The Pledge of Allegiance to the Flag was led by Public Works Director
Carl Arness.
Reverend Dayid Johnson, Assistant Pastor of the Seventh Day Adventist
Church offered the invocation.
The_meeting was called to order by Mayor Moty with the following
Councilmen present: Chatfield, Denny, Fulton, Hummel and Moty.
Also present were City Manager Cowden, Purchasing Director and
Assis.tant City Manager Stewart, City Attorney Murphy, Finance
Director Courtney, Planning Director Keyes, Public Wo�s Director
Arness, Traffic Engineer Freeman, Airports Manager McCall and
Superintendent of Parks Smith.
Herman Ebster of 815 Christine Avenue signed the Register.
APPROVAL OF MINUTES
MOTION: Made by Councilman Chatfield, seconded by Councilman Hummel
that the minutes of the regular meeting of May 17th and,the minutes of the
Special Meeting of May 27.th be approved as mailed to each of the Councilmen.
The Vote: Unanimous Ayes.
COMMUNTCATION5
County Corporation 5ite - Ninth Street
Resident on Lakeview Drive requested Council to retain R- 1 zoning of
the site of the old County Corporation Yard with frontage on 9th Street.
Upon being questioned, City Attorney Murphy advised Council the
l�,i�l City has no jurisdiction as to the use the County makes of this property;
i. e. , the .County is not required by law to follow the. City's. zoning laws.
However, Mr. Murphy said if the Co,unty sells the property, the
original zoning will be effective,
Planning Director Keyes advised Council the City has giveri some �
� thought to using this property for street purposes; i. e.,� from Riverside
Drive to Ninth Street. Mr. Keyes feels that in the foreseeable future
there could be 20, 000 trips a day either down Del Mar or Riverside

�� Drive from the Beriton.area ancl the other outlying areas. Mr. Keyes
feels the Departxnent of Pub�ic Works and the.Planning Department
should make a study as to-the feasibility of sucli a.street. Public
Works Director Arness advised it would probably be:next fall before
such a study could be, undertaken by the Public Work'�Department
due to the pressure of other.work.
Mayor Moty suggested that the matter be referred to the Planning
Commissiori for a preliminary survey and that Mr. Cowden advise
Mrs: Caldwell (one of tlie residents on L'akeview Drive) of the
County's prerogative re use of the land and of.the final possible -
use of this property. Mr. Cowden was also instructed to advise
the Shasta County Board of,.Supervisors of the Gity's possible
interest in this property. . . ,
Potential Hilltop Arinex No. 2
A communication was received from Hilltop Associates requesting
info'rmatibn as to the approximate time schedule and the cost to .
larid.owners and developers for the City to provide water, sewer
and elect ric facilities to an.area they hope to develop along..Hilltop
Drive. . . - .'���'{�>�
Planning Director Keyes pointed out on the Vu-Graph-,the area �
involved lies within an unincor.porated area but a small portion is
located in tlie Twin View Sewer District. M,r. Keyes:. stated the l-��!���
developers have the choice of obtaining water from_the'B.u.ckeye
County`Water Di�strict or the Bella Vista Water District.or by
� annexation to the City of Redding. He added that the cost of gettin-g
water to the area owned by Mr. Gregory would be $5-0.; 00,0, which
includes a booster pump, and an a�.ditional $20, 000 would be required
to furnish water to Mr. Graves� pr.opexty. Mr. Keyes.advised that
. the first subdivision to be developed w.ould..be :within the` Twin View
Sewer District so there would be no immediate problem re sewer
facilitie s.
Mayor Moty appointed Councilmen Hummel and Denny to make a
study of this project and report back to Council with a recommendation
at the adjourried Council' meeting to be held on June 14th.

Hearing on Rezoning Application of Mrs. Tillie Weide, RZ-12-65 -

Director Keyes advised.that his offic,e had received two written
protests from Robert Stewart and from R. Goodloe.
Planning. IDirector Keyes advised the area .is presently zoned R-4
and could be used as an office location. .The�ap.plicant wants C-1
commercial zoning in order to construct a drive-in type ice cream �
establishment-. Mr.. Keyes-.said a similar application was.received

the City Council. Mr. Keyes stated.wheri �this' request came before
the Planning Commiss'iori several protests! were received from
residents in the area who feel the noise, lights, 'litter, .ete. , �would
detract from the value of their property. T�ie Commission voted
5 to 0 against rezoning said� area.
The following persons appeared before the Council to protest the
rezoning of.the area because of the potential traffic hazard, noise,
litter,. arid lights, all of which they claim would lower the value
of the property in the surrounding area. '

� 1VTr:' Westlake appeared on behalf of Mrs. Tillie Weide, the applicant
for rezoning, and presented to Council letters frorri:the City Clerk
"and-Police Department_of Anders,on, attesting to tlie .-brderly business
conducted by Mrs. ti��k�i;ae�in Anderson. Mr. Westlake also presented
a petition signed by 46 property owners who favor the rezoning
as requested.
Mr. Cunninghax�, public accountant for Mrs. Weide, �appeared before
Council and stated the tax base of this proposed business is estimated
at $30�, 000 with taxable sales' of $100, 000 per� year. . He said in
addition there would be the �ienefit of additional employment, plus
bu•siness license fees. •

The Redding Junior Chamber+ of Commerce requested the .use of

Mayor Moty stated the Council had no recommendation and feels the

had already gone to the Parks and Recreation Commission,� the

He informed Council of the difficulty encountered when the Skate-
boarders tried to hold a contest'�'in°Panorama Heights which didn't
work out because ;af impeding traffic. He also mentioned �that there
is an access road in the back of P"a'rioxama i�eights which� w:ould be
suitable if it could be blocked off and blacktopped. He said the

does move slowly through committees to arrive at policy. He also

City Attorney Murphy submitted proposed Ordinance No. 801 amending
Chapter 10 of the Redding City Code, covering card rooms. Mr. Murphy
said this ordinance:was prepared at the request of the Chief._of Police
and it expressly prohibits feinale; card dealers in any lioensed card room
as well as clarifyirig �xisting provisions prohibiting hi'ring of minors
as a dealer or other employee in a card room. . � �� �
Councilman Chatfield offered for first reading Ordinence No. 801, an
ordinance of the City Council of the City of Redding amending the Redding
City Code, 1959 as amended, by repealing Section 10-16 and substituting
therefor a new Section 10- 16 pertaining to card dealers, cappers and
boosters in card rooms.
PROPOSED ORDINANCE - Plannin.g Commission Meetings
City Attorney Murphy submitted proposed Ordinance No. 802: which
amends Section 2- 106 of the Code pertaining to regular meetings of
the Planning Commission. Mr. Murphy advised that the section was
amended to change the meeting time of the Planning Commission

by the insurance adjuster employed by our present insurance company
