The Meeting was called to order by Mayor Moty with the following
Councilmen present: Chatfield, Denny, Fulton, and Moty.
Also present were City Manager Cowden, Purchasing Director and
Assistant,City_Manager Stewart, City Attorney Murphy, Finance
Director Courtney, P�lanning Director Keyes, Public W�rks Director
Arness, and Traffic Engineer Freeman.

Economic.IDevelopment Corporation
City Manager Co;�vden presented a brief statement with regard to the
Economic Development Corporation of Shasta County request for funds
for the. 1965-66 fiscal year and recommended that, if Council is in
agreement, anlam��ant of�$8, 983. 50 be included in the 1965-66 budget
for this agency, �which is the same amount budgeted last year.
Councilman`Chatfield stated he is curre"ntly in favo'r of the City con-
tinuing support of this agency for anothe�r'year: ' ' ' '
Mayor Moty` sa'id his basic thi'nking has not changed 'from 'the views
- expressed at the joint m���tind of th� s�onsoring agencies with the �
� Board of Directors of tlie' Econom��c Development Corporation some ���/
-weeks ago. It-is his belief that the i963 proposal of the Greater
� Redding Chamber of Commerce sets forthF,�he soundest approach to
economic developmf�nt activities in that such activities are natural
to Chambers o� Com?nerce. Mayor Moty stated, however, that be-
cause the Greater Redding Chamber of Com-merc.; proposal is not
acceptable to the other sponsoring agencies at this time and because
he realizes the need to have some appropriate body engaged in
attracting suitable industry to this� area, he will vote in favor�of
sponsorship this year, He indicated, however, he feels this matter
should be re_•vi_ewec�gain next year. '

� ment Corporation from Redding; i. e. , Julius Martin, Paul Droscher,
and Bob Weir, and of Virgil Covington, newly app'ointed' Gener�al Manager.

Corporation Budget for the fiscal year 1965-66 in the amount $8, 9g3. 50.

Proposed Acacia-Pechelli Annex
A pe�tition was filed by property owners requesting consent of the
City�'of Redding for commencement of proceedings of the proposed
Acacia-Bechelli Annex.
Planning Director Keyes showed on the Vu-Graph the location of the
property involved and explained that all but one property owner is in
favc�r of annexing to the City of Redding. Mr. Keyes said it is the
recc�mmendation that after action of the� Lo;.al Agericy Formation
Cornmission, this petition for annexation be referred to the Planning
Commission for report.
Concern was expressed whether it is proper for Co�a.ncil to refer
*,,,T� the m�.tter to the Planning Commission at the sam�� tixne it is re-
' ' ferz�ed to LAFCO. `� However; City A.ttorney Murphy advi�sed there is
noth.ing in the ]aw that w�uld prohibit this action; however, the City
is not permitte� to take any legal �steps until after LAFCO has approved
the application.

Fu11:on that the Request for Commencem��nt of Annexation Proceedings -
Proposed Acacia-Bechelli Annex - be referred to the I.;ocal Agency

Toyon Job Corps Center - Swimming Lessons �
The Redding Community Advisory Council to the Toyori Job Corps
: Center has requested that a swimming instruction program be
autr�orized at the Redding Swimming Pool for the benefit of Toyon
Job Corpsmen, said program to be under the direction of the Redding
Recreation Department and to be held ori Friday evenings from 7:30
to 8;30 P. M.

`�'� � There was a general discussion regarding possible conflict if the
poo:L is kept open for public use in the evenings, City M:anager Cowden
adv�:sed that keeping the pool open evenings for use by the general pub-
lic lzas proved to be an economic loss and such practice was discon-
tinued 4 or 5 years ago.
MrJ'TION: Made by Caancilman Chatfield, seconded by Councilman
Fulton that approval be given to the reque st of the Redding Community
Advisory Coun_cil to the Toyon Job Corps Center re swimming lessons
as outlined above, subject to any rescheduling that might be necessary
if it is decided to keep the pool open to the public in the evenings. The

southwest corner of Placer and West Streets. ; �
The. City Clerk.advised there were no written protests, and the Mayor
ascertained there were no protests from the_floor. _ �
MOTION: Made by Councilman Fulton, seconded by Councilman
Chatfield the public hearing be closed. -The Vote: Unanimous.�A.yes
Planning Director Keyes submitted the recommendation of the Planning
Com.mission that this property be rezoned from an R-3 District to a
CO=BR (Office) District. Mr. Keyes said the Commission had reviewed
the original recommend�tion of this rezoning application, upon request
of Coancil, but again reached the conclusion that the correct zoning
should be CO-BR. He said the Commission feels this zoning appro-
1 priate because it provides yard requirements which exist on nearby
i� `�7 �� property containing offices and the County Office building across the
street. The Commission does, however, feel there is some merit to
amending the CO-BR District regulation to consider eliminating CO-BR
interior side yard requirements and�has .s�t a hearing for July 13th to
consider this matter. Mr. Keyes said if Mr. Pickering, the applicant
requesting the rezoning, wishes to go ahead with construction prior to
such hearing, the Commission will consider a varianc:e. request from
him to reduce the interior side yard requirements from 5 feet.

Councilman Denny guestioned the necessity for.front and side yard
requirements based o:z the reason stated in the recommendation that
the property is in a. ''transitional" district, saying that an office build-
ing is constructed for a long period of time and the so-called transi-
tional p�riod mignt cease to exist before the lifetime of the structure.
Mr. Denny said if the setbacks are desirable for all office buildings
in a particular,area because�of esthetic reasons and this represents
long range planning, this would be a consideration, but he feels
"transitional" suggests a very temporary position._
Mr. Keyes said the word "transitional" was a poor choice .of w.ords;
actually the m��aning the Commission wishes to impart is that side
yards soften the coming together of business anf residential districts.
Mayor Moty asked the difference between. C-1 and. CO-B.R zoning and was
co7.d�it i"s-the type of commercial�use permitted. �M�ayor Moty agrees withthe
Planning Commission recommendation, provided the interior side yard
requirements are eliminated. ` � � � �
M�TION: Made by Councilman Denny that the CO zoning�originally
requested by the applicant be granted and the City Attorriey�be
instructed to prepare the necessary docum�nt. This motion died for
lack of a second.

Councilman Fulton submitted a request of Maurice tMoe) Finn, on behalf
of the Five County Central Labor Council, that Redding City Council
endorse .a resolution memorializing Congre.ss to.enact legislation re the
NationaT �Labor Relations A ct. _ Councilman Fulton said when�this was dis-
cussed initially it was felt it v�ias not prudent for Council to act on`such
matters. Ho�vever, inasmuch" as the Boai�d'of Supervisors have acted
,� 7'��`� favorably on such a resolution, it is hoped Council will do likewise.
1VIr. �Finn appeared before Council and stated he believes this issue is
similar to the reappo'rtioriment issu.e ori which Co�ancil did take a s'tand,
Mr. Finn said they liave been asked� by the A. F."L. and C. I. O. to go to
every governing body for help in' repealing Section 14(b) of the �Nati'onal
� Labor Relations Act (right-to-work law): '
Councilman Chatfield said he is not well versed' on the subject and�would
prefer to rem�.in neutiral. ' �
Mayor Moty said it is his belief Council would be exceeding the scope of
its offieial position if it took an official stand on partisan matters or
issues of national scope which do not have any special impact on cities
in general or the affairs of the City of Redding in'particular. He further
stated that Coizncilmen, iridividually, do `not lose their rights as private
citizens as a result of being elected to office, but retain the right to call
or write their Congressman and express a personal view as to pending
le.gislation�.but, in his judgm�ent, only as a private citizen,

Councilman Fulton commented that the Board of Supervisors must feel
this matter directly affects the people of Redding and Shas`ta County, and
he feels Council should take a stand. �
