letter received from the Chamber regarding this project; in which
the Recld'ing �Trade� Glub has ag�r-eed�to•pro�vide-�$3, 000., to co_ver the
,l L� � cost of materials for this project. The Chamber of Commerce re-
quest�s=�the' Ci-ty%of�•Re�dding�,to•ab.sor.b �.cos,ts ,of.ins,tallati:on �nd annual -
maintenance 'and� op-eration.- -lnstallation.costs are estiinated to be
$1, 381. 58 and annual maintenance and operation cost is placed at
$860. 00. Mr. Hummel said money is available in the Utility Fund
for this purpose.

Denny that Council approve the exp enditure of $1,381. 58 for the in-
stallation of lights near the A CID Falls and the annual expen�iture of

,RESOLUTION PROHIBITING PA.RKING - Eureka Way
City A.ttorney Murphy requested that this item be held over to the meeting
of June 7th because the City has not received approval of tlie St�ate D'ivision

of Highways re prohibiting parking on a. portion of Eureka Way. . Such ��-J
approval is necessary because Eur.eka W�y is a State,Highway. Council
agreed to this request.
SANITA. RY SEWER - Court Street
Director ofHblic Works Arness submitted a brief report on the installation
of a new 6" sewe:r line on the west side of Court Street between Sacramento
and Placer Streets.: Mr. Arness stated two of the abutting property owners
had financed this project, It was the recommendati,on of the Department of
Public Works.that City .Council accept the improvement as being satisfac-
torily completed and accept the improvement for operation and maintenance �� --;
as a portion of the City of Redding sanitary sewer system. �
Councilman Chatfield raised the question -- if the City accepts the improve-
ment, can there be an assessment district formed; so that the property owners
who. financed the project can be reimbursed?

Mr. ,.Ed Ness of the firm Sturgis, Den-Dulk, Douglass & Anderson was
asked his opinion.on this matter and he stated he believed if the City
accepted the improvement an assessment district co-ald not be.formed.
Mr. Arness ..requested this item be dropped from the agenda.

Councilman. Humrnel summarized the report submitted by the Council
Committee,(Coancilmen Hummel and Fulton) re the program to be insti-
tuted with •reference to�dances at the Grange Hall. � ^This program includes
supplementing oar policing of the area on the nights of dances with� tlie
operators of the dance supplying one of the six off-duty policemen tliey ,j� �
hire to ride in the patrol car with the City policeman. Sheriff Ba1ma
will, to the best of his ability, supply additional patrol activity within the
unincorp�rated territory of the County near the Grange Hall on nights of
dances.
M�r. Hu.mmel ,said, any further proceedings in.relation to the dance com-
plaint petition�shall be continued for a period of ninety clays to see if the
above measures�will eliminate or reduce within acceptable liniits the
, problems,camplained of in the p�tition.
A.. communication dated 5/13/65 was received from Mr. Jacic Halpin,
A.ttorney for the Redding Grange, concurrina with the recommeri�3ations
of the Council Committee, and requesting that he be notified if there is
any further difficalty during the ninety day period so corrective m�asures
may be ,taken. • City Manager Co:�vden, was requested to_follow through on this.
MOTION: Made by Councilman Denny, seconded by Councilman Chatfield
that the recommend�.tions of the Council Committee re the Grange Hall be
ap�roved as oatlined in the Council Committee. Report dated 5/12/65. The

PROPOSED ORDINA.NCE - re Zoning Text Change, - ZT.-.1 -65
Councilman Chatfield reviewed the proposed ordinance which amends off-
street parking and miscellaneous zoning requirements, including zoning
definitions, explaining the purpose of the ordinance is to make it more �,�
usable -- and to make the work of the Building inspector and Planning / �
Department easier. " Coancilman Chatfield said the Council Committee was
in agreement on most sections of the proposed ordinance but had differences
of opinion re off-street parking requirements. Co-an�ilman Chatfield objects
to includino specifications for off-street parking in ordinance form and to
requiring certain construction b}r private parties on private prop�rty. He

feels if specifications for-parking lots are included in the ordinance;__it
should be by standards. � Th•e three�specific points whieh Co�ancilman --
Chatfield ob,jects to are in Section 30-17. 1 of the proposed or,din�.nce;�
i, e. , (1') he questions lighting requirements of . 5 candlepo�wer.pe.r..sq. ft.
of parking area; (2) he doesn't feel tHe specifications for paving are
su.fficient; and (3) he believes it will create a problem for the Department
of Public Works in checking grading, etc, of parking lots.
Councilinari Hizmmel stated the Committee-Report presented his point
of view that he shares �ivifh the Planning Department and �Planning
Commissiori: He further stated that an ordinance i•s �not an unusual
vehicle for establishing staridards but he would have ,no objection to
establishing standards�elsewhere -- for off-street-pa•rking requirements.
After considerable d'a.scussion regarding off-street parking requirements,
it was suggested by Mayor Moty that the proposed ordinance be offered
for first reading up to 'paragraph 2 of Section 30-17. 1� (page 18 of the
pro�ased ordinance)� and that the Minimum Specifications set -forth�in-
said paragraph be established by resolution rather than-ordinance.• .
Planning Director Keyes stated there may be several sections �from page
18 on of�the proposed ordinance that would be more desirable in the
ordinance rather than in �. resolution. � � - �- � -
City Atto'rney Murphy recommended that Coancil-offer for first reading
the ordinance as presented with the exception of paragraph 2 of Section
30-17. 1 and that the ordinance be returned to the Planning- Co�-nmission
for reviev✓ and report as required by State Law, and that the City Attorney
be instructed to prepare a new draft of paragraph 2�of�Se�ction� 30-17. 1, re-
taining the necessar'y generalized language and providing for .the imposition
of specific standards of parking lot con�struction by separate-counc.il rresolu-
tion. .. . .. . .. ...

s.ection 7 of Section 30-6, 5ubsectio:� 7 of Section 30-7, and Subsection 6
of Sectio:z 30-8, aind substituting therefor new Sections 30-1, 30-3, and
Section 30-5. 10, and new Subsections as follows: Subsection 7 of-Section
30-4, 5ubsection 7 of Section 30-5; Subsection 7 .of Section 30=6, Sub-
section 7 of 30=7 and Subsectiori 6 �of Section 30-8,� and by adding Section
