Doherty approving the request of the Redding Junior Chamber of
Commerce that a license fee be waived in connection with the
��� showi ng of "the religious film, "Day of Triumph" to be sponsored by
the Redding Jaycees in cooperation with Key Films, Inc. The Vote:

Commendation
A letter of appreciation was received from Dale Rollins, representa-

Linden Avenue
A communication received from the Shasta Courity Democratic Club
urging that sewer lines and other needed facilities be installed in

Council Committee on this project.
5torm Drains - Calaboose Creek
Communications received from Mr. Phil Jackson, dated October 30th,
��� and Mrs. Helen Generes, d?ated October 23rd, re storm drains in the

vicinity of Cliff Drive, California and Market Streets was referred
to the Director of Public Works with the request that he make an
inspection of the area, assemble cost es.timates, discuss the matter
with the .persons concerned, and report back to Council on November
21st with a recommendation.
Curbside Mail Box Delivery
A communication dated October 27th was received from the League
of.California Cities advising that the Postmaster General has rescindecl � J,yZ�
an order issued by the Post Office Department banning .door-to-door
city delivery for new residential areas.
Commendation
A letter.of appreciation was receiyed f'rom.Mrs.. Helen.Generes for
work done by�the City Engineering and Public Works Department in' - ���
clearing the channel and repairing the wall of Slaughter Creek near
the California-Market Street intersection.
Mayor Moty noted that lettexs of this type are certainly appreciated
by members of Council and Staff.
Federal Grant for Benton Property . ,
A .letter. was received from.the Department of Housing and Urban
Development, dated November 3, 1966, advising that the requisition
for grant payment (OSA-91) has been�app'roved�in the amount of ,y�(�
$25, 000. City Attorney Murphy advi`sed that this concerns the City's
first;.a:pplication under -the Open=Space Land Prog�rtam;,-an,Gl �covers
approximately 9.-1/2 acres of Benton property in the Turtle Bay area
and represents 50°fo of the $50, 000 that the City paid in the opening of
the Benton escrow.
City of Long Beach - Legislation
A communication and resolution received from the City of Long Beach
urging Council opposition to any legislation which will threaten the .�rf�
independence of California Cities was _referred to the City Manager
and City Attorney for investigation and report back to Council.
League of California Cities
A communication received from the League of California Cities re
City Official_s who may be interested in serving on League Committees � ��
was referred to the City Manager w,ith the request that he contact
Council and Commission Members and members of.Staff .and make
recommendations to Council.

SUMMONS AND COMPI:�AINT - Luella Barberich vs. Gity of Redding
City Attorney Murphy advised C.ouncil that the City has been served with a
Summons and Complaint in the case Luella Barberich vs. the City of Redding.
Mr. Murphy said he has been informed by the City's insurance carrier that
they have been granted an indefinite time extension in which to answer, and /..2:�
the insurance carrier will select an attorney to ,represent the' City . The
case involves a personal injury suffered by the Plaintiff.

City Attorney Murphy advised Council that the Claim for Damages filed
J� by Mary L. Lightfoot on August 9, 1966 has been settled by the insurance
carrier in the amount of $167. 78.
PARK MARINA DRIVE - Pedestrian Crosswalks
City Attorney Murphy reported that although Council had approved the
recommendation of the Traffic and Parking Commission re establishing
c ros swalks on Pa rk Ma rina D rive and had inst ructed him to�p repa re a
resolution in this regard, upon researching the matter he found that in
Section 18-67 of Chapter 18 of the Redding City Code, Council has dele-
gated to the Police Department authority for establishing crosswalks at
,� �3 f� any place within the City where, in its opinion, there. is particular danger
to pedestrians crossing the roadway. It was Mr. Murphy's recommendation
that the resolution not be adopted but that the Police Department be in=
structed to comply with the recommendation of the Traffic and Parking
Commission re establishment of pedestrian crosswalks on Park Marina
Drive.
MOTION: Made by Councilman Doherty, seconded by Councilman Chatfield
instructing the Police Department to comply with the recommendation of
the Traffic and Parking Commission in the establishmerit' of pedestrian

MASTER AIRPORTS PLANS
City Manager Cowden reported that he had been advised by the Federal
Aviation Agency that the Federal Government would participate financially
in ce rtain costs in connection with Quinton Enginee rs, Lt d. , conducting
for and. on behalf of the City of Redding a Maste r Plan' of Redding`Miini-
cipal Airport. The .amount of this .participation is $5, 000, which is
$4, 250 less than requested. However, the FAA has agreed to delay the
final date for the acceptance of the Advance Planning Offer to November �� �'�
21st and they will review any new data presented by Quinton Engineers as to
the estimated costs of this project. The FAA will advise�Mr. Cowden by �/ /
mail on November 11 of their evaluation of this` clata. Tlie original estimated
cost for the Master..Airport Plan for Redding Municipal Airport was $26, 000.
This amount was reduced $5; 000 by. general agreement by the determination
that topog maps used by the U. S. Army Air Corps were adequate for
planning purposes. An amount of $2, 500 was disallowed by FAA (industrial
site location po,rtion of Master Plan), making the total amount of the project
submitted to FAA $18, 500, and the application for Federal Funds amounting
to $9, 250. Mr. Cowden requested Council to authorize the Mayor to execute
the Advance Planning Agreement Pro,posal No. . 9-04-062-P.7-A, _Cont.ract
No. SA-66-WE-2125.
It was decided to schedule an adjourned regular meeting for 12:30 P. M. ,
November 17th,. by which time final word will have been received from FAA
re -financial participation. in the Master Airport Plan for Redding Municipal
Ai rpo rt: ,
Mr. Cowden indicated that the FAA had advised .that the F.ederal Government
will not participate financially in the Layout Plan for Benton Airpark, and •
Quinton Engineers, Ltd. are ready to proceed with this project.

ELECTRICITY CHARGES - �Complaint of Mr, and Mrs. Richard Howell
City Manager Cowden advised Council that Attorney Richard Asbill, on
behalf of his clients Mr, and Mrs. Richard Howell, has requested that
��J� this item be withdrawn from the Agenda as they do�not wish to pursue
the matte r.
POLICE TRAINING IN�CENTIVE PROGRAM •
Pers�orinel Director Courtney reported that the City Manager, the Chief
of Police, and the Personnel Director met with representatives of the
Police Department on October 5th to discuss the. Police Training Incentive
Program approved by Cou-ncil on Oetober 3rd. At this meeting the police
�� �. officers expressed concern regarding the fifty hour or three semester unit
per year requirement for maintenance of eligibility under the training in-
��-� centive program. .
As a result of this meeting an alternate program has been developed at
staff level. This alternate program is contained in a memo to Council
dated Novembe r 3 rd and was explained in detail to membe rs of Council.
After considerable discussion it was suggested by Councilman Doherty
that this item be referred to the Council Committee on Employer-Employee
Relations and to the City Manage r with the request that he refe r it to the
International Association of Chiefs of Police, who have been employed to
make a survey 'of the Redding Poiice D'epartment, for review and� recommen-
dati on.
RESOLUTION - re Surplus Federal Property
Purchasing Director Stewart advised Council that the California Disaster
Office has requested that the City forward an updated resolution in order
that the City might continue receiving surplus Federal property through
the State Educational Agency for Surplus Property. Mr. Stewart 'said
that the updated resolution contains a provision whereby the City is re-
'��i quired to retain motor vehicles purchased through this agency for a period
of two years, whereas the resolution now in force requires that motor
vehicles be retained for a period of four years. This is the major change
that will affect the City. �

that Resolution No. 3776� be adopted, a resolution of the Gity Council of
the City of Redding to establish the eligibility of the City for the donation of
surplus property for Civil Defense purposes both over and under $2500 in
value. •

Abandonment Committee on this matter and stated it is the

Mrs. Hazel Millen appeared before Council on behalf of Mary
Sackett and •asked whether it would be necessa:ry to .get an ease-
ment from the City in order to provide access to the garage on
�Mrs:��Sackett's pr.ope rty�in�the event' that future widening of'the
� street makes necessary alterations of the northerly slope,
thereby•destroying exi�sting access to tlie- present. garage located
below street level.
City Attorney Murphy stated that nothing in the proposed abandon-
ment proceedings :would deny Mrs. Sacke.tt's right of ingress or
egress, only that .the .cost of the relocation of:such access would
be at her sole expense, and that by separate agreement the land
owner waives any_ claim of damage against the City arising out of
use of the slope easement. �It would be necessary, in such event-
uality; for Nlrs. Sackett to comply with the standard poli�cies and
regulations of the Public Works Department as to the location and
width.of such new.driveway entrance onto the widened street., :

City Attorney. Murphy advised Council that in view of the protest

tests to be filed and to allow.time. for the City Clerk and staff to
determine whether or not a majority pro.test has been filed.

Planning Consultant Keyes reported that the Planning Commission

and within a small existing area within the dwelling, and also limited
by a sign 4 ft, square for advertising. Another condition of the use
perxnit was that the permit would expire in M�arch� 1968. Mr. Keyes
said that at the=time the Planning Commission approved th�.e permit
the rezoning appiication was. in its be,ginning stages and.the Commission
was aware that this was one of the first applications approved for a
real estate office in a residence 'and-, under the circumstances, felt
it sliould not approve an indefinite.use permit for real estate office in
a single family dwelling. ' Mr.. Fritz of 2475 Waldori was al�so issued
a use perxnit for an insurance and a-ccounti�ng: ;office in�his residence
with the same te�rmination date. � Mrs. Allen of 2538-1/2 Waldon

with no termination date but with the provision that the permit was

feels she is entitled to the same consideration. She made reference

Mayor Moty said he understood that there was a claim of discrimina-
tion�and that �ariother point in questi�on-was whethe>r the :Use. Permit
allowed any member of Mrs. Gerieres'' family who are residents in
her�liome to:work in�the real estate office. . ;_ . ..
City Attorney IVlurphy- said the Use�'Permit:did contain:such a pxo-_
vision and there was no word of testimony before the�Commi�ssion.re

enter into the decision of the Commission.

SEWER RIGHT-OF-WAY - re Sewer Treatment Plant
City Attorney Murphy advised Council that the .City entered into a
supplemental agreement in connection with acquisition of Easement
No. 16 for the trunk sewer line from the City limits to the new sewer
treatment plant., which agreement provides that, in the event the
necessary construction requires the removal or death of two specific
trees along�the right-of-way, tlie City would compensate the property 2
owners for such loss. Mr. Murphy said it_.was necessary to remove �.1 �
the two trees (a 21 '' diameter Locust and a 16" diameter Cottonwood)
and, in aceordance with the compensation schedules used by either
Shasta County or the State of California Right-of-way Acquisition
Authority, the property owners are entitled to compensation in the
amount of $1, 675. 26. It is the recommendation of the City Attorney
that the City pay John F. McMurry and Elva M. McMurry the sum of
$1, 675. 26 pursuant to the �terms and conditions of the. aforesaid supple-
mental agreeinent of April- 5; 1966.� � -

BUCKEYE COUNTY VVAT,ER DIST:RICT
City Attorney Murphy repor.ted .that it is his understanding that, although
the Board of Directors of the Buckeye County Water District rejected the
proposed take-.over of the.Buckeye County Water District by the City of ,
Redding, they have referred the -4greement to their Attorney, Jerrald
Pickering, for his opiniori. Mr. Murphy:�said it is Mr. Wood's hope that,
in view of the fact the Agreement will undoubtedly come before the Board
`I�I� of Directors after Mr. Pickering has reviewed it, Council give considera-
� tion and formal approval of the Agreement so that one of the three entities
will have giv.en formal approval. The Board of Supervisors have indicated
they will not consider the Agreement until they officially receive it from
City Council.
Mayor Moty saicl a statement appeared in the Record Searchlight to the
effect that he. (the Mayor) had said. Redding wasn't interested in arinexing
the north end of the Buckeye County Water�District as it wasn't financially
feasible to annex it. Mayor Moty said he does not recall ever making such
a statement; that he doesn't think the subject has ever come before Council.
MOTION: Made by Councilman Chatfield, seconded,by Councilman Doherty
approving the Joint Exercise of Powers Agreement, City of Redding and
Buckeye County Water District and County of Shasta, subject to the condition
that on Page 6, the blank space be filled in "an amount not greater than the
present bonded indebtedness of the Buckeye County Water District", and �
that this information be transmitted to th'e Buckeye County Water District
Board of Directors and the Shasta County Board of Supervisors. The Vote:
Unanimous Ayes
Mayor Moty commented that approval by Council, the Buckeye County Board
of Directors, and the Board of Supervisors only puts the matter before the
people .of the Buckeye County Water District, and it is the people of Buckeye
who will accept or reject the proposal at th,e ballot box.
