Complaints re A.ttorney Richard A sbill appeared on behalf of a group of citizens who reside in the vicinity of the Grange Hall and presented fifteen individual letters of protest re the dances being held at the Grange Hall. Said _ . letters are on file in the office of the City Clerk. Mr, Asbill read two ,� :of the lette:rs .which indicated that the same conditions exist at present which existed prior to the 90 day probationery period; i, e�_, e�cessive noise, depositing of trash on private property, hot rodding, etc. Attorney Frank Shuman also submitted a letter (by mail) protesting the continuance of the dances, on behalf of his clients Mr, and Mrs. Frank Farnea, who have rental property in the area. � _ _ . ��l � Byron Engle, President of Senior Citizens of Shasta County, said he hoped some. consideration would be given to allowing their group to . co.ntinue to l�old dances at the Grange Hall, in the event curtailment of all dances is contemplated. Mrs. Nachreiner (one of the resident _ , protestors) said the Senior Citizen dances were not considered public ' dances and there was no objection to them. Mayor Moty recommended that the �Committee appointed on April 19th meet to re-examine the situation and report back tQ Council with some recommended course of action. He suggested that Counsel for the , , Grange (A..ttorney Halpin) and Counsel .for the residents of the area (A..ttorney A.sbill) attend this meeting. The�Committee is composed of Councilmen Doherty and Fulton, City Manager Cowden, City Attorney Murphy., and P_olice Chief Lincecum._ _ Riverside Drive Widening Residents on Riverside Drive, between 1VIarket and California Streets, have requested that the� street remain in its present condition unless the widening can be accomplished by new construction on the north _ side of the street. This informa.tion was contained in a letter submitted by A.ttorney Daniel Carlt,on on behalf of his clients and also refers to the City taking part of the frontage of their respective properties for the proposed widening._of Riverside D�ive. Councilman Chatfield and Mayor Moty feel the proposed change of this portion of Rive,rside Drive from the one-way street pattern to two way /-�,�� should be dropped in view of the prote.sts of,property owners and inas- much as the cost of widening the street from the, north is considered to be exce s sive. MOTION: Made by Councilman Chatfield, seconded by Mayor Moty that the proposed widening of Riyerside D.rive be.tween Market and California Streets and, conversion to a two-way street be dropped. Councilman Denny believes further consideration and study should be given the matter, particularly the effect of present traffic upon businesses located on the southwest corner of Market Street and Riverside Drive. Mr, Denny stated that acce,ss;to these businesses is difficult except for southbound traffic. He further stated he did not , �understand it would be necessary to acquire private property for the proposed widening. � 205 Public Works Director A..rness .advised Council the only property it would be necessary to acquire from property owners would be approximatel.y 15': for rounding the southeast corner of Riverside Drive and California Street. It is prop,osed to have_two 11' lanes . on Riverside Driye between Market and 'California Street and this would be accomplished by elixr�.iriating the existing strip between the sidewalk and the street on the sQuth side of Riversid.e Drive and by narrowing the sidewalk. Councilman Doherty said he did not know all of the background in this matter but believed the decision should be delayed until the Director of Public Works has an opportunity to contact the property owners and determine if their objection to this wide�ning is because they feel it will_ involve.taking part of the frontage of their respec- , tive prope rtie s. , � MOTION: Made by Councilman Doherty, seconded by Councilman Denny that the Director of Public ��Ve be instructed to contact the property owners on Rive:rside/re the proposed widening, and this matter be tabled until the meeting of September 7th_. The Commi'�tee has re- quested a written report to be compiled by the. .Recr.eation_5uperintendent, �%� the Redding. .'�ennis Booster Club, and the Redding Junior Tennis Club, to show the need. for additional courts. The.Committee is al,so studying the relative merits of the proposed location of the courts on Sequoia School �_ property, and it is the Committeets belief that an agreement should be entered into between the Redding Elementary School District and the City of Reddirig prior to the construction of the. aforementioned tennis courts. The Corrimittee will report. back to Council_at an early date with definite recommendations concerning this project. . . i . � . , . . � 210 STA..TE DEPA.RTMENT OF WA TER RESOURCES - Branch Location Councilman.Ghatfield r.epor•ted tliat a meeting� of the Fact Finding Commit:;;ee on Water Resources of the California Legislature .will be held in Sacramento on A:ugust 27th.re.the proposed location of�the De.pa•rtment of Water Resources northern branch office.. Mr. Chatfield stated the Economic Development Corporation of Shasta County is gathering.material to submit at this meeting . and a proposed resolution of the City Council has been drafted�to .be included with this material. Councilman Chatfield said it was felt desirable that two members of City Couneil attend this meeting, as well as two members of the Shasta Courity Board of�Supervisors, It was indicated that Mayor Moty and Councilman Chatfield would probably represent the City. at this meeting. r MOTION: Made by CouncilmanDoherty, seconded by Councilman Chatfield �f h��, that Resolution No. 3539 be adopted, a resolution of the City Council of the City of Redding requesting that the Northern California .Branch of the State Department of Water Resources be located in. the Gity� of Redding. Voting was as follows: Ayes: Councilmen - Chatfield, Denny, Doherty, Fulton, and Moty Noes: Councilmen - None � . : A.bsent: Council�nen.- None _ Resolution No. 3539 on file in the office of the City Clerk Councilma'ri Dohe�rty sugge sted that a copy of the -Welcome Edition of the Record Searchlight be sent to members of the Fact Finding Committee on Water Resources of the California Legislature and to officials of the State Department of Water Resources. City Manager Cowden is to make this suggestion to.Mr.' Covingtori;t Manager of the Economic Development Cor- poration of Shasta County. AUDITORIUM-CONVENTION HA.LL Mayor Moty reported on�the Committee Meeting held with Mitchell Van Bourg and Richard Smart, architects for the proposed Auditorium- Convention Hall. The architects have iridicated they can design an adequate facility to.fall within the $1, 800, 000 budget figure. Mayor Moty feels the proposal, as outlined in their letter of A.ugust'13th, is a good one_tliat will.serve the.` City of Redding and is one that he can support, � Bob Dicker, Chairman of the A..uditorium-Convention Hall Commi.ttee of the Chamber of Commerce said it is hoped that Council will place a $1, 800, 000 bond issue for this auditorium before the people on November 16th of this year, It..was.brought out that the proposed auditorium will provide for future expansion without going to a separate building. �j -�!� "1_°� Councilman Fulton asked if the $1, 800, 000 figure includes a kitchen facility 'and -was.told that this has not yet .been resolved but it has been suggested tha�t perhaps a kitchen area could be.provided with roughed in plumbin�g and wiring. � . Councilman Doherty asked-whether the question of location of the.auditor- ium would be on the ballot and City A.ttorney Murphy advised that the location would not be an issue on the ballot -- the site.would be chosen prior to the eleetion. Council will _amake _the decision as to where the auditorium is to be built and it is hoped a. determination will be made by Octo.ber 31st. � In answer to an inquiry, Mr. Smart advised it will take a minimum of two years to complete the facility after the bond issue passes. This will allow 8 months to complete drawings and 16 months.for actual construction. There was considerable discussion as to what facilities would be in- cluded in the $1, 800, 000 proposal; i. e. , whether it would be necessary to request more money later to ��-:�vide additional parking, etc. Council- man Chatfield believes it should�be spelled out just what the people can expect for the budgeted amount and, if such amount does not allow for contingencies and for adequate �arking, etc. , this should be made clear. Mayor Moty pointed out that only $1, 450, 000 is for actual construction cost with the remaining money going for fees, parking lot, furnishings, etc. 211 Councilman Doherty raised the question of where the money would come from to redeem the bonds and for maintenance'arid upkeep; 'ancl�Maydr IVloty said'lie believes� the City''can pay for tliis"facility. " Bob' I'Dicker � advis�d that the City sales tax was originally s'cheduled' to provide for maintenance and upkeep of an auditorium-convention hall complex. . � . .� City Attorriey'Murphy said he had been in contact with' Bond Counsel Orrick, Dahlquist, Herrington, and Sutcliffe and was advised that they would handle the bond issue election at a fee of $3600 if the bond issue is successful' and a fee of $750 if the bond issue does not pass.
