City A.ttorney Murp:�y su�amitted a proposed agr.eem�nt to be entered into between the City of Redding an� the Sh.asta Union High School District - p�rtain�no to the National Vocational Educatio:-� Act of 1963 (PL 88-210). This agreem��nt originally submitte3 at the June 7th Coancil meeting has been amended and now provides that the C'ity of Redding shall assum�� responsibility for disbursem��nt of wages, and for Workmen's Compensa- tion and any other insurance coverage it deems necessary. Mr. Murphy stated he does not deem �"other insurance cover�ge'! necessary the way �,,h � the contract now reads. MOTION: Made �ay Coan<cilman Hummel, seconded by Councilman Fulto.� that the Agreement referred to above be approved and khe Mayor be authorized to sign on behalf of the City. POTENTIP.,L HILLTOP A NNEX NO. 2 Councilman Denny reported that the Special Coun�il Committee, due to pressures of time, was unable to meet with staff inembers to draw up a reply to the questions addressed to Council by Hilltop Associates and to formulate a p�licy that would govern such replies in the future. Mr, Denny � advised that a meeting has been scheduled wlth staff for Wednesday afternoon ��'r�'� and a report will be presented to Council at the June 21 st regular Co�uncil m�e ting. Mayor Mo�y appointed Councilman Fulton to serve with Councilman IDenny on this Committee, taking the place of Councilman Hummel whose resigna- tion from Council is effective June 15th. A.MENDMENTS TO MINUTES OF MAY 3RD AND 17TH The City Clerk advised Council that through a clerical error, Approval of M:inutes of the April 19 and April 26 meetings was omitterl fr�m the Minutes of May 3, and Approval of Minutes of May 3 was om�tted from the Minutes of M�ay 17, and requested that�Council, by .a single motio.-�, � authorize the am�ndment of the minutes of these two meetings by in- '� � clusion of _the following: �: M,ay 3 rd Mi.nute s: A.PPROVAL OF MINUTES, MflTION: Made by Coan�ilman Hummel, seconded by CoYancilman Fulton that the min�ates of the regular meeting of A.pril 19th be approved as mailed to each of the Councilmen. The Vote: Unanimous Ayes SENATE BILL 1369 - Sanitary Sewers and Storm Drains Councilman Chatfield reported that Senate Bill No. 1369 re construction of sanitary sewer.s and storm �3rains in Zone 2 of the Shasta County Water Agency �A. ct was �approved Satizrday, June TZth by the Water Resources Committee of the A. ssemi�ly and was piaced on the "Consent" list and will be in a block of 50 bills not subject to debate. It is felt there will be no ,;"' �7� further trouble re getting this bill;;passed. Mr. Chatfield advised that Mr., Erickson o� tlie Buckeye County Water District appeared and said there were some areas which he felt should be ampn�ed but, wnen inform�sd that . it would delay the bill, he did not pre'ss the amendrripnts. � ' Councilm�.n Ch�,tfield thinks we should give somP recognition to A ssembly- woman Pauline Davis who did such a fine job, and to Senator Fred Marler who presented the bill in a very able fashion to the Committee. Mrs. Davis is a memb�r of th� Water Resources Co�vnmittee and mose�. a do-pass of the bill. TURTLE BAY LAND �,CQUISITION Councilman Chatfield reported he has been doing a great deal of research with regard to how to finance acquisition of Turtle Bay property and advised �f ,-_��i Council he hopes to have something to present to Coancil at its next mne�ind. ASSEMBLY BILL 3264 - Lo��al Agency Form�.tion Commission City Attorney Murphy advised Council a com.�nunication has been received from the California Municipal Utility Association (of which Re:�ding is a m��mber) stating their support of Assembly Bill No., 3264, and urging Council . support. Mr. Murphy stated the League of California Cities opposed this bill ;��';1.= and wires were sent over Mayor M�oty's signature to Senator Marler and A. ssemblywoman Davis opposing said bill. Councilman Denny feels the Mayor's original position is the proper one and he would not advocate we change this position. Mayor Mo�y feels, if anything, Council should send another wire stating opposition to said bill, pointing out that the City of Re�.ding is a memb�r of CMUA but, in spite of this, is opposed to A.B 3264, City Attorney Murphy was instructed to send such a wire.
