January 11, 1965
The Pledge of Allegiance to the Flag was led by Rodney Ott, President of
the Senior Class at Enterprise High School.
The meeting was called to order by Mayor Moty and the following .councilmen
were present: Chatfield, Denny, Fulton, Hummel and Moty.
Also. present were City Attorney Murphy, Planning .Director Keyes, .Planning
Draftsman Dale Stone, and Assistant City Engineer Jack Lang.
Mayor Moty welcomed Mr. Don Brown,. teacher at Enterprise .High School,
and the following senior students who are in his American Problems class
studying local government: Stephen Winn, Pat Kohn, Rodney Ott, Susan
Stanley, Bruce Zagaris, Melennie Gould, Linda Sattler, Jean Parker,
Sheila Halverson, Linda Giedt, Kathy Ferguson, Cathy Crow, Ward
Simonis, and Duane Sidebottom.
APPROVAL OF MINUTES
MOTION: Made by Councilman Denny, seconded by Councilman Hummel.
that the minutes of theregular meeting of January 4th be approved as
mailed to each of the councilmen. , The. Vote: Unanimous Ayes.
COMMUNICATIONS
Protest - Stop Sign Removal '
Letter dated 12/31/64 from Mrs. Olivia White protesting the removal /
of .stop signs on East Street (Placer and East)..
This communication was referred to the Parking and Traffic
Commission for further study.
Commendation
Letter from Sister Mary Bernardine. of Mercy Hospital expressing
appreciation to the City Public Works Department for ,assis.tance in,
keeping the access .road open to Mercy Hospital during the recent
snow storm. .
CLAIMS FOR DAMAGES AND PERSONAL INJURIES
Charles C..Adamson
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton, that Claim for Damages filed by Charles C. Adamson,
5611 Kofford Lane on .Januar y 7, 1965, be referred to the City
Attorney and the City Insurance Carrier, and the.City Clerk be
instructed to reset the Claim on the agenda for February 1, 1965.
The Vote: Unanimous Ayes.
Mary Margaret Cameron
MOTION: Made by Councilman. Chatfield, seconded by Councilman
Fulton that Claim for Personal Injuries filed by Mary Margaret
Cameron on December 31, 1964, be refer red.to the City Attorney`
and the City Insurance Carrier, and the City Clerk be instructed
to reset the Claim on the agenda for February 1, 1965. The Vote:
Unanimous Ayes.

SETTLEMENT OF CLAIMS
City Attorney Murphy reported notice has been received from Carl A.
Y Williams and Sons, Inc., `that the Jerry Lane Claim was settled in the
amount of $50. 00.
ORDINANCE - Unclaimed Property, Police Department
MOTION: Made by Councilman Chatfield, seconded by Councilman Hummel
that the full reading of Ordinance No. 785 be waived and.the City Attorney
be directed to scan the -same. The `Vote: Unanimous Ayes.
MOTION: `Made by Councilman-Humrnel, seconded by Councilman Chatfield
/ that Ordinance No. 785 be adopted, an ordinance of the` City Council of the

City of Redding .amending the Redding City Code, 1959, as Amended, by
repealing Section 21-17 and substituting a new Section 21-17, pertaining to
the disposition of unclaimed property in .the possession of the Police
Department:

AIRPORT COMMISSION RECOMMENDATION
Airport• Manager McCall submitted a recommendation of the .Airports
Commission to replace all cable tie -downs at Redding Municipal Airport
with individual (cement dead -man) tie -downs.
MOTION: Made by Councilman Hummel, seconded by Councilman Chatfield
approving the recommendation of the Airports Manager as outlined. The
Vote: Unanimous Ayes.
Councilman Chatfield recommended the Airports Commission check into
the use of chain rather than rope for tie -downs at both Airports.
RESOLUTION Airport Tie -downs
MOTION: Madeby Councilman Hummel, ` seconded by Councilman Chatfield

that Resolution No. 3389 be adopted, a resolution of the City Council of the
City of. Redding authorizing the repair and alteration of certain tie -downs at
Redding Municipal Airport and authorizing the transfer of the necessary
funds to pay the cost of such work.
Voting was as follows:
Ayes: Councilmen - Chatfield, Denny, Fulton, Hummel and Moty
Noes: Councilmen - None

PROPOSED GENERAL PLAN PROGRAM
Planning Director Keyes introduced the following persons present at this
.meeting who have an interest in the Proposed General Plan Program for
/ Redding: Planning Commission members Jim Hull, Max Hveem and Paul
d� H Stathem, Shasta .County Planning Director James Herbert, Robert Hill,
Chairman.of the Redevelopment Agency, and Bob Young, of the Division of
Highways . ,
After a short resume setting forth the reasons for the need of such a
General Plan, Mr. Keyes introduced Mr. Williams and Mr. Cook of the
consulting firm of Williams, Cook and Mocine who submitted the Proposed
Redding General Plan Program dated December 31, 1964.

Messrs. Williams and Cook explained the proposed program in detail,
and indicated it is possible that some of the detailed studies proposed
in this program may not be desirable or necessary.
Following a general discussion of the proposed program it was referred
to the Special Council Committee, composed of Councilmen Denny and
Chatfield, for further study with the Planning Commission and it was urged
that all Councilmen make their feelings known to the Special Council
Committee.
Mayor Moty advised Messrs. Williams and Cook that Council will come
to a decision by February 1st with respect to approving the scope of the
Proposed General Plan.
COMMUNICATIONS
Summary of Apportionments of Motor Vehicle License Fees
for the period June 1, 1964 through November 30, 1964.
There being no further business, on motion of Councilman Fulton,
seconded by Councilman Denny, the meeting was adjourned.
