The rneeting was called to order at 7:00 P. 1VI. by Mayor Moty with the
following Councilmen present: Denny, Doherty; Fulton, and Moty.

A letter dated November 15th:was receivecl from The Salvation Army
requesting permission to�place red Christma's kettle huts on the
str'eets'of Redding during the Christmas season. ' Major Pollgreen
appeared before Council and said that with Council's permission the
huts would be placed downtown near Penney's Department Store and

MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton approving the request of the Salvation Army re placing of
its red Christmas kettl'e huts on the streets of Redding during the
Christmas season. The Vote: Unanimous Ayes
West Street - 2400 Block
A communication dated November 13th was received from residents
of the 2400 block of West Street complaining about the condition of
5(.� the Street during the rainy season. Public Works Director Arness
� reported that the street is a deeded right of way and , following re-
ceipt of the complaint, it has been graded and gravelled. Mr. Arness
showed pictures of the street involved to members of Council.
Resignation - Richard K. Maddalena
In a letter dated September 18th, Richard Maddalena tendered his �
resignation from the Redding Redevelopment .Agency.

Cascade Community Services District
In a communication dated November 14th the Cascade Community
Services District requested an extension of emergency water service
from the City of Redding. Council, was advised that the Bureau of
Reclamation had approved emergency water service to the District /���
until December 31, 1966 and that Bureau approval would have to be
obtained before an extension of such emergency serviee could be
g�ranted.
MOTION: Made by Councilman Fulton, seconded by Councilman
Doherty, approving the request of the Cascade Community Services
Distric't for an extension of emergency water service for a six-month
period enclirig June 30, 1967, subjeet to the approval of tlie Bureau of
Reclamation. The Vote: Unanimous Ayes �
Redding�School District
A letter was received from the Redding School District regarding
the availability of City land in the Caldwe�ll Pa rk a rea that might be 13�
purchased for a school site. �

Mayor Moty commen�ted that he would be reluctant to release any of
that property for uses other than parks and asked City Attorney
Murphy re the legality of releasing such property: Mr. Murphy
said that lie -believed the City would be� required to put it to a vote
of the people.

Doherty that the City Manager be authorized to reply to the request
of the Redding School District on behalf of Council, statir�g�that no �
City land can be rnade available for a school site iri the area indicated

Gommendation
A letter of appreciation was received from Sammy James for in- J��
stallation of a street lamp on the corner of West and Logan Streets.
MASTER WATER PLAN
Mr. Clair Hill reported on the Master Water Plan for the City prepared by
Clair A. Hill & Associates and presented copies of the Plan�to members of
Council and staff: ` Mr. Hill stated that the City's water system is basically
in very good condition. Improvements which have to be made are: (1) im-
provements re fire capacity; (2) provide. for the future-increase in population; �v'�
and (3)" provide far water that will �rrieet standards of the�State Department of
Public Health. Mr. Hill briefly reviewed the Master Water Plan, stating
that the improvements have been established on the basis of one year periods
from 1967 through 1970 and then five year periods until 1985. He stated
that one of the early decisions that will_have to be made.is the-ultimate source
of water for the City; i. e. , the Sacramento River or the Trinity Project, as
this will have an�effect on the location of the wa�te r� treatment plant.
Mr. George Gentry, District Engineer for the State Department of Public
Health, spoke in regard to water treatment neecled to i�neet the State
health requirements for domestic water service.
There was a discussion re the many aspects of the Master Water Plan and
Mayor Moty said he would appoint a Committee at the December 5th meeting
to study the P1an in.depth. ' �

PUBLIC HEARING - RZ-14-66 - Bechelli Lane
The hour;.of 7:30 P. M. having arrived,, Mayor Moty opened the
Public_Hearing on RZ-14-66 - Bechelli Lane.

Planning Commis sion Recommendation dated 1 1/18/66
Planning Director Har-ris pointed.out on the Vu Graph the area
involved in this rezoning applicatiori and stated it is the recommen-
���� dation of the Planning Commission that the property located east
of Bechelli Lane be zoned R3-15 and the property located east of
the bluff and west of Bechelli Lane be zoned R3-15-B4. The
Com.mission feels the B4 side yard requirernent will be an ade-
quate buffer between the proposed development and residents to
the no rth.
The City Clerk advised no written protests had been filed.
Ben Brooks appeared on,behalf of the applicants, Mrs. Cordi
and Mr.= Curto, and expressed concern regarding the boundary
description for the area to remain as "U"" unclassified. The
area so designated lies between the bluff and the Sacramento
River. City Attorney Murphy said he felt it was the intention
of the Planning Commission that all land lying under the 80, 000
c. s. f, level,should remain zoned "U". Mr. Murphy indicated
that should the applicants wish to use this land at a later date
they could apply for a use permit. It was explained that if
Council amends the recommendation of the Planning Commission
it is necessary to refer the matter back to the Planning Commission.
After consulting with his clients, Mr. Brooks said they wish to
accept the recommendations of the Planning Commission in order
to save time.

GONTINUA�TION OF PUBLIC HEARING - Eastside Road Annex No. 1
The �hour, of $:00 P. M. having arriv.ed, Mayor Moty continued
the protest hearing re Eastside Road Annex No. 1
The City Clerk advised that�two additional protest documents
,�i� had been received since,the public hearing held on November 7th.
� The letter of protest from Archie Thomas was received today and
has not been,conside.red in.the computation showing the percentage
of protest-. The computation, contained in a memorandum to
Council from the City Clerk dated November 17.th, shows, the per-
centage of protest to the total assessed value of land in the pro-
posed Eastside Road Annex No. 1 to be 20. 8°jo.
City Attorney Murphy advised Council that it would not be nec-
essaryt:o, continue the public hearing because, even if Mr. Thomas's

protest were included, there would not. be a majority p.rote�st,
inasmuch as. ,the land value of his parcel of property is only
, $1 , 050.. , This would bring the total land value on protest „ , ,
petitions to $50, 535 with the total. assessed value of private
and public lands amounting to $245, g60, leaving the protestants
below the required majority� needed.
Mayor Moty ascertained there were no protests from the floor.

the City of Redding approving an advance planning agreement with the �
Federal Aviation Agency and appropriating funds for payment of the
City's share of the advance planning costs and providing for transfer of
funds to accomplish said appropriation. �

CIVIC AUDITORIUM -� � � �
Councilman Denny submitted a report and recommendations of the Civic
Auditorium Committ.ee dated November 16, 1966. In summa�ry, Council-
man Denny stated that fiirther work cannot be done' on the Auditorium until
Council makes some decisions' and/or an EDA Grant is determined. It is
the Committee''s recommendatiori tha�t every "step possible be taken to ex-
pedite the EDA application and bring a�bout a decision on the part of EDA,
and that Council set a time when they will direct the architect to proceed
on the basis of 'the information available at that particular time'. It will
also be necessary to instruct the architect and' Auditorium"1Vianager rela-
tive to duties which will be expected of them between now and the time work
on the project can be resumed.
City Manager Cowden is going to Washington, D. C. to pursue the matter
��l3 of the EDA application and will advise Council of his findings on November
28 or 29.�
Mayor Moty suggested avcTaiting word from the City-1Vlariager before making
any decisions.

Richard Maddalena, Vice President of the Redding Junior Chamber of
Corrimerce, inquired as to why'it is necessary to apply for an EDA grant
and was advised that the main reason is tlie unusually high increase in labor
costs. Mayor 1vIoty said that'it may.well be that certain fringe areas will
have to be foregone if the City does not get some EDA funds, but hopefully
the basic facilities will come under the l. 8 million dollars.
Mr. Maddalena indicated that the Jaycees have bid for a State meeting to
be held in November 1968 which will entail a convention of from 2, 000 to
2, 500 people, and they are concerned that the Auditorium may not be fin-
ished unless the bids are let by March 1967. �Mayor Moty said that every
effort will be made to meet the March deadline re calling for bids.

Public Works Director Arness reported that after inves.tigation re possible
participation by the City of Redding in storm drain construction in Calaboose
Creek between Market and California Streets, it is the recommendation of
the Department of Public Works that City participation be limited to the
preparation of the ditch for any proposed improvements. This would entail
alignment of the ditch and the excavation necessary for the coristruction work.
The City of Redding should also furnish all design and construction engineer-
��� ing associated with this project. City participation was requested by Mr. "
Phil Jaekson and� Mrs.- Helen'Generes in letters to Council. �

LINDEN AVENUE - re Coleman Inn, Sewers, Storm Drains, and- Street Improvements
At the request of Mayo,r-Moty, ,the City Clerk read in full two communications
received from the Linden Avenue Committee, dated November 30th, concerning
the status of the Coleman Inn license, sewer and ditch,on Linden Avenue, and
West Street repair and extension. The Committee requests 50% City partici-
pation with respect to sewer construction, based on effluent coming from the
City landfill operation; 90°jo City participation re the ditch realignment, and
the City. to pay.the entire cost of W-est Street repair and extension.
Mayor Moty asked City Attorney Murphy about the status of the Coleman Inn
and Mr.: -1Vlurphy�advised that he had received no further word from the Shasta .
County Health Department, the District Attorney's office, or the ABC office.
Mr. Murphy said the ABC office is to advise him when a hearing date is set.
Mayor Moty requested Mr. Murphy to write to the County Health Department
and the District Attorney requesting a status repbrt, and report back to Council
on December 19th. �
Councilmari Cl�iatfield submitted tHe Committee Report'dated December 5; 1966
on Linden Avenue proposed sewer line,' storm drainage facility' and street
improvement program. It is the Committee''s recommendation that: (1) the
City bear 20% of the cost of the sewer construction, plus 1/2 of the first 300
ft. west of We"st Street, plus whatever irilet structure is necessary above the
Linden Avenue developed a''rea; (2) tYie property owriers pay for'grading, base
rock and ditching or storm drain laterals re Linden Avenue street construction
and the City ,pay for all paving; however, the Committee recommends deviating
from present City policy which requires curbs, gutters, etc, to bring the street
. to a completed status be installe`d by the property owners;' (3) the City absorb
100% re extension of West Street. '��1�
Councilman Chatfield iridicated tHat th'e Committee has �not arrived'at a
recommendation as to the proper solution to Linden Creek Drainage questions.
The Committee furthe r recommends that the Linden Avenue Committee be
expanded to include'at least t�iree additional persons who are residents �on
Linden Avenue. � �
During discussion re the sewer.lines, Councilman Chatfield pointed out that
the sewers must be designed to handle peak flow. It is estimated that the
leachate from the landfill amounts to about 10% of the potential dwelling
sewage tributary to the sanitary sewer and City parti'cipation in the amount of
20°jo represents a fair contribution to the project. Iri answer to Counc'ilman
Denny's inquiry as to whether the effluent from the landfill is in the nature of
raw sewage, Public Works Director Arness stated it is about two thirds the
strength of raw sewage, based on a single filtered sample. -
Councilman Doherty suggested that perhaps an effort should be made to obtain
Urban Redevelopment furids to firiance this project as the cost for`sewers and
street improveme'nts will amount to approximately $2, OOO �per lot. The possi-
bility of financing through the 1915 Bond Act was discussed. It was pointed
out that the bonds run for a 15 year period and, on a $1, 000 assessme'nt, this
would average abou't $100 per year, payable with taxes.
Mayor 1VIoty asked if there were any questions or comments frorri the'audience
and Mr. Leroy Andersori, speaking on behalf of the Liriden Avenue Committee,
requested additional time to study the Council Gommittee Report, Mayor Moty
indicated this would be satisfactory and requested the Committee to report
back on Janua ry 3 rd. ,
Mayor Moty mentioned the Council Committee's recommendation that three
Linden Avenue residents be added to the Committee ancl the question�was raised
by Mr. Hartley Barnard as to whether such members should be residents or
property o.wners. Councilman`Fulton`said the Committee had residing property
owners in mind. The question was also raised as to whether the Second Baptist
Church, located on Linden Avenue, could be represented on the Committee.
Mrs. Peggy Eastwood, who is a member of the Committee, said that although
she is not a resident of Linden Avenue, she is serving on the Committee

because she fee�ls .a debt from the Citizens of Redding and not that she hopes
to benefit herself. Councilman�Chatfield commented that perhaps the
Cominittee `should be dissolved and the meetings,opened to all property owners
on Linden�Avenue. Mr.: Ande.rson feels that� the Gommitte;e� should not be.dis-
banded and that the residents of the area are.well satisfied with the:present
Committee. -
Mayor Moty suggested that Councilman Chatfield� get togethe-r with Mr.
Anderson and resolve the matter of inembership in the Committee but stated
he does n�ot feel syinpathe�bic to absentee_land owners whose main interest
lies'�in land speculation, :and,that.he .suppo�rts Councilmen Chatfield and.
Fulton in their request for additional representation of resident property �owners.

With reference to Pine Street utilities relocation, Assistant City Manager
5tewart advised Council that?:the cost of placing the present 2400 V overhead
electric distribution lines underground from the Bonanza Restaurant to
Sacramento Street and street lighting from the Bonanza Restaurant to
��(� Shasta Street (street lighting from Shasta Street north to Eureka Way is
already underground) is estimated to be $56, 131. 92. Electric Superin-
tendent Dais said that would be the complete undergrounding cost with
no cost to property owners and would be engineered to �accommodate
12, 000 volts. Tlie Director of Finance advised that sufficient funds to
finance the project are available from Electric Utility Ea�rned Surplus.
The Pacific Telephone and Telegraph Company advised their cost of
undergrounding would be $32, 100, as the City has joint ownership of the
poles for the area involved.

RELINQUISHMENT OF ROADS . � -
Public Works Director Arness.advised Council�that the State Division of
Highways, in their communication dated November 18th, stated they'intend
to relinquish to the City of Redding two sections of road identified as Loca-
tions 23 and 24. Mr. Arness pointed out on the Vu Grapli the locations of
these roads: I;ocati�on 23 .being an approximate 60.0 ft. extension of Bechelli
/'Cg Lane northe,rly from an extension of the rzorth lirie of the .Riverview.Estates
Subdivision, and Location 24 being an approximate. 900 ft, extension of
Palisades Avenue southerly from Hilltop Drive to the existing City Limits
line. _
