this job. REQUEST TO CALL FOR BIDS - Benton Airpark Water Lines Director of Public Works Arness requested permission to call for bids for the placement of water lines at Benton Airpark; these lines will permit extensions to the south for other Air Park or domestic needs; total estimated cost :for construction $8, 500.-00. ` ' � � �, . , . c . The project would be��from Benton Air Park�Capi�tal Outlay Funds (Phase 1) and from the Water Utility Fund (Capit�.l Outlay)', 'and tlie funds were available. LE,(�SE CITY OWNED PROPERTY - Andrew Scott Mr. �ndrew Scott submitte� an offer to rent the Gregory property at the sewer treatment plant site for one month at $150. 00 per month for the grazing of 50 head of cattle; if the grazing on this property did not last for 30 days, he requested that City pro-rate the rental to the date that he would have to remove the cattle from the field due to lack of feed. �f� MOTION: Made by Councilman Denny, seconded by Councilman Chatfield to approve the offer of Andrew 5cott to rent Gregory property .£or one month at $150. 00 per month; if occupancy is less than a full month, rental to be pro rated. REQUEST - To Paint House Numbers on Curbs Mr. Robert Fry, 5045 Bidwell Road, Redding, a college student, asked council's permission to go around house to house asking to paint house numbers on the curbs. Tentative charge for this service would be 50�`. City Attorney Murphy advised he had experience with this particular type of service in the City he came from; the person would enter a third party.contract to paint numbers, then go back and ask for a donation from the householder. This did /,� -�, away with the feeling the householder may have that he was compelled to have the number painted on the curb, yet it did seem desirable the numbers be uniform. Further, a special paint was better, one that would be luminous at night. 67 Mayor Martin asked Mr. Fry to talk with the City Attorney,, and �hen plans we,re formulated to have .this as an agenda item for council consideration.
