Lt. Robert Engel of the Salvation Army offered khe invocation.
The meeting was called to order by Mayor Moty with the following Councilmen
present: Chatfield, Denn}r, Fulton, Hummel, and Moty
,�lso present were City Manager Cowden, Purchasing Director and Assistant
City Manager Stewart, City Attorney Murphy, Director of Finance Courtney,
Director of Public Works A;rness, Planning Director Keyes, Superintendent

MOTION: Made by Councilman Denny, sec•onded by Gouncilman Chatfield that
the minutes of the regular meeting of March lst be approved as mailed to each

Local Agency Formation Commission advises that public hearing

Shasta Historical Society �
Mr. R. S. Ballou of Igo appeared before Council on behalf of the Shasta
Historical Society and requested once again that Council consider making
the Carnegie Library building available for a museum in which the Shasta
Historical Socie.ty can place its artifacts and a.lso meet. With Council's
approval, Mr. Ballou said the Society could contact the National Trust �
� for Historic Preservations,• 815 17th�Street, N. W. , Washington, D. C. �U �
re financial assistance or guidance on restoring.the Carnegie Library
building. Mr, Ba11ou stated the Historical Society.would undertake
� • restoration of the building at no cost to the City in exchange for a long
term lease at a nominal sum. �
Mayor Moty appointed Counci,lmen Fulton and Denny, and City Manager
Cowden to serve as a committee to keep in touch on this proposal and to
explore the various alternatives that the City might pursue re the Carnegie
building and site. � �
Members of Council agr.eed that it would b� in order for Mr. Ballou to
� contact the National Trust for Historic Preservations but :set a time
limit of August lst. It is felt that if no decision is reached to utilize
the building by the time the 1500 California block demolition.is scheduled,
the Carnegie building should be demolished at the same time.

Councilman Chatfield abstained from discussion and voting on this item.
, The hour of 7:30 P. M. having arrived, Mayor Moty opened the public
� hearing on Rezoning Application RZ-8-65, Beutke Annex.

Planning Commission Recommendation dated March 15, 1965_
The City Clerk advised there were no written protests.
Mr. _Alvin Cibula, Attorney at Law, submitted a letter of protest on
behalf of his clients, _ Redding Panorama Heights, Inc. , .anc�F. O. Beutke.
Said letter contained the recommendation that - (1) The property consisting
of approximately 18. 20 acres in Application RZ-14-63 be excluded from
, the rezoning being considered under RZ-8-65, and (2) tiha� consideration
� � �/ of rezoning application RZ-8-65 be deferred for 90 days, by which time
a Master Plan will be completed by the developers of the property.
Mr. Cibula explained that the property of his clients had been zoned in
January 1964 to its present classifications and his clients had proceeded
accordingly with the development of their property. Mr, Cibula further
stated thaf if the proposed rezoning is adopted, his clients will suffer con-
siderable financial hardship.
Planning Director Keyes brought out the fact that the,R-3-15 classification
had not been established when the area was zoned in January,1964 and the
Commission feels the terrain of the area now classified as R-3 would be
more suitably classified as R-3-15.
MOTION: Made by Councilman Denny, seconded by Councilman Hummel
that the p�.zblic hearing be continued to A,pril 5th at 7:30 P. M.

� Councilman,Denny stated that he would be unable to attend the regular
Council Meeting on .�f.,pril 5th but wished to go on recprd as supporting
. . the position that had been stated by Mr,, Cibula on this matter. Mr. Denny •
wa� a member of_the.Planning Commission at the time of the original
zoning of the 18. 20 acres as R-3 and he feels there iS a prin�iple involved
which should_be of great conce.rn to the Council and,the Commission; i. e. ,
the stability and durability of zoning o.nce-it is made. Mr. Denny feels
that zoning made in 1963 should :not b� changed in 1965 if nothing has
changed but the zoning philosophy of the Commission. Mr. Denny b�lieves
this poses a threat to the.economy of .our City since it will tend to destroy
confidence in our actions and decisions,. Mr. Denny also ,restated his
objections to R-1 zonina as a holding zone. ,
Planni�g Director Keyes sta,ted the Commission has given some thought
to studying all R-.3 District�,;� with the thought of changing _them to R-3-15.

The Department of Water Resources annoances meetings scheduled on

Citizens Committee for Balanced Legislative_Representation
The communication from this Committee 'reqixe-sted the supp.o`rt :of::Gou�ncil � 7 .�
re legislative apportionment. Council tabled the matter for further study.
• A„J. Mansfield - Lease 1500 Block, California Street ,
I�Ir. �lvin Cibula appeared ,on behalf of Mr. Marisfield,and advised Council
that I�/Ir. Mansfield has expended considerab'le money on roof repairs at
` 1519 California Street (building owned by City and .leased by Mr. Mansfield).
Mr, Mansfield therefore xequests a reduction in rent to $35. 00 per_month ,, �,�
for the remaining time he will be a1,Io��ed to occupy the building. "''
Mayor Moty referred the matter to the City Manager, City Attorney, and
Director of Finance for report and recommendation at the next regular
Council meeting on April 5th. '

W. L. Wingate - L,a1�e Blvd. . . ,
Mr. Wingate's letter received March 2nd re property on Lake Blvd, is
being referred to the Director of Public Works so that if Lake Blvd, is -��C�
widened or new grades are set, consideration can be given to Mr. Wingate�s
problem at that time. � ' '
Red Cross Report
Robert Jordan presented to Council a brie.f cqmpilation of flood damage
in the 5 northern counties of California that were assisted by the Red
Cross in December 1964 an� Jarivary 1965. Mr. John Reginato stated � l,`;
it would be appreciated if Council would endorse in principle the 1965
Red Cross Fund Drive, urging.the support of �he people of Shasta County
in the campaign for $20, 000. .
Mayor Moty aske� Councilman Hummel the status of the United Fund
Group, stating it was his <belief that all' fund drive s should-be �u�nder
one United �Fund Drive. Cou'ncilman Hummel advised that the-Unite�
Fund hoped�to get�underway this coming�fall; ho�;uever, such a drive
� would be for the year 1966 and this Red Cross Drive is for the year
� 1965. � �

Hummel that the City Attorney be directed to prepare a resolution

City Attorney Murphy presented his report on the•legality of the City of
Redding cont�ributi.ng: money to;;Redding Youth Baseball, Inc. The.,prevailing
legal opinion at the present time appears to be negative ac,cording: to the
findings of the City Attorney. However, the,fCity:can construct and provide
facilities which Redd:ing Youth Baseball can use for their program and�can `� �'(
employ recreational personnel -- umpires to umpi�re thei•r. baseball games ,� ('�;
and.othe.r organized sports activities which are carried on as part of a

It was 'recommended��that Walk=Don'�t Walk�pedestrian,signals be in-
stalled at Market and S:a.cramento Streets at an approximate cost of
$1, 900, of whic'_n $950 will be borne by the State Division of Highways.
Anticipated construction in this area will_ve,ry shortly produce a .con- �
siderable increase in pedestrian traffic, according to the Commission, �� �
� and they feel this is the proper time to ask for t�he signals to be con-
structed since the State Division of Highways.will participate in the
� � construction: Councilman Ful�ton raised-the question re the advisability
of installing the same type signals at Market and South Streets; however
it�was 'poirited out �that" pedestrian�traffic at that corner didn°t warrant

Director of Finance Coartney advised there is money in the unappra-
priated reserve fund ;for this installation but it will re�u�re a resolu-
