COMMUNICA TIONS:
Complaint re Grange Hall Dances _
Mr. Werner A.hrbeck;. Attorney; pppear_ed.on.behalf of. a group
of -'citizens who reside i --n the vicinity:of .the, Grange Hall and
presented a petition signed by X238' of •said- citizens:: The petition
urges that the Redding Grange or other persons using the Grange
'"'Hall --be prevented.from holdng;.public dances in said hall or, in
lieu thereof, to properly police said area to prevent the continuance
-of th-is.publ c'lnuisance.., : The,.pr,eamble of.the.petition contains the
allegations of the petitioners re the public dances at the Grange Hall.
It -was brought out that three off=duty policemen and one police
matron are required to be. present at each, dance; however, this
has not corrected the problems set forth in the petition.

City Attorney Murphy advised he had been contacted by Mr.
Halpin, Attorney for the Grange, who requested that no action
be taken by Council until he could present his findings.
Vice Mayor Chatfield appointed Councilmen Hummel and Fulton,
City Manager Cowden, Police Chief Lincecum, and City Attorney
Murphy as a Committee to investigate the .problems and report
back to Council on May 17th at 7:30 P. M.
Hat _Creek Grange - Sales Tax
The Shasta County Board of Supervisors forwarded a letter re-
ceived by them from the Hat Creek Grange protesting the City
of Redding being allowed to,retain 10010 of the sales tax collected
within the City Limits. This was an information item only and
no action was taken.
American Legion Auxiliary
MOTION: Made by Councilman Hummel, seconded by Councilman
Fulton that permission be granted to the American Legion Auxil-
iary, Shasta Unit 197, to sell Red Crepe Poppies on Redding Streets
on May 28 and 29, as requested in their letter of April 10th. The
Vote: Unanimous Ayes.
_City..of Long Beach - re Legislation-,
A - communication was received from the City of Long Beach
requesting favorable consideration by Council of proposal urging
State Legislative Representatives to sponsor and support a
Constitutional Amendment which will permit cities in California
to levy a 2jo gross_ receipt_ .tax, on telephone ;companies doing busi-
ness therein..
City Attorney. Murphy stated -that Mr._ Werner Heidrich of the
Pacific Telephone Company would like to be advised when Council
action is to be taken on this matter so that he can appear on behalf
of the Telephone Company. Mr. Murphy also, reported that the
League. of California, Cities is sponsoring a similar Amendment;
however, it proposes a 1% levy rather than the 2 jo.
MOTION: Made by Councilman Hummel, seconded by Councilman
Fulton that this matter be tabled until the.May.3rd meeting, and
Mr... Heidrich be _so -advised. The ,Vote:- Unanimous Ayes.
California State_ Citizens for Decent Literature - Legislation
A communication from the California State Citizens for Decent
Literature urges Council support of A. B. 1313 designed to
strengthen our laws governing obscenity. 2 --
MOTION: Made by Councilman Fulton, seconded by Councilman
Hummel that this matter be tabled until the May 3rd meeting,
in _the absence of a full council this meeting. The Vote: Unanimous
Ayes
City Attorney Murphy was requested to check -into the background
of the organization "California State Citizens for Decent Literature. "
Terence Pierson
Mr. Terence Pierson, Attorney, offered to serve on civic
committe-es in his letter to Council of April 14th. 7
Vice Mayor Chatfield commented that it is refreshing to receive
such an offer. Mr. Pierson's letter will be kept on file for future
reference.
Asphalt Cowboys - Rodeo Week
In a letter to Council dated April- 14, . 1965, the Asphalt Cowboys
made the following requests:
1. Council to -pass a resolution pertaining to Rodeo Week and
the Parade
2. Council permission to sell string ties during Rodeo Week
3. Council -to waive any and all fees
The letter also stated that clearance had already been received
-from Mr. Herb Miles, State Division of Highways, for the Rodeo
1 -) Parade to be held on May 22nd beginning at 10:00 A.M. , over
the same route as last year.
MOTION: Made by Councilman Hummel, seconded by Councilman
Fulton that the above stated requests of the Asphalt Cowboys re
Rodeo Week be approved, and the City Attorney.be directed to pre-
pare the necessary resolution and present it at the May 3rd meeting.

MOTION: Made by Councilman Fulton, seconded by Councilman Hummel
that PROCLAMATION designating the month of May, 1965 as Senior
Citizens Month in the City of Redding be approved, and the Vice Mayor

U I The City Clerk advised there were no written protests, and the
Vice Mayor ascertained there were no protests from the floor.
City Attorney Murphy submitted a redraft of the proposed ordi-
nance re Zoning Text Change which had been prepared showing
changes proposed by the Council Committeemen. He advised
that the Planning Commis §ion had not' yet. had the opportunity to
review these suggested changes. .
MOTION: Made by Councilman Hummel, seconded by Councilman
Fulton the public hearing be closed. The Vote: Unanimous Ayes
Inasmuch as a full Council was not present, it was decided to

hold this Zoning Text Change item over for the May 3rd
meeting. Council Committeemen Chatfield and Hummel
will meet with "staff prior to the May 3rd Council meeting

March 19th, recommends Council support of this organization's

that the bid be awarded to the low bidder, J. H. Baxter Company.

AGREEMENT WITH GENERAL ELECTRIC - Price Adjustment-
Purchasing
.djustmentPurchasing Director Stewart submit'ted-'a letter explairiing a proposal
and agreement received from the General Electric Company re price
adjustment which, on purchases of $18, 902 from said Company during
the period of so-called price fixing, amounts to $1, 242. 00. Mr. Stewart
stated this adjustment is the oatgro-'ovth'of'a suit by the'Justice-Department
against the major electrical equipment manufacturers in the United States
for collusive price fixing. Mr'. 'Stewart'explained• the City has the pre-
rogative of bringing suit against G.E. and possibly recovering triple
damages; however-, it is- staff's opinion that legal and other expenses would
more than off set any amount gained over the voluntary price adjustment
offered by General Electric.

VARIANCE PERMIT APPROVAL
Planning. Director Keyes -.submitted the Planning Commission
recommendation re request by Ron Farley to construct a single
family .dwelling over an existing sewer _on Lots. 19 and 20, Block C
Highland Addition, easterly side of Mesa .Street about 125 ft.
southerly of Placer Street. The Commission recommends approval,
subject to provisions required by the Public Works Department re
enc,a,sement of the sewer within concrete, location of building foot-
ings, etc.., and also recommends a "hold harmless" and "right to /
enter" agreement be.enter.ed, into with Ron. Farley.

Public Works Director Arness submitted the Analysis and Recommendation
of Award of Bid for the Construction of the Rosaline Avenue Trunk Sewer
Extension - Bid Schedule No.. 328, which stated it was. the. recommendation
of the Department�of Public Works that the contract for this work be awarded
to the low bidder,- Jess Hogg & Son. Mr, Arness also requested Council
approval for an.additional amount of $3,.000 to extend the. line westerly to
Edith Avenue,. pointing -out that improvements _are to be, made in the very
near future to properties lying west of Mercy Hospital,_ and such informa-
tion was not known at the time the call for bids was prepared. Mr.
Arness said the low bidder has orally,,agreed,to place the additional line
.,at.his_ unit..bidefigures.

that the recommendation of Public Works Director Arness be accepted
and that Bid Schedule No. 328 be awarded to. Jess Hogg• 8z Son, 1416

It was unanimously agreed that this agenda item should be carried over
to the adjourned. Council meeting scheduled for April 26th, inasmuch as
Councilman Fulton explained he would have to abstain from discussion
and voting on this item as he is a, resident of Redding Heights.
CURB, GUTTER, AND SIDEWALK CONSTRUCTION PROGRAM
Public Works Director Arness, advised that all items of work on the Curb,
Gutter, and Sidewalk Construction Program, Phase II have been com-
pleted, and it is requested that Council schedule a .final public hearing.

that a final _public hearing be -set. for 8:00..P. M. ; May 17; 1,965 on
Phase II of the Curb, Gutter, and Sidewalk Construction Program. The

City Attorney Murphy submitted an extension of lease between the City
of Redding,and L.- A.• Butz bach fora peri -6d of one y'e'a -r-, ending on
April 30, 1966. The land being leased by Mr. Butzbach is located on

RESOLUTION - Agreement between Southern Pacific and City of Redding
City Attorney Murphy, offered Resolution No. 343'2. approving an A. greement
between the Southern Pacific Company and the City of Redding pertaining
to the installation of crossing gates within the City and authorizing the Vice
Mayor to execute same for and on behalf of the City. Mr. Murphy stated
the agreement received from the Southern Pacific Company did not contain
the wording of the Whitep.aks formula with respect to allocation,of;;main-
tenance costs of said signals, as agreed to at the Council meeting held on 1
February 4th; however, Mr. Murphy prepared a new page 2 of the agreement
incorporating the Whiteoaks formula, and the Southern Pacific Company
has agreed to the new wording.

that Resolution No. 3432 be adopted, a resolution of the City Council of
the City of Redding approving an agreement between the Southern Pacific
Company and the City of Redding, pertaining to the installation of crossing

DOG LI_C_ENSING_ - Recommended Changes
City Clerk Mildred Brayton submitted the following recommendations re
dog license fees:
1. Establish a provision for issuing a duplicate license at a
50� fee in the event dog tags are lost.
2. Increase the penalty from the present $1 to $5 for failure
to register any dog within the time required by Section 5-13
of the Municipal Code.
It was also recommended that where a dog owner has been notified to
obtain a dog license and will not do so, this be considered a misdemeanor
violation under Section 5-32. 1 of the Municipal Code.
MOTION: Made by Councilman Hummel, seconded by Councilman
Fulton that the recommendations of.the'City Clerk with- respect'to
dog licensing be approved as outlined above, and -the. City A. ttorney be
directed to prepare the necessary' document. The Vote:' Unanimous
