ordinance of the City Coa.ncil of the City of Redding amen�ing Section 30-3
of the Re�3ding City Code, 1959; as Amended, relati�ng to the rezoning of
certain real property in the City af Re3ding: � �
TURTLE BAY ACQUISITION - Kutras Pro�erty
Mayor M;�:y stated that the acquisition of the Kutras property (Turtle
Bay) would be discussed at this meeting and a decision will be asked for
at the July 6th meeting. � � • �

Coa.ncilman Ch,atfield led off the discussion by stating�that Mrs. Kutras
has a firm offer for this pro;perty but has agreed to extend the time for
Cou.ncil to consider acquisition u.ntil Ju.1_y 6th. Mr. Chatf�eld b�lieves it
will be beneficial for the City to purchase the Kutras property as a
location for the entire complex; i, e. , auditorium-co:�vention ha1ll;' City
Ha11, etc. It is his recommendation that the acquisition be financed

from the Hotel-Mo:el Tax which is conservatively estim�.ted to be
$75, 000 to $90, 000 per year, approxim�.tely one third of which has
already been allocated fo`r acquisition of property. Councilman Chatfield
feels the potential of Redding is being overlooked; he would.like to have
the property available for developm��nt rather than �develop pr�p��rty we
now have in a crash program. Mr. Ch,atfield said his s�uggestio:� for
' delayino the au3itorium prograr� for a yzar was to allow for acquisition
of property for the auditorium, and for additional study as to precise
site location and appropriate size.
Planning Director Keyes showed Co�ancil the property,in.question on the
Vu-Graph, explaining that there are a total of 165 acres involved. There
is a question as to the exact num'aer of usable acres, not.subject to flooding,
varying from 18 to 25 acres. Mr. Keyes was requested to.present a clearer
map an�.� more definite figures at the July 6th meetina.
Co�u:ncilman Do:zerty asked what the terms of the purchase agreem��nt would
be if the City approved the purchase.
City Attorney Murphy ex�lained.that the land would be divided into :twenty
equitable parcels and the City would purchase one parcel for 1/20th of
a total price arrived at by taking a base figure of $500, 000, appreciating
the figure at, a rate,of 4-:l/2°jo_ over a 2.0-year period for a total of $730, 000
or. $.750, Q00... Thus the amount..to be paid for each parcel would be $37, 000 +.
The Ci.ty would purchase 1/20th of the land originally and would lease the
�:�...
remaining 19/20ths for $1 per year with the option to purchase the remaining
parcels. If the City faile�l �to ��xarcise their ��tion to purchase any of the
parcels, the City �would retain the land already.purchased but the lease on '
the remainder of the land would term�n3te a.n� the presAn` owner would re-
tain .the land- not, a�lready purchased. The parcels would be,arranged so the
City would buy land �closest to the Benton property first; the parcels would
� be contiguous and would be equal in value.
Councilman �Doi�er�y raised the question -- if -the City wanted to develop
soma a� the land for the auditorium-co:�vention hall irnzn���:iately, desirable
land.would be; needed{ and how would this work?
M,r. _Murphy said the City would have to accelerate their purchases but
Mrs. Kutras has requested that the total purchase not be comple.ted in
less than 10 years. Mr. Murphy explained that this purchase agreemend
would be sim�:lar to `he Benton acquisition except for the lower interest
rate. Benton has a 6%�interest factor. •
Councilman Denny believes the price of 3/4 of a million doilars for the
18 + aeres of buildable land is exceedingly hign, He do�s not feel Council
can justify costly irnprovements on land subject to. flo��ding. Mr. Denny
referre�3 to the study made by Hahn Wise & Barber in 1959 in which it
was indicated the existing land use in Redding�was 4°jo in retail commercial,
5% in industrial, 30% + for public use, and 20°jo•in streets; with the remain-
ing _in.resid�ential. The com_ments o-� this firm then were that the amount
of land take:� ul� for public usa was too high --- it should be reduced in
� future planning.
Co�a:ncilman Denny feels there has been minimum d�velo�ment of property
already owned by the City an�3 �vould propose that studies be made �o
�atilize such property. Mr. Denny stated that Redding is situated in a
natural recreational setting -- with Whiskeyto�wn and Shasta Lakes nearby
and, although it would be his wish for the City of Redding to always have
amnle recreatio:ial facilities, he believes the need for parks is o�✓er-
�mpizasiz�d; He further stated it is his thought that as the City's boun-
daries �xtend o�atward; additional land can be acquired for parks in loca-
tions where they can be mo-st„ca.�.venient for the citizens. ,,

Councilman Den.ny said he thought a better use of the Kutras property
would be for good motels an3 restaurants. He feels this would do more
to attract people than a park, especially at night.
Co�zncilman De.�ny said it was his understanding when Co�zn�il o�ayed
th'e �purchase of`tTie B'ez�ton property, any�d'ecision 'relative to purchase
of'the'Kiztras pr"operty would b`e made by tlie �lect'orate, and' the'p�archase
wou:ld'be`financed by'means of'gerieral;`obligatiori bonds.

Councilman .r,h�:tfield s�,id this property is a c�nsp:cuous area when
entering into Redding and feels'this is a comp�blling reason for the City
to p�archase and develop it. He questions the� statem�.nt that v�ie are
`" buyirig'18+`acres `of'build'abl'e larid 'for" 3/4 of a milli'o.� dollars. It is ,
his understanding there are 25 acres of buildable land and tlie balance
of the property is desirable river frontage and can be developed for
canoeing, children's fishing, boat ramps, etc. Councilman Chatfield
further st'ated that Van Bou'rg of the `ar'chit'e'ctural firm who Yielped
develop the auditorium-c�nvention plan said the City should have 22 to
25 acres of land for'the auditorium complex,` and South City.Park is
` ' n'o* adequate for'the auditorium.
Co-.zncilman Doherty asked if the City is committed to again refer the
auditorium issue to a vote�'of the-people. �- � ' ' " �
City Atto'rney Murphy adv'ised"tliis would depend on Gouncil's decision
re'f'iiiancing: 'If`general obligation or 'revenue bonds are to be used,
it would require a vote of the people. If a lease-purchase approach is

City Manager Cowden said that $6500 had been allocated previously
� to purchase a new siphon for the ACID Cana..l, which the A..CID is.to

�' install. However, Mr. Cowden said this new siphon would not correct
all of the flooding problems. He said the De�artment of Public Works
is working on plans to correct flooding in the Parkview Ditch area and,
hopefully, figures will be available in the fall. Mr. Co�;�vden estimates

the total cast will run from $75, 000 to $100, 000.

City Co�ancil and staff at Co��ncil Covnmittee 1eve1 are working on a long
range capital irnprovexnent pr.o;.ram o.� a five-year projection, and one
of the factors being considered in this long range capital improvem�snt
plan is that or storm drains and possible solutions to storm drain l�rob-
lems.

UNIFORM AMBULANCE REGULA TION
City Attorney Murphy reported on a Study of Ambulance Service in
Shasta Cou.nty, pre�are� by S�ap�srvisors Floyd Morgan and Norman
Wagoner, and delivered to Murp?�y in June by Mr. Jere Hurley, Co�anty
Counsel. Councilmen were provided with a summary of this report �����
an�3 its conclusions, inasmuch as the entire report is 135 pages in length.
Mr, Murphy stated _he had also �btaine3 a copy of the State Regulation
and Laws relating to Ambulance Operation �n California an�3 a cop� of
the :ity of Anderson Ordina.nce No. 122. If Co�.�ncil is agreeable,
Mr. Murphy will study the matter with Jere Hurley an�3 Jo:zn Go-�drich, ,
City Attorney of Anderson, and will make a recammendation as to the
feasibility of certain uniforrn regulations being imposed by ordinance
ado�tion by the Co�znty and the two citie s involved.

City Attorney Murphy gave an oral report re the Special Municipal Bond
Election scheduled for September 2$th. Mr. Murp;zy stated George
Herrington of the Bo_�d Counsel firm o� Orrick, Dahlquist, Herrinoton 'f==i/
& Sutcliffe had signe� and returne� the lette.r setting the terms of
agreement which provide, amo:�j o:her thinos, that fezs for all legal
services in relation to this bon�3 proposal would be $4, 200. 00 if the
bond issue passed and, if the issue failed, their fee for services
rendered through the election phase would be reduced to the total sum
of $75�. 00. The firm has supplied members o` staff with a timetable
scned�ule with the first action to take place at the July 6th meeting with
Co�:�.ncil adoptino a resolution ��f public interest and n��cessity.
