present in connection with the proposed Auditorium-Convention H�all:

(1) Letter of A..greement between the firm of Orrick, Dahlquist,
Herringtom, and Sutcliffe (Bond Counsel) and the City of
Redding, in which they agree to handle the bond issue election
for the Auditorium-Convention Hall at a fee of�$3600 if the
bond issue is successful and a fee not to exceed $750 if the
bond issue fails. � ' "

� Mayor Moty said he thought there should be some discussion-.on both the
resolution and the ordinance-before they were :brough't .to. a4vote and
asked if there were any questions or comments.
Councilman Chatfield stated he recognize�: that all details cannot be
set down at this point as to exactly what is involved in the $1, 800, 000
bond issue but he does feel Council should be very definite as to what
is to be covered and how it is to be paid for, and that these facts should
be: established prior to the election. Mr. Chatfield would like to have

Council adopt a resolution of intention showing in detail how much
money is to be allocated to various categorie,s; i. e. , anything to do
with .the facility, such as parking, should be spelled out. If this is
done, Mr. Chatfield says he can support the proposed bond issue.
It is Mr. Chatfield's intention that the resolution be publicized so the
people will know what they are going to get and how it will be paid for.
Other Councilmen present concurred with Mr. Chatfields thoughts.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton that, as early as possible in October, a resolution of intention
be prepared to define the scope and all detail cost, as far as possible,
for the auditorium bond issue, said resolution �!`c.be publicized to the
voters so they can understand the entire `project. The Vote: Unanimous

that Re solution No. 3 542 be adopted, a re solution dete rmining that the
public interest and necessity demand the acquisition, construction and
completion b,y the City of Redding of the following municipal improvement,_ � _
to wit; Civic A.uditorium; and that the cost of said municipal improvement fl� `''
will require an expenditure greater than the amount allowed therefor by
the annual tax levy.

Councilman Denny offered Ordinance No. 812 for first reading, an �
Ordinance calling a, special municipal bond election in the City of
Redding for th.e ,purpose of subm-itting to the .electors of said City the
measure of incurring a bonded indebtedness of said City for the acquisi-
tion, construction and completion of the following municipal improvement,
to wit: Civic Auditorium; declaring the e stimated cost of said municipal

improvement, the amount of the principal of said,indebtedne s s to be in- '
curred therefor, and the maximum rate of interest to be paid thereon;
making provision for the levy and collection of taxes; and fixing the
date of said election, the manner of holding the same, establishing elec-
tion precincts and polling places for said election, appointing election
officers .therefor, and providing for notice thereof.
The date of the election; as set forth in� the foregoing ordinance, is
November 16, 1965.

Chatfield that Resolution No. 3544 be adopted, a resolution of the City
of Redding approving Engirieer's Report, ordering the acquisition of
improvements and confirming assessment, Assessment District No. ��'`�%�
1965-5-1, Court Street Assessment District, City of Redding, County
of Shasta, State" of California.. '

RESOLUTION - S. P. Agreement re South Street Crossing
MOTION: Made by Councilman Fulton, seconded by Counciiman Denny
that Resolution No. 3545 be adopted; a resolution of the City Council of
the City of Redding approving an agreement between the City of Redding �� �
and the Southern Pacific Company, pertaining to the improvement of
the South Street Crossing, and authorizing the Mayor to execute same for
and 'on behalf of the City. �

Resolution No. 3545 on fi:le in tlie office of the City Clerk
RESOLUTION - Abandonment of Alley between Oak and Pleasant Street
Planning Director Keyes pointed out on the map the location of the alley
proposecl to be �abandoned. Members of Council questioned the fact that
only half of the alley is to be abandoned. M.r. Keyes said this is not
unusual and that provisions have been made in this instance to retain
necessary utility easements. It was also stated that the Sanitation De- � �

partmerit is in agreement with this abandonment as they do not use this
alley for utility services. Mr. Keyes said the owner of property facing
Placer Street wishes to build a market and intends to utilize that portion
of the alley proposed-to be abandoned.
Although not all of the Councilmen present were in agreement re this
proposed alley abandonment, it was decided that a public hearing should be
called, Prior to the public hearing, members of Council will be afforded
an opportunity to visit the site for furthe r review.
MOTION: Made by Councilman Fulton, seconded by Councilman Chatfield
that Resolution No. 3546 be adopted, a resolution of the City Council of
the City of Redding declaring its iritention to vacate and abandon the alley
located between Oak Street and Plea�sant'Street, extending from Placer
Street northerly to Yuba�Street in the City of Redding: PH 9/20/-65 7:30 P. M.

RESOLUTION -. Establishing Electrical Utility Rates ,

ORDINANCE - Section 30-18 - Zoning ,_
City Attorney Murphy submitted Ordinance No. 813 which amends
5ection 30- 18 of the C.ode by providing for a Board of Administrative
Review.
Councilman Chatfield questioned the definiti��n of "building site area"
as set forth on page 2 of this ordinance, and also questioned.the pro-
�v'' vision which states that the Board of Administrative Review shall
meet regularly at least once a month. Mr. Chatfield does not believe
meetings once a month will. be adequate.
City Attorney Murphy said this phrasin'g was used because if the ordi-
nance-states the boarcl shall�meet once a week then it must meet once
a-week; whereas as the or�dinance is now worded, the _board can de-
termine how many meetings they wish to.have each month.. , ,
Councilman Denny offered Ordinance No. 813 for first:reading, an
ordinance of the City Council of the City of Redding amending Chapter
30 of the Redding City Code, 1959, as amended by repealing Section
30- 18 and substituting therefor a new Section 30- 18 pertaining to
general provisions and exceptions. ,
ORDINANCE - Section 30- 19 - Permits and Variances
City Attorney Murphy submitted Ordinance No. 814 which amends
Section 30,-19 of the Code by providing for a Board of Administrative_
Review. � - �

ordinance of the City Council of the City of Redding amending Chapter
30 of the Redding City Code, 1959, as amended, by repealing Section

permits and variances.
RESOLUTION - W eed and Rubbish Abatement
City Attorney Murphy submitted Resolution N. 3547 re weed and
rubbish abatement, explaining that this is a routine type resolution
which is enacted each year, -and which sets a public hearing.for
September 20th at 7:30 P. M.. , _

�� Council of the City of Redding declaring weeds; . rubbish,_ refuse and .
dirt upon certain private property,• public parkways and sidewalks of
certain-named streets in the City of Redding to be a public nuisance
and ordering the �abatement thereof. . .

AGREEMENT - Enterprise Elementary School District (Airplane)
City �'ttorney Murphy submitted a propo�ed Agreemt�rit between the
i Enterprise Elementary School District and the City of Redding covering
„���'` the surplus obsolete aircraft which the Mayor was iristrumental in '
obtaining from the Federal G�vernment for the Mistletoe School: Mr.
Murphy advised that the Agreement which prov+des .`o�- iiolding the City
harmiess as to any public liability related to the use of.the airplaize
has been executed by the Enterprise Elem��ntary School District and
has been approvec� by Je��� E. Hurley, Jr. , County Counsel, and requests
Council approval.

MOTION: Made by Councilman Chatfield, seconded by Councilman
, Denny that the .Agreement between the Enterprise Elem�vntary School
District and the City of Redding, referred to above, be approved and
. , .the Mayor authorized to sign said A�;reement on behalf of the City.

U. S. A RMY ENGINEERS - A.ir Force Office on Butte St. - Urgency Item
City A.ttorney ,Murphy .read ,a letter dated fiugust 16th which he had re-
ceived from the U. S. Army Engineers District Office in Sacramento
stating that they had been unable to find suitable office space for the Air
Force Recruiting Office and asks if the City has any other a�Tailable
office space for rent. They wish to be located between Eureka Way and �' ����
South Street and California and East Streets. The Air Force Office is
now located on Butte Street in the building proposed to be demolished for
a parking lot (1500 block of California Street).
This matter was declared an urgency item.
MOTION: Made by Councilman Chatfield, seconded by Councilman Denny
that the City Manager be authorized to offer to the U. S. Army Engineer
District in Sacramento the office space located on the second floor of the
Old City Hall at a rent of $125/month for an indefinite period, pending
their finding a permanent location for the Air Force Recruiting Office.
The Vote: Unanimous Ayes �
Mayor Moty instructed the City Manager to contact Congressman Harold
T. Johnson in Washington if a satisfactory solution has not been reached
by Thursday, A.ugust 26th.
PUC MEETING
City ,�ttorney Murphy advised Council a PUC meeting is scheduled to be
held in San Francisco on November 3rd at 10:00 A. M. , establishing pro- . i•
cedures for determining municipal share of railroad �russing gates `�`J ��
maintenance costs. Mr. Murphy said he is alerting Council of this meeting
in the event they feel it desirable to have a representative of the City present.
He was instructed to put this item on the October calendar.
AUDITORIUM BA..LLOT
Mayor Moty asked City Attorney Murphy if it would be legally possible to
enclose with the sample ballot (A.uditorium bond issue) a copy of the pro- _.
posed resolution of intention that Gouncilman Chatfield spoke of earlier in � -'`�
the evening.
City Attorney Murphy said he would check into this matter and report �
back to Council.
