It was the consensus of Council that blocking off Akard Avenue would be hazardous as it wouid cut off access to Highway 44 from the South except via Highway 99. MOTION: Made by Councilman Chatfield, seconded by Councilman Denny that approval be given to closing of Grape Street from • Parkview to Softball Street, and closing of Softball Street for the softball benefit show to be held the night of October 2nd. MOTION: Made by Councilman Doherty, seconded by Councilman Chatfield that Resolution No. 3552 be adopted, a resolution of the City - Council of the City of.Redding directing the..Engineer ,to furnish the City Council with plans and specifications for the work to be performed in the Elmwood Street-Spruce Street Alley Assessment District No. 1965-5-2 . Resolution No. 3552 on file in the office of the City Clerk The question arose as to City policy re paving of alleys. In some instances the City pays all costs of construction with property owners paying for the � furnishing and placing of asphalt. The other policy is with the property owners paying for all costs of construction and the City paying for the fur- nishing and placing of the asphalt. It was decided that Mayor Moty and Councilman Chatfield would meet with the City Manager, Assistant City Manager and Director of Public Works and come back to Council with a positive policy approach re this matter. �' COMMITTEE A.PPOINTMENT Mayor Moty appointed the following Committee to study undergrounding of electrical utilities as required by the HHFA in new subdivisions. The recommendation is that no additional permits be issued to potential commercial operators at either airport until July 1, 1966. Mr. Denny emphasized that this does not include � fixed base operators requesting a permit and also that the recommenda- ��, tion is not intended to be a permanent policy. It is intended to provide ����� a basis of experience upon which Council can then develop a policy of ���, a more permanent nature. The existing permits for non-fixed base operators expire July l, 1966. Mr. Denny said the Committee re- quests that it be authorized to continue its study so a permanent policy can be formulated by June 30, 1966. MOTION: Made by Councilman Denny, seconded by Councilman Fulton that the recommendations of the Council Committee re issuance of permits to operate at Redding Airports be approved a's set forth in the written report dated September 16, 1965. TER UTILITY OPERATION REPORT Finance Director Courtney submitted the Annual Report of Water Utility Operation for the fiscal year ended 6/30/65, which report is prepared in compliance with requirements established when the 1959 `�} `� i� Water Revenue Bonds were issued . A. discussion was held re whether current water rates are excessive or are adequate to cover water projects and it was concluded that the rates being charged are proper. PUBLIC HEA. E. Roberts. The Planning Commission recomrnends said property be reclassified from present districts to a CO-BR Dis- trict. Councilman Chatfield offered Ordinance No. 815 for first reading, an ordinance of the City Council of the City of Redding amending Section 30-3 of the Redding City Code, 1959, as amended, re- lating to the rezoning of certain real property in the City of Redding, 239 : CONTINUA. M, having arrived, Mayor Moty continued the Public Hearing on Assessment District No. 1964-5, Cottonwood and Other Streets. F. Shea Company, low bidder, with a bid of $59, 895. 65 on A.lternate 1 of Bid Schedule No. 341. . Carr, et al Planning Director_ Keyes submitted the recommendation of the Planning Commission that nine parcels of land located on the easterly side of Court Street between Gold and Sonoina Streets be reclassified from R-4 and R-3 Districts to a CO (Office) District, and requested Council to ��-�'� set a date for a public hearing on the rezoning application. Voting was as follows: Ayes: Councilmen - Chatfield, Denny, Doherty, Fulton, and Moty Noes: Councilmen - None � A.bsent: Councilmen - None Resolution No. 3558 on file in the office of the City Clerk RES T A REA IN 1500 B LOCK CA LIFORNIA S TREE T PA RKING LOT Parks Superintendent Smith presented the design and details of the Rest Area for the north end of the 1500 block California Street Parking Lot as developed by the Recreation and Parks �Commission and the Civic Arts Commission. ,1 The question arose as to the practicability of using corrugated plastic J);�' ��I roof panels because of the heat they retain. Councilman Chatfield stated there is a type of plastic panel available that reflects the heat, and the Director of Public Works was instructed to check into this with Mr. Chatfield. � Councilman Doherty suggested that forest products be considered for roofing in future buildings, inasmuch as Redding is the heart of the forest products industry in this area . There was a general discussion re the various features of the Rest A.rea -- construction, etc. , and Parks Superintendent Smith was re- .quested to review the proposed lighting with the Chief of Police. 241 ' ATHENS AVENUE CROSSWALK- Between Locust and South Streets Traffic Engineer Freeman submitted the recomm�.endation of the Traffic and Parking Commission that�a mid-block crosswalk, zebra striped, be established on Athens Avenue between Locust Street and South Street - and that an ordinance be adopted�to prevent jay walking on Athens Avenue between South and Locust Streets. MOTION: Made by Councilman Chatfield, seconded by Councilman ��� � Doherty that the establishment of a mid-block crosswalk on Athens , Avenue between Locust and South Streets be approved and the City ���-� Attorney be instructed to prepare the necessary document, and also to research the possibility and advisability of adopting�an ordinance r,e pedestrian random crossing of streets, other than between two signalized crossing. The Vote: Unanimous Ayes LIMITED PARKING - Magnolia Avenue north of Eureka Way � It is. the recommendation of the Traffic and Parking Commission that i the present parking regulation governing the west� side of Magnolia Aven ue, northerly of Eureka Way be amended �to read "No Parking - Saturdays and Sundays excepted". This change would allow people � attending church on the corner of Magnolia Avenue and Eureka� Way /�� - to utilize this area for parking. Traffic Engineer Freeman said the present "No Parking" regulation at this location was established in 1957 and it was deemed in the best interest of safety by the Police Department: Councilman Denny said he believes the request to pro.hibit parking originated with the Principal of Shasta High School because of bus travel on Magnolia Avenue, but pointed out that this condition does not prevail on_Saturdays and Sundays. Councilman Chatfield feels the matter should be checked.out with the Police Department. MOTION: Made by Councilman Denny, seconded by Councilman Fulton � that the recommendation of the Traffic .and Parking Commission be approved re parking on the west side of Magnolia A.venue, northerly of Eureka Way, as outlined above, and the City Atto%rney be instructed to prepare the necessary document. Traffic Engineer: Freeman�submitted.the recommendation :of the Traffic and Parking Commission that two parking spaces be removed .on. the south side of Shasta Street, west of Market 5treet (corner of Market and�5hasta) to permit realignment of Shasta. Street. Mr. Freeman. ex- pla�ed .that due .to the.recently �^reated one-way traffic pattern on Shasta %�--='=--� Street east of Market, the striping on Shasta west of Market Street will have to be realigned. . _ MOTION: Made by Councilman Doherty, seconded by Councilman Denny that the recommendation of the Traffic and Parking Commission be approved re pr.ohibiting parking on_a portion of the south side..of Shasta Street, adjacent �to Market Street, and the City Attorney be instructed to prepa re the ne�:essary document. The Vote: Unanimous A.yes 242 PARK.ING STUDY It is the recommendation of the Traffic and Parking Commission that the Traffic Engineer be authorized to make a study evaluating parking facilities in certain areas in the City. Chairman Miller of the Commission told members of Council the study would help them evalutate the type of ineters to install in the new California Street parking lot, i. e. , two hour, five hour etc., `and perhaps point out :other areas where changes would be beneficial. ' l,� � . After dis'cussion Traffic Engineer Freeman was requested to report back to � C ouncil with an estimate of how much money will be required for �.th'is study and approximately how long the study will take. PARKING PROHIBITED - Location of South Market Street Traffic Engineer Freeman submitted a sketch of the area on South Market Street where the Traffic and Parking Commission suggests signs be erected pri��:ibiting parking. The area in question is 300 feet in front of the firms of Callis Bear 5ervice and Hy-Fy Muffler Service and the owners of these state a traffic hazard exists due to trucks and trailers parking in front of their businesses. It was b•rought out in discussion that there is no existing curb at this�location and there is a question of legality in prohibiting parking; also as this ;is a State Highway, the � State Division of Highways will have to be consulted. j�J.l� Councilman Doherty pointed out that similar conditions exist further down on South Market Street and possibly on North Market Street and it is his belief that a study should be ma,de of all such areas rather than handling the matter piece meal. e The matter was referred back to the Traffic and Parking Commission for study and the City Attorney was instructed to check into the legality of prohibiting parking in such areas. PARKING PR.OHIBITED - Portion of Parkview MOTION: Made by Councilman Denny, seconded by Councilman Chatfield that Council inspect the area (north side of Parkview at entrance to South ., City Parkj and consider this item at the meeting of October 4. The Vote: ��� �� Unanimous Ayes. � � The Mayor then appointed Councilmen Denny and Doherty as a Committee to review this problem and report back to Council on October 4. Councilmen Denny and Doherty and Traffic Engineer Freeman were instructed by the Mayor to review the Plan Line procedure and make a �(;?� report as to the advisability of providing for reference each plan line � recommendation to the Traffic and Parking Commission as part of the prescribed procedure. AWARD OF BID �- 10 Place "T" Hangar Assistant Ci ty Engineer Lang submitted the Bid Tabulation and Recommend- ation for the 10 Place "T" Hangar at Redding Municipal Airport, Bid 5chedule No. 340 which states it is the recommendation of the Departm.ent of Public Works that the contract be awarded to Robert S. Bryant, the low bidde r. I �'/ MOTION: Made by Councilman Denny, seconded by Councilman Doherty that the recommendation of the Department of Public Works be accepted and that Bid Schedule #340 be awarded to Robert S. Bryant, Redding, on his low bid of $25, 940. Voting was as follows: Ayes: Councilmen - Chaffit�ld, Denny, Doherty, Fulton and Moty Noes: Councilmen - None Absent: Councilmen - None 243 OAKMONT SUBDIVISION - Acceptance of Final Map and Improveme nts Assistant City Engineer Lang filed the final map of Oakmont Subdivision for acceptance and requested acceptance of Improvements of said 5ubdivision. MOTION: Made by Councilman Chatfield, seconded by Councilman Doherty that the final map of Oakmont Subdivision be accepted, subject to the approval of the City Attorney. SOUTHERN PACIFIC EASEMENT AGREEMENT Assistant Civil Engineer Hastings reported that a request had been made to the Southern Pacific Company requesting an easement at the Sulphur Creek crossing for the extension of the Angelus� Subdivision trunk sewer line. Mr. Hastings said that the easement extends some 1400 feet along ,�,[;, /� the SouthemPacific right-of-way and the Southern Pacific Company-frowns on longitudinal easements; however, the}r have agreed to a permanent easement in consideration of the payxnent of $l, 0.00, and it is recommended by staff, including the City Manager; that Council accept th.is offer.
