The m�eting was called to order by Vice Mayor Chat�field with the following Co�ancilmen present: Chatfield, Denny, Fulton, and Hummel. Absent: M:�.yor Mo�y Also present were City Manager Cowden, Purchasing Director and Assistant City Manager Stewart, Finan�e Director Courtney, Director of Public W-orks Arness, and Superintendent of Parks Smith COMMUNICA TIONS 20-30 Club - Graham Bros. Circus M�OTION: Made by Councilman Denny, seconded by Councilman Fulton that the request of the 20-30 Club be approved to hold the j -,� Graham Brothers Circus in Redding on June 2nd and 3rd on the � Dave Hinds prop�rty adjacent to Caldwell Memorial Park with all applicable fees waived. The Vo�e: Unanimous Ayes Asphalt Cowboys - West Coast Shows Carnival Mr. Mike Morgan �.ppeare� �aefore Co�.zncil on behalf of the A sphalt Cowboys and again requested permission for use of the Benton Park property, across the road from ¢he �swimzning p�ol in Caldwell Memorial Park, for the West Coast Shovvs Carnival from June 8th through June I3th. Mr. Morgan said the representative•f£rom West ' Co�:st Shows has advised the A. sphalt Co•wboys they wil�l::;.not come to Redding unless they can locate on the City property adjacent to the swimrning pa�I. They feel the Hinds property does not have sufficient lighting and the access is inadequate, Mr. Morgan also stated the A sphalt Co•wboys derive $I400 from the�Carnival and this money is _�?._'_j L� needed to help defray the expenses incurred for tlie parade, etc. held during Rodeo Week. � Robert Dicker also appeare3 on behalf of the Asphalt Cowboys, stating their plans had already been form�alated when Co�.zncil advised that the Benton Park pro�erty co�ld not be used for. the Ca�rnival. He expTained if Council'would grant permission to use said property this year, as they need the m��ney so badly, the Asphalt Cowboys would � make othe r arrangements for next year. � City Manager Cowden suggested that both the 20-30 Club and the Asphalt Cowboys be allowed to hold the Circus and the West Coast Shows Carnival on the property adjacent to the swim_ming po�l this year as the shrubbery and tree planting planned for this area has not yet been done _and no additional work is planned in said area for 30 � to 60 days. Mr: Co�uvden said Mayor Moty had advised him he was in favor of granting such permission. MOTION: Made by Councilman Hummel, secorided by Co��ncilman � ' Fizlton that permission bs granted to the 20-30 .Club to hold- the Circus and the A. sphalt Cowboys to sp�nsor the West Coast Shows Carnival on the Benton Park prop�rty adjacent to the swimYning p�ol in Cald�well Memorial Park on the aforementioned dates, with the understanding each group will pay for all utilities, will carry adequate.�insurance, and will enter into a Hold.Harmless Agree.ment with the City_;of Redding. The Vote: Un�.nimoas Ayes . . , Councilman Chatfield asked that it b� made a part of the rzcord that it was with reluctance he voted in the affirmative on the above request as he feels once policy is established it should be adhered to. The 20-30 Club representative, Dean Murray, and the A.sphalt Cowboys representatives thanked Council for their action on the respective requests.
