Vice President of the Jaycees, appeared before Council and stated, that .

Mrs. Marjorie Bland - Beatrice Kempf property
A comrriunication dated Decembe-r 18th .w. .as. received from Mrs. : Marjorie
Bland re the inequitable assessment of the Beatrice Kempf propertyi�n the
Wisconsin Avenue-Ridge Drive Assessment District. The City Clerk read
the letter in full.

Councilman Chatfield commented that it is difficult to find one method
of assessment that is equitable to all property owners and he can appre-

Barnard Communication re Linden Avenue Improvements
In a letter dated December 12th, Mr, and Mrs. Barnard offered to con-
�ey six lots on Linden Avenue to the City of Redding for $l. 00 for the
purposE of_ d'eveloping a playground for the children of the area, subject
� to certain stipulations pertaining to proposed improvements in the
,��' Linden Avenue Area.
Councilman Chatfield advised that the Council Committee's studies
on the proposed improvements are not complete and the Committee
would not be able to recornmend at t:his time whether the City should
consider accepting the lots under the stipulations provided. The rnatter
was referred to the Committee for consideration.
Redding Chamber of Commerce - re Civic Auditorium
A communication dated December 16th was received from the Redding
Chamber of Commerce supporting Council's decision to wait until
�-�� February 1, 1967 before making any move on construction of the Civic
Auditorium.
Linden Avenue Committee �
A communication dated December 14th was received from the Linden
Avenue Committee giving statistics re disposal of animals at the Redding
City Dump, requesting that the Cornmittee be given total cost estimates
�(�� as soon as possible for the entire job of sewer, ditch, streets, sidewalks,
curbs and gutters in the area, and that Council and staff investigate
possible emergency help from Federal agencies. Mr. Leroy Anderson
and Mr. Barnard appeared in support of the above letter.
Councilman Chatfield commented that the burial area for dead animals
is not in the Linden Avenue drainage area; however, both Mr. Anderson
and Mr. Barnard said they had witnessed the burying of dead animals
in the landfill-s e ction of�the dump.
Mayor Moty asked who was burying the animals and was told that
individual,citizeris and Veterinarians are using the burial area. The
crematorium is only ruri at scheduled times and if the schedule does
�, not coincide with the needs of the Vets, they must dispose of animals
in the burial area.
In a general discussion of this matter, Councilman Denny said he felt
it was unfortunate that this partieular issue had been raised as it implies
that the City is not concerned about the outflow of sewage. He said he
would like the residents to know th�at he feels the City has an obligation
to take care of the effluent, whether from decayed flesh or other types
of garbage, and he believes the City must and will discharge its responsi-
bilities�as far as effluent is concerned.
Councilman Chatfield presented two recommendations of the Council
Committee: (1) That City Manager Cowden be directed by Council
to investigate all means of aid programs to finance improvements in this
area, and (2)�the Redding Redevelopment Agency be requested� to investi-
gate and report to Council the feasibility of an Urban Development pro-
gram and to outline briefly what the procedures are in relation to_pro-
viding housing for people who live in an area of this nature.
MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton
that Council instruct�the -City Manager to investigate �what assistance pro-
grams are available-under HUD and�. other agencies and to�also refer�the
matte r for review;� stud"y;-and report �to-the Redding -Redevel.o�ment Agency.

Councilman Dohe rty sugg.e sted that. rathe r. than delay any.fu rthe r
action��until word is received.from.HUD.; �Council.and staff continue
to study the problem for a local-solution: . • �
Mayor Moty asked if any thought had been given to the total private
lands in the area with the possibility .of.the City buying the pro,perty,
and Councilman Chatfield .said there was.discussion r,e this matter.
John Claybo�rne appeared before Gouncil and said that although he -,
did no.t now live in �the area�•he- did.-own property there.-and�.asked�what_
would happen if the City bought all of the property. :He was told. it
would� be left as a' drainage area. �He was also told that although the :
street and sewer improvements would not be prohibitive, the drainage
ditch would cost about $4, 000 a lot, which would have.to'be paid for. .
over a period of 15 years. Mr. Clayborne commented that the people
in the area could not afford to.pay �that much and' Mayor Moty:stated
that was why the City Manager was going to investigate possible
assistance programs available. � � � � � �

COLEMAN INN .
City Attorney Murphy gave.a, progress repor.t on the Colem•an.Inn which re.-
vealed that since the District Attorney notified the :proprietors: to abate the
public nuisances complained of by residents of the. neighborhood, there:have
been no complaints made to the Police Department by said residents. The ���
County Health Department reirispected the.Coleman.Inn on Dec.ember 8'th and
found eleven Restaurant Act violations still existing, as well as one City Code
violation, and it is the recommendation of said Department that if the pr,emises
are not'completely �in compliance.with both State..and.C.ity req.uirements by_
December �22rid, �the City restaurant�permit application be denied�and the
business ordered closed. The ABC hearing has not yet been schecluled.

City Attorney Murphy submitted the following resolutions pertaining

to whether the City would be held liable for failure to carry out any of
the recommendations contained in.the se elements. City -Attorney Murphy
said no, that these' elements are planning goals or.aims,and .that:Council
has'the power �to'amend these goals. .Mr.; �Murphy also said that Council
. has'al'ready approved rriost'of'these elements but they have never been
included as elements of the General Plan.

Mayor Moty stated that because of� information that has come to the
attention of Council, he would like to institute a committee charged with
the responsibility of investigating and pursuing the possibility of a four �(��
year college or university in Redding. He requested members of Council

representatives on this committee�.
LITIGATION - Executive Session
At the request of the City Attorney, at 9:50 P. M. Mayor Moty ordered an
Executive Session to discuss settlement of pending litigation. Council
returned to open meeting at 10:00 P. M. and the City Attorney requested �3�%
that Council declare this matter an urgency�item�and authorize him to
settle the litigation in the case City of Redding vs. C. E. Piersall for an l�c�
amount of $480.

PINE 5TREET UTILITIES RELOCATION
Mayor Moty stated that Council had held over action on decision of whether
to underground utilities on Pine Street prior to its improvement pending an
opinion from the City Attorney re undergrounding of CATV and telephone
lines. City Attorney. Murphy advised that the City can compel CATV to �`(�G
unde rg round its utilitie s if the City goes unde rg round but cannot compel
the Pacific Telephone Company to do likewise. However, Mr. Murphy
said it is possible that the Telephone Company will want to cooperate. The
City Manager was instructed to contact the Pacific Telephone Company and
Finer Living regarding this matter and report back to Council.
