Christensen, had requested that an inverted "L" shaped property owned by Mr. Christensen be classified as C-1 but •that �he Commission p�eferred to retain said prop�rty in the "U" District as a !'nolding!' zone �antil the future width of Canby Road is established, �Mr. Keyes advised that it was the Rlanning Department's recommex2dation that the entire area be zoned R-1 as a "holding'' zone, based on�the belief that a "U"�District is an improper. Christensen a�nd-stated that as.long as Council is �in the process of trying to eliminate the large amount of "U" Districts, perhaps now vvould be the time to establish the C-1 buffer zone. Mr. Sondag said he believes sufficient�right-of-way now �xists or� Canby Road and would like Council consideration re C-1 zoning of the.Christensen property along Canby Road. The`re' was'considerable discussion on��he merits of R-1 versus "U." . as "holding" zones:= -Councilman=Der�ny said he believes "U" zonirig allows greater fiexibility in areas where development is not known and that he would support the Commission's recommendation if he cauld be assured the court would not overrule Planning Commission decisions on U�e Permits i`ssued 'in "U''' Distriets. There was considerable discussion regarding'the�sewe-r: district, relating primarily .to the fact that :Districts -4 and 5 (City�of •Redding,);will assume � three fifths of the tax burden but.will liave only two fifths of the say.
