Reverend Leo Jordan, Pastor of the Calvary Baptist Church, gave the invocation.

The meeting was called to order by Mayor Martin with the following councilmen
present: Chatfield, Denny, Moty and Martin. Absent: Couneilman Kriegsman.
Also present were City Manager Cowden, 'City Attorney Murplzy, Assistant City
Manager and Director of Finance Co�zrtney, Public Works Director Arness,
Planning Director_Keyes, Purchasing Director,5tewart, Airports Manager
Michael, Assistant Civil Engineer Semon. ,
Mayor Martin extended a welcome to students of the Senior American Problems
- Class at Enterprise High School and their teacher Mr. Donald Brown. He said,
"our students are;the hope of the future". . � .

COMMUNICATIONS

Sewer Study Committee
Mr. A. E. Dexter, Chairman of the Sewer Study Committee advised the
Committee will withhold further action on the formation of a Master Sani- �c�
tation District for a few �moriths because,of rapidly developing considerations
of sewer construction by th� districts in the area, and the possibility of a
� large .scale annexation 'in the Enterprise Area.

Mr. Harry Haseltine, Vice Chairman of the Parks and Recreation Com-
missiori reported that at a meeting today the Commission gave considera�
tion to the possibility of the �acation of South City Park facilities and the
replacement:in like:kind at Turtle Bay. He stated the access to the property ���
� by overpass which is now in the traffic pattern plan of the State Division of
Highways will not be adequate if a Civic Auditorium is const:ructed.in that
area. He requested the Division of Highways be asked to also consider an �
underpasstto be fenced from Highway traffic to �rotect pedestrian and equestrian
traffic. .
The request was referred to the City Manager and staff.
Klamath Tule Lake Refuge Bill _
. ' :Paul H. Weiland, Col. USA, Retired', advis'ed that S. 793,; a bill to promote
conservation of migratory waterfowl in the Tule Lake and Lower Klamath �. ..:= _ .
. Refuges has..a Section 8 which is objectionabl'e. He suggested the City of
Redding rriight�be interested in tlie enclosed Resolution of the Izaak Walton �

Alley Abandonment - Honn Addition
The inter-County Land and Investment Corporation requested that City
abandon .rights of City of Redding to Alley in Honnis Addition. They stated
Alley is a "paper" alley which was never constructed nor used and at the
pr.esent.time is non-existant and non-usable due to the topography of the

by a 4 to 0 vote, recommended disapproval of the application due to a lack of

for R-2 and R-3 developments as well. Commission advised that zoning of the

land as requested would be appro.priate use of the land at such time as adequate
and safe access is assured prior to rezoning. Mr. Bob Sondag, representing
the applicant , advised of an intention .to provide additional� access streets to

Mr. Keyes advised the Planning Department recomrnends the �rezoning application
be denied on the basis that multiple family development should not be on knolls
where access roads are limited; that Gra�dview Avenue cannot safely carr,y
traffic to a potential 600 acre development.
Mr. Joe Sauer, property owner in Grandview area stated the access road , dize
to grade, would be,dangerous to the many children playing in the area. He expressed
concern about future zoning on Grandview. . �
Bob Sondag advised the grade had originally�been established by the Engineering
Departm:ent in the best interest of the property adjacent to Granclview; . He �said r�/�
the Developer�des�res that the total acreage.be rezoned, particularly the strip

which is left "U" Unclassified:_ He requested a further report be prepared for
Council by City Engineering staff.

Councilman Denny presented the "Evaluation of CATV Franchise Applications".
Copies of the report were given to interested parties Saturday to allow their
consideration prior to this meeting. Report..of the,committee concluded;'!On the

basis of-the foregoing analysis and evaluation of.applications received, �com=

to Western Cable T. V. ,-: Inc�. , subject to satisfactory clar,ification.by negotia-

Councilmen commended the Committee for the complex_report. ; .

Councilman Denny explained that evaluation ,involve'd va.�iable�s. in.widely
�'Z� divergent criteria; that while there were many ambiguities and omissions,
the eommittee held no conferences with any applic;a�it. The eommittee fe,lt
that amplification might put applicant in a privileged position.
Councilman Chatfield agreed that only two applicants;.se,em acceptable. He said
certain.assumptio.ns and interpr.etations had to be made,arbitrarily by the
committee- regarding_actual fees. �He requested applicants now pro;vide Council
with a detailed fee schedule such as prospective .customer would receive, in-
cluding cost of monthly service and cost of in�stallation,and, service.and .extension
charges without other applicantis knowledge. '

clarify fee schedules and cost of.installation and service.
Councilman Moty reported on behalf of �ouncilman .Kriegsman who was absent,
that�Mr. :Kriegsman_as co-author, qf�the committee report, stands 100% behind
the report: Gouncilm;an�:Moty. asked for clarification of areas of confusion
relating to costs for all possible,combinations of usage. , � '

Dan Carlton,. Counsel for W.estern Cable, reminded Council that Wester.n:Gable
initiated.the id,ea of CA.TV in Reddin`g. and had worked�very hard�since.April,
1963, helping with the, construction of the original CATV Ordinance. He said
the application of Western Cable is detailed and doesn�t feel. it necessary to.
ask for interpretation; that it would be �easy to change a, matter substance. He
concluded, if applications are too vague to interpret, they s;hould be thrown out.

said it is impromper 'to eliminate his� firm ora the� basis-of an assumption. .He
asked that all parties have the. opportunity to explain th�ir appYication. �

INSURANCE CO�NSULTANT
City Manager Gowden speaking for Couricilmari Kriegsman said M"r. Krieg.sman
is aware of the proposals made by loc"al Insu'rance 'A'gents but'he��still favor.s an
outside.consultant who would recommend coverage, prepare bid specifications,
place bids around the state, �analyze bids, m'a`ke"r'e�icl`fiim'endation conce'rning
a.ward of insurance contracts. , . : -
Robert Huffaker representing the Independent Insurance:Agents of Redding said
there may be �a misunderstanding about present bid procedures for Insurance.
He advised that with the exceptiori of Fire Insurance, all types of coverage are
bid;: the coverage is then divided among' the �Agents o'f the -City:

Harry Haseltine expressed his confidence in the local agents as competent to
write policies; that they are able to write the same`po�li�ies- a's outside fi.rms.
He said National Companies.'will provide exp�r.ts 'upon r�quest. He said:they
should be given a chance and if not satisfactory, then go to outside firxri.
Jack Rogers said three local agents eould do'as gooci a job as' an outsider and
for nothing. : He "said if an outs ider is chos.en, he should be non-partial and
policies should be. written locally. - _
Paul Warner of Lafayette, said he has experience in all phases of Insurance.
He assured Council that local�men are well qualified and �-re willing to provide
service at no fee; that-if 2, savings is to' be'had, local men can provide it.

City-Manager Cowd'en"presented Civil A,eronautics Board Report showing utilization
