Ray Darby, Superintendent of Schools of Shasta County, thanks
Council and the Traffic and Parking Commission for the recent

In his �letter, of August 17th, Mr.. Darby comments that.the change
will be beneficial to the staff of his office.
.. _ Redding Optimist Club - Fly-In Breakfast
MOTIpN: M�ade by Councilman Doherty, seconded_by Councilman
Denny that Council approve the request of the Redding Optimist
Club to hold their 8th Annual Fly-In Breakfast at Benton Field on
�!� September 12th with the rain date of September 19th, subject to
their providing the City with a Ce�rtificate of Insurance approved

Alley between State S�reet and Leland Avenue
� _ . Three pr,ope�rty owner-s have, req.uested that special .assessment
district proceedings be initiated for the paving of the alley running
between State Street and Leland Avenue, south of Parkview.

Street and Leland Avenue be referred to the Department of Public

Proposed Acacia-Bechelli Area Annexation
A petition was received re the proposed annexation of the Acacia-
Bechelli A. rea to the City of Redding.
Planning Director Keyes showed on the Vu Graph the property in-
volved in the proposed annexation and explained that the. petition
����� represents 25°jo of privately owned land by area and by assessed
value. Mr. Keyes also said it appears there are no opponents to
the annexation and that all the public and private owners favor
annexation except in two cases; i. e. , Mr. Cordi and the purchaser
of property previously owned by Mr. Manahan, both of whom were
� aware of the proposal and neither of whom has indicated any objec-
tion to date. A large portion of the area proposed for annexation is
publicly owned. ,

Mr. Keyes stated the City A.ttorney has advised that the petition
must include 25°jo of the owners of not less than, l/4 of the
privately owned and publicly owned land in the territory, by
area and by assessed value. However, in order to avoid the
time delay involved in securing a signature of an officer of the
State of California, etc. , the Council could, by resolution,
initiate this annexation.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny that Resolution No. 3548 be adopted, a resolution of the City
Council of the City of Redding giving notice of proposed annexation
to the City of Redding of uninhabited territory described herein and
designated "Acacia-Bechelli Annexation" and giving notice of the
time and place for hearing of protests thereto. .

Senator Murphy - Re underground transmission lines
In a 1 etter to Mayor Moty dated.August 25th, Senator Murphy
advised that the federal government will place the permanent !
transmission lines underground for power to the Stanford Linear %-�'�
Accelerator. This information was received with interest be-
cause there has been consider.able controversy re this .matter.
Proposed Hilltop Drive Annex No. 1
A communication has been received requesting commencement
of annexation proceedings - Proposed Hilltop Drive Annex No. 1 -
signed by the two major owners in said area. Planning Director
Keyes said it is the recommendation of the Planning Department ��/�
that this matter be referred to the Planning Commission after the �
Local A.gency Formation Commission has acted upon it.
. MOTION: Made by Councilman Denny, � seconded by Co,uncilman
Doherty that the recommendation of the Planning Department be
adopted re the proposed Hilltop Drive Annex No. 1. The Vote:

Alley Abandonment - Oak and Pleasant Streets , � -
A communication dated August 13th was received from A1 Mancasola
agreeing to certain utility easements in the alley between Oak and
Pleasant Streets north of Placer Street, proposed to be abandoned.

MOTION: Made by Councilman Fulton, seconded by Councilman
Denny that Mr. Mancasola's letter .be referred to the Department
of Public Works and the City Attorney for comment as to substance
and form at the time of the public hearing re the alley abandonment
on September 20th. The Vote: Unanimous Ayes
Proposed Freebridge Annex No. 1
A petition has been received requesting consent to c.ommence
Inhabited Annexation Proceedings - Freebridge Annex No. 1. ,

In response to a question by Mayor Moty, Planning Director Keyes
advised Council that an Inhabited Annexation with more than 12 regis-
�tered voters does not have to be acted upon by the L,ocal Agency

Formation Commission first. Mr, Keyes listed the procedural
steps generally followed in this type of annexation as follows:
Council acknowledge request; refer to Planning Commission
for report and recommendation; Council pass resolution con-

refer to LAFCO
MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty that Council acknowledge receipt of the communication and

special municipal bond election in the City of Redding for the pur-

construction and completion of the following municipal improvement,
to wit: Civic Auditorium; _declaring the estimated cost, of said muni-

GRANGE HALL DANCES
Councilman Fulton�presented the City Council and Administrative Staff
Committee report and recommendations re use of the Grange Hall for
publie dances. This report, dated September 1, 1965, is on file in
the office of the City Clerk and is made a part of these minutes by
reference.
Councilman Fulton stated that afte r careful study of all of the facts
the Committee recommends that: (1) Council not authorize any City
instituted proceedings to abate a public nuisance at this time; (2) Council
allow the Comrnittee to continue to function and to act as negotiator
;1 ;� C., between Grange Hall officials and their attorney and those who may seek
� �` ' abatement action and their attorney; and (3) the City assign and pay the
cost of one additional member of the City Police force whenever teenage
public dances are held, providing Grange Officia�ls and/or the sponsors
of such dances employ an additiorial off-duty policeman or Slie'riff's
Deputy in addition to the four already required.
Councilman Fulton said the Gommittee also believes a new location
should be sought a'nd recommends that it be empowered to work with the
Shasta County Board of Supervisors and other public officials in an attempt
to find an alternate location. Al�ternate sites suggested are: Anderson
Fairgrounds; Veterans Memorial Hall; and New Grange Hall Building on
Airport Road.
Councilman Chatfield said he felt the report was a very good one. How-
ever, he believes there�should be some clarification re teenage public
dances. He does not think these'da�nces are limited to teenagers. Teen
Center Dances are limited to teenagers.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny that the recommendations of the Committee re Grange Hall
Dances be adopted, as outlined in their report to Council dated
September 1, 1965. The Vote: Unanimous Ayes
The Committee also recommended to Grange Hall Officials that
teenage public dances be limited to weekend nights during the school
season. ,
The following persons appeared to protest the continuance of public
dances at the Grange Hall:

A. UDITORIUM-CONVENTION HALL
Mayor Moty submitted his proposal re Auditorium -Convention Hall
site selection procedures contained in his memorandum to Council
dated September 3, 1965, and made a part of these minutes by refer-
ence.
Included in this proposal is a recommendation that our General Plan
Consultant (firm of Livingston and Playney) be employed to work with
a Committee charged with the responsibility of selecting a site for
said Auditorium. Mayor Moty said he had been advised by Li�vingston
and Blayney the tota.l cost for their services would probably range from
$1500 to $2500, said fee to be based on actual time and expenses involved.
It is recommended that the Committee referred to above be composed of
five prominent citizens representing cross sections of �community life
in Redding and who have not previously committed themselves in relation
to this public issue. The Committee would be given four general site
locations to choose from; i. e. , Benton Airpark; Benton-Kutras Turtle Bay
Area; Caldwell Memorial Park; and South City Park - Tiger Field.
Also included in the proposal is a criteria to be considered by the
Committee and Consultant in determining their recommendation re a
site. The criteria was reviewed by Council and it was the feeling of
Councilmen Denny and Doherty that the Committee and Consultant should
not be limited to the criteria set forth in the proposal, that there might 1- ,<,J

be other criteria that should apply: Councilman Doherty also would not
insist that a definite choice be made from the four general site locations
suggested if the Committee felt none of the aforementioned sites are
desirable. The Committee will be advised that if such is the case, they
should report this to Council.
MOTION: �Made by Councilman Denny, seconded by Councilman Doherty
that the Auditorium-Convention Hall Site Selection Procedure Criteria
be adopted as generally outlined by Mayor Moty in his memorandum to
Council dated September 3, 1965, with the following addition thereto.
(i) The Committee and.Consultant may feel free to comment
on any other criteria.they feel pertinent and to advise
Council if such other criteria had any bearing in their final
conside ration
The Vote: Unanimous Ayes
MOTION: Made by Councilman Doherty, seconded by Councilman
Chatfield that Council authorize the employment of .Livingston and
Blayney to serve .the aforementioned Committee at a total cost not to
exceed $2500, and instruct the City Attorney to prepare the necessary

APPOINTMENT OF COMMISSION MEMBER
Mayor Moty offered the name of Dr. Faylon Brunemeier as a new
member of the Planning Commission to serve from September 1965
to May 1969.

Chatfield that the appointment of Dr. Faylon Brunemeier as a member
of the Planning Commission be approved. The Vote: Unanimous Ayes
AWARD OF BID - Roofing Fire Cache Bldg. , et al �
� Purchasing Director Stewart submitted the Analysis and Recommendation
of Bid for roofing Fire Cache and Police Station-Council Chambers
Buildings, Bid Schedule #339, which stated it is the recommendation of
the City Manager and the Purchasing Director that the bid be awarded
? � �� to the Tri County Roofing Company of Redding, �he low bidder.

MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty that the recommendation of the City Manager and the Purchasing
Directed be accepted and that Bid Schedule #339 be awarded to Tri County
Roofing Company of Redding on their low bid of $6, 915. 00.

HEAVY DUTY EARTH BORING MACHINE � �
Purchasing Director Stewart reported to Council that when the budget
request was made for the heavy duty earth boring machine the spotter
�' '� ' base with hydraulic appurtenances was not considered in the estimated
%��, cost. Mr. Stewart reported that the base is essential to the operation
l;�i % of the machine and requests Council's approval to increase the amount
requested for this item from $8, 500 to $10, 000.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty that the request of Purchasing Director Stewart be approved
re increasing the amount budgeted for the heavy duty earth boring
machine from $8, 500 to $10, 000, and the City Attorney be instructed
to prepare the necessary document. The Vote: Unanimous Ayes
REZONING APPLICATION RZ-17-65
Planning Director Keyes submitted the recommendation of the Planning
Commission that properties owned by Donald Bracken and Fred Piperio
and a portion of a property owned by R. E. Roberts be reclassified
from present districts to a CO-BR Office District, pointing out that an
amendment to the CO and CO-BR Districts has been adopted at this
J � ;(- meeting which permits motels and restaurants providing on-sale liquor
/I consumption. Mr. Keyes requests Council to set a date for a public
hearing on this rezoning application.
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that a public hearing be held on Rezoning Application RZ-17-65 on
September 20th at 8:00 P. M. The Vote: Unanimous Ayes
PUBLIC WORKS CONSTRUCTION STANDARDS - Sanitary Sewer Section
MOTION: Made by Councilman Denny, seconded by Councilman Doherty

PUBLIC WORKS DEPARTMENT PROGRESS REPORT - August

RIVER5IDE.DRIVE WIDEIVING
�?ublic'Works ,Director Arness reported on contacts made with resi-
dents along that portion of Riverside Drive proposed to be widened
and stated that as a result of these contacts it is the recommendation
of the Department of Public Works that said Department obtain
additional data regarding. present and proposed traffic requirements
��v,� �
for the area north of Eureka Way and west of Market'Street and that
modifications in existing tr.affic signal phasing be further studied to
improve the movement of vehicles in this area.
Traffic Engineer Freeman submitted traffic count figures on Riverside
Drive, California Street, Trinity Street, Eureka Way, and Market
Street.
Councilman Denny stated he does not feel that traffic on Trinity and
Market Streets has any bearing on Riverside Drive. .It is Mr. Denny's
belief that aceessability is being denied to all businesses on the west
side of Market Street between Trinity and Riverside Drive because of
the one-way traffic patterri on Riverside Drive. Councilman Fulton
agreed with Mr. Denny.
Attorney Joe Redmon appeared on behalf of Winifred Barry, owner of
the Loop Inn property (corner of Market Street and Riverside Drive)
and requested that Council proceed with the widening of Riverside
Drive and conversion to a two-way street. Mr, .Redmon stated that
busine.s.ses� located on the Loop Inn.prope_r.ty: have suffered..a drop in
business of between 25 to 50% in their.gross income and .this happened
immediately after the one-way street pattern was introdueed on.River-
side Drive.
Mrs. Hansen, who resides at the corner of Riverside. Drive and
California Street is against the widening of Ri�verside Drive if it
means taking any of her property as this would adver�sely affect the
value of her property.

Riverside Drive and how it could be accomplished without acquiring
private property.
MOTION: Made by Councilman Doherty, seconded by Councilman.
Denny that Council indicate to prope.rty owners, on Riverside Drive
between California and Market Street that it intends to proceed with
one of two plans; i. e. , either return to a two-way street pattern and
prohibit parking as was done at one time or, as an alternate, to
adopt the proposal� as. contained in the Budget Me�ssage. ..

AKARD AVENUE - Curb, Gutter & 5idewalk - Request to call for Bids
Public �Works Di�rector. Arness requested Councii approval of construc- f / -�/
tion of curb., gutter .and sidewalk on the ea�st side of Akard Avenue,
north� of Parkview, explaining that this will allow completion of street
widenirig and be.tter handle storm drainage .runoff in this block. The
estimated cost of construction of curb, gutter and sidewalk is approxi-
mately $4, 000 to $4, 500.

Denny that Council approve the curb, gutter and sidewalk construction
on Akard Avenue as outlined above and authorize the Department of
Public Works to call for bids on such project.

RESOLUTION - Compliance with Civil Rights Act of 1964
City Attorney Murphy submitted Resolution No. 3550, explaining that
it assures the Housing and Home Finance Agency of the United States
that the City of Redding will comply with the Civil Rights A.ct of 1964,
and is required by said Agency in relation to Open-Space Land Grants.

TRANSIENT OCCUPANCY TAX .
City Attorney Murphy reported on Attorney General Opinion 65-99
pertaining to the Transient Occupancy Tax, which riuled-- that cities
need not exempt state and federal employees on official business
from paying the 4% Transient Occupancy Tax.

Members of Council were in agreement that the Ordinance covering
the Transient Oceupancy Tax in the City of Redding should be amended
to require payment of such tax by state and federal employees on
official business, and the City A.ttorney was instructed to prepare the
necessary document. The ordinance adopted by Shasta County requires
payment of such tax by state and federal employees.
ROBERTS AMUSEMENT COMPANY - Urgency Item
Mr. Himebauch of the Roberts Amusement Company requested Council
permission to set up a carnival on private land in the Village Plaza
N ;-� Shopping Center for the period September 16th through 19th. Mr.
�'� Himebauch stated there would be no games of chance, just rides, such
as the merry-go-round, etc. Mr. Himebauch was advised there is a
business license fee of $25 per day, and it would be necessary for him
to obtain said business license prior to September 16th.

MOTION: Made by Coun�ilman Doherty, seconded by Councilman
Denny that Council approve the request of Mr. Himebauch, to�oper-
