City Council, Adjourned Regular Meeting

November 17, 1966 12:30 P.M.
The meeting was called to order by Mayor Moty �at the hour of 12:30 P.M.
with the following Councilmen present: Chatfield, Denny, Doherty, Fulton
and Moty.
Also present were City Manager Cowden, Assistant City Manager and
Purchasing Agent Stewart, City Attorney Murphy, Finance and Personnel
Director Courtriey, Public Works Director Arness,� Planning Director
Harris, Airports Manager McCall, and Urban Renewal Associate Reiser.
WRITTEN COMMUNICATION
Mobile Study Center
Assistant City Manager Stewart submitted a request of the Redding
Elementary School District dated November 16, 1966, to locate a
mobile study center at Sheridan Park. Mr. Stewart explained this
is a part of the Redding District Elementary Secondary Education Act
TitYe I Project, and that the un'it has a generator for its electrical
facilities and �has its own restrooms. The purpose of the unit is to
provide a study center for elementary age students in the neighborhood,
and it will be staffed by a certified teacher and other qualified persons to
provide instruction and supervision. The unit will be open for approx- f �.. ,,
imately two hours each evening on Monday through Thursday, between � " "�
the hours of six to eight p.m. �
Mr. Stewart said he had polled members _of..the Par.ks, and Recre:ation.
' Commission by telephone and those;rnembe.�rs with whom he_talked - _
heartily endorsEd the project.

In answer to an inquiry as to whether the unit would be there during
� the sumrner months, Mr. Stewart replied that �he. understood�that•.t�e
project.would continue just through the school.year. �:c � , �
Mayor Moty asked City Attorney Murphy if there would be any liability
involved, and Mr. Murphy replied that he could see no .problern of
liability.
Councilman Chatfield said he favors the project.but thinks someone
from 5taff should specify where the unit is to be located in the park.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty app;roving the request of the Redding Elementary School

MASTE;R AIRPORT5 PLANS
City Manage�r :Cowden re,por•ted that he had received a; letter dated November 14th
from Mr. Hand of the FAA advising that the Grant Offer of $5, OOO.is the maximum

amount of Federal Airport Funds that can be appropriated to the Redding
Municipal Airport study project. In his letter, Mr. Hand said that
although the depth of the study may be of value to the City in its overall master
planning activities, the scope and�thoroughness of the study is beyond the
minimum requirements of a Federal Aid Airport Program Project; hence
the Grant Offer of $5, 000 rather than the $9, 250 requested.
A discussion ensued regarding the scope of work re the Master Plan for
Redding Municipal Airport and the Layout Plan for Benton Airport and
Mr. Cowden reviewed the items included which are contained in the Letter -
Proposal of Quinton Engineers dated April 6, 1966 and on file in the office
of the City Clerk.
Councilman Fulton questioned the urgency of making a decision regarding
this matter and was advised that in order �to qualify for Federal funds in
the development of the Airport, FAA requires a Master Airport Plan.
Councilman Doherty commented on the FAA letter re the necessity of such
a thorough study and said he thinks there is considerable doubt as to the
urgency of certain portions of the Master Airport Plan. Mr. Doherty feels
that one of the fundamental questions which needs to be answered is whether
or not the City can separate a portion of that land from the Airport and what
restrictions would be placed on the use of such land; i. e. , is it legally
possible to separate the land east of �illwaterCreek from the Redding
Municipal Airport. Mr. Doherty was.:advised that the City must get the
approval of the FAA before disposing of such land and the proceeds from any
disposal must be kept in a fund which is used exclusively for the development
of the Municipal Airport. �
Mayor Moty and Councilmen Chatfield and Denny were iri agreement that the
City should proceed with the Master Airport Plan for Redding Municipal
Airport and the Layout Plan for Benton Airport as originally proposed, with
the exception that topog maps prepared by the U. S. Army Air Corps will be
used.
MOTION: Made by Councilman Den�y, seconded by Councilman Chatfield
approving the Advance Planning Agreement with the Federal Aviation Ageney
and appropriating funds in the amount of $19, 500 for payment of the City's
share of the advance planning costs, and instructing the City Attorney to
prepare the rrecessary document for the transfer �of said funds.

REDDTNG REDEVELOPMENT AGENCY - Survey Area
Members of Council were presented with copies of the map of the
��� Redevelopment Survey Area which had been revised from the original
�"� �� Survey Area proposed. The present Survey Area incorporates all of the
,� area within the boundaries of Trinity Street to the Nortli, the Southern
P..acific Railroad Tracks to the West, South Street to the South, and East
Street to the East.
RESOLUTION - re Survey Area
MOTION: Made by Councilman Doherty, seconded by Councilman Chatfield
that Resolution No. 3779 be adopted, a resolution of the City Council of the
C.ity of Redding designating a survey area for project study purposes for

development under the State of California Community Redevelopment Law.

CITY LIABTLIT,�.'.INSURANCE .COVERAGE ,
Finance Director Courtney advised Council that his office had received
a Notice of Cancelation of I�:.i�a�bi:lity Insurance dated November.l0, ,1966,
submitted, by the American Home Assurance Company. The ef�fective .,
date and time of Cancelation is December 13, . 1966, at 12:01 .A.M. , .. ,
When questioned as to the reason for this .cancelation, ..Ralph Sharp, ,Agent
for American Home,, said it was due .to,.the;poor,loss experience with,the .
City. Mr. Sharp said the City's loss factor has been between 55%-60%,
whereas .the break-even point for an insurance company is between 48%-50%.
Mr. Courtney said that Mr. Sharp has been able to place the City's liability
insurance with the Transit Casualty Company for the ,period December 10,
1966: to December• 10, 1967. Mr.. Courtney explained �that,the Transit
Casualty .Company has a rating of A�AAA whereas the American Home �� /
Insurance Company has a rating of:A+AAAA; however, the Transit Casualty �i
Company has assured Mr. Sharp that they would retain $25, 000. 00 and re-
insure the balance. The basis of coverage and the rate will remain the same
as for Policy #CGB 1667736 with American Home. It is the recomme.ndation
of the City Manager and the Finance Director that the proposal of the Transit
Casualty Company be accepted. , , ,
Thexe was: a discussion re the City's loss factor and Councilman Doherty
said he feels it is an area that should be delved into. Mr., Dohe.rty recalled
that the City's loss factor on Workmen's Comp. is 130%. .
MOTION: Made by Councilman Chatfield, seconded by Councilman Doherty
approving the recommendation of the. City Manager and Finance .Director re
placement of the City's liability insurance with the Transit Casualty Company
for the period December 10-, 1966 to December 10, 1967. . The Vote: Unanimous Ayes
