Mr. Jack Sleeper, Exe�utive Secretary of tlie Y. M. C. A., gave the invocation.
The meeting was called to order by Mayor Martin with the following councilmen
present: Chatfield, Denny; Kriegsman, Moty and Martin. �
Also present were City Manager Cowden, City Attorney Murphy, Assistant City
Manager and Director of Finance Courtney, Public Works Director Arness,
Airports Manager Michael, Planning Director Keyes, Purchasing Director
Stewart, Associate Civil Engineer Lang and Assistant Civil Engineer Hastings.

APPROVAL OF MINUTES �
MOTION: Made by Councilman'Denny, seconded by Councilma�n Chatfield that
minutes of the regular meeting ,of January 20th be approved as mailed to each
councilmen. The Vote: Unanimous Ayes. � �,

Re Amendmerits to Zoriing Regulations
A communication-dated February 3rd from the F'lanning Director advised
the Planning Commission had directed staff to prepare draft•amendments
to the Zoning Ordinance for possible consideration by the Commission.
1. A new CO, Office District
�2. B District regulating yard requirements /c�
3. PD, Planned Unit Development District
The memo concludes with the following: "The Planning Commission
discussed, without reaching. a conclusion, that in the event the Council
sliould determine that C=1 District zoning of that area comprising Rezoning
Application RZ-16-63, was not appropriate for that area, but concurred
with the Planning.Commission that side yard requirements were not in the
public interest for all or a portion of that described territory, that a
future CO or an appropriate combining B Distr�ict might be appropriately
considered. " �
Councilmen were advised the Planning Comxnission had waived the $50. 00
rezoning fee for the application of Harry Hazeltine based on the premise
' a large nurrrber of property owners were concer-ned with t�is.
Councilman Kriegsman asked the City Attorney how the Planning Commission
� can waive a filing fee; the fee was based on actual costs to the City of
legal publi�cations and nqtifications. � � <
� City Attorney Murphy s'tated there were three ways to initiate rezoning,
two� of which require no fe�e: Initiated by the City Council, or .initiated
by the Planning Comrriissiori on their own motion. That he would like to
" know more facts before he gave his opinion on- the matter. However, the
Planning Commission can not commit itself before a public hearing on
� what its actions will �e at the end of the public hearing.

Resignation - Clyde W. _Rann
. Mayor Martin advised that Clyde W. Rann had submitted his resignation
as a member of the Redding Planning Commi�sion due to health reasons.
, . That Mr. Rann had expressed his appreciation for the appointment to the
Commission, but due to the increased duties of the Commission he did
�L � not feel he could continue.

The Arcata City Council submitted a copy of their Resolution No. 29,
which clarified its position on the proposed Eureka-Samoa �Bridge; they
L are not opposed to the bridge construction, only,that the economy of the
� ,� nortY�west area depends upon the rapid completion of H.ighways �101 and
299.. "We urge your support if you believe that highways _should be our
. prime concern'',, the letter concludes. `

it might be well �for �the Commissiori to consider rezoriing when five or
six residents of any area feel there i�s something wrong with their zoning;
under these circumstances, consideration should be given for waiving of

Councilman Kriegsman stated it was not a question of the $50. 00 fee, but .
who iniated the rezoning reque.st. He did not tfiirik tli'is' fee`�should be waived,
nor that 1vlr. �HazeltineFs fee should be waived, not'becau'se of the riumber
of people involved,� but�because 'of the 1`aw. If a mistake 'was"made in the
, zoning, the City Council should look at the zoning of the`area, but the
,, matter of the waiving of_the fee was not proper. This had been told him
by the Planning Consultant, �tlie basis of�tlie fee 'schedule was to cover the
costs and whether the rezoning was granted or not granted had riothing to
do with whether fee was paid or not paid.

Director of Public Works Arness briefed �council on action to date .on Assessment
District No. 1963-1, Riverview Project; original estimate had been $106, 337. 00,
. City's share .$36, I17. 00 with .some $70,�000..00, to,be assessed against the district. .
That it was necessary to install consider�ably more storm drain nipe than origin-
ally planned, and City�s share was now increased some $20, 000. 00. Further,

Company, the added cost to' the City �of Red'ding for the addition of major medical
coverage would be 32� p�r month per employee. At the present time there are
137 employees participating in the group insurance program, and on this basis
the added cost would be $526: 08', however there was a possibility more employees
would be interested in the program with major medical coverage.

Planning Director Keyes bri-efed previous action's of the Plarining,Commission

ions offered were not well founded. He had spoken wi:th rriany people who
had no objectioris to thisi'type of 'installation.. �
Mr. John OlBryon, President of Lassen Gas Company informed council
- lie hacl been in tliis bus_ine`ss for riineteen years; that all installations.
would"be in accordance�with` Painphlet No.` 58 of.the Fire Underwriters
and tlie� State safety measures�'of other related organizatioris.
Planning Director Keyes stated the property was approximately 4 acres
in size, _however the proparie compariy would not us�e all of this property
' �and'additional uses of the land was probable: The Planning Commission

did not make any restrictions on prohibiting the further use of the
property. There were very technical laws.on the placement of build-
ings and the tanks with no construction less than 50 ft. from a property
line, and 50 ft. from certain' structures on the property itself.

Confirmation of verbal agreerrient with Mr. Semori, dated January 30t1i, signed
by Ira Blalock-on file in the office of the City Clerk regarding requirements of
the Public Works Department'in connection with the construction of sidewalks
and gutters. `
RE BILLBOARD CONTROL ORDINANCE - 1
Richard A, Riis, Chairman of the Recreation and Parks Commissiorurecommended
that City Council enact at once an ordinance regulating advertising displays
adjacent to landscaped freeways:' T1zat.on June 28, 1962 they had submitted
a rriodel ordinance for council consideration. This same o�dinance was again
submitte�l together with a chronicle of their efforts since 1962 to urge the
passage of a billboard control ordinance that would qualify the City to receive
State provided and State maintairied landscaping iri full on the new highway
entrance to downtown Redding.
Councilman Chatfield advised that Mr. Herb Miles, State Division of Highways,
was most anxious to know what City intended to do on this. �G�
Councilman Kriegsman stated he did not entirely feel the wholesale elimination
of signs is necessarily good for Redding or the commerce of Redding. That it
might be necessary for commerce of Redding to place signs near highways.
This poses a real problem, perhaps public'he.aring,s �should be held and the
Redding Chamber of Commerce give their opinion. That if the freeway came
� in to Redding it might be, different.
Planning Director Keye's advised the proposed ordinance would apply to Intra-
state Highways.,and only_ to certain specified portions described as "landscaped
areas", a restrictive area gerierally arouncl the interchanges, or such other
portions designated by the State or requested �ay the City.
City Attorney-Mu'rphy advised subject had not be�n referred to him,� and suggested
deferring action for further s.tudy by him. '
MOTION: Made by Councilman Chatfield, seconded by Couricilman Kriegsman

It was requested the Redding Chamber of Commerce� submit report and recom-
mendation ori this matter.� �
PROGRESS REPORT - 1vlonth of January �
Director of Public VJorks Arness submitted Progress Report for the month of
January. Councilman Kriegsman asked for report on traffic signal at Court ��D
and Shasta Streets, stating in his �opinion there were two other locations on
Court Street this light could be better utilized.

REQUEST TO SPLIT ASSESSMENT - Rancho Parks No. 31-K
City Treasurer Simonds re,quested segregation of 1915 Special Assessment
Rancho Parks Sewer No. 31-K. Property owner had submitted fee to cover
costs. ,1��
MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield
the Street Superintendent be directed to make the necessary reassessrnent and
the City Clerk be directed to set .public hearing date following submittal of

City Attorney Murphy advised the House Barber Shop located at 1450 Yuba Street
had moved and the beauty shop located to the rear of this building wanted to re-
locate to the front.of the building. They had made an offer of $50. 00 per month,
�v rental to be on a month�to month basis, and this rental was the same they had
'� ' been paying . That staff had no objection to this offer.
MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield
that offer to rent front of building 1450 Yuba Street on a month to month basis
for $50. 00 per month be accepted. The Vote: Unanimous Ayes.
