City Council, Regular Adjourned Meeting
Police Dept. & Council Chambers Bldg.
Redding, California
October 13, 1966 7:00 P.M.
The meeting was called to order by Vice Mayor Chatfield at the hour of
7:00 P. M. with the following Councilmen present: Denny, Doherty, Fulton,
and Chatfield.
Absent: Mayor Moty
Also present were City Manager Cowden, Assistant City Manager Stewart,
City Attorney Murphy, Public Works Director A me s s , Planning Consultant
Keyes, and the following Planning Commission Members: Hull, Bailey,
Stathem, B runemeie r, and Williamson.
CONTINUED PUBLIC HEARING - Appeal of Use Permit Application UP -41S-66
and Variance Application V -11S-66
A discussion was held re the advisability of holding the public hearing in view
of the fact a full Council was not present, Mayor Moty being absent because
of illness. City Attorney Murphy advised Council that with the Mayor having
missed the first part of the public hearing held on October 3rd and not being
present at. this meeting, it is dubious that he would be eligible to vote in the
event the public hearing were held tonight, testimony received, and then it
was decided to continue the public hearing because of another tie vote.
Vice Mayor Chatfield questioned whether a new public hearing could be
called if -'another tie vote resulted tonight after the public hearing was closed,
and was advised by the City Attorney that a new application to the Planning
Commission would have to be filed by the applicant in that event.
Vice Mayor Chatfield asked if the applicant wished to comment re continuing ,
the public hearing. Russell Bales, representing Hemsted Village, said that`"~
under the circumstances he would much prefer to continue the public hearing j_11,11q
until Monday, October 24th.
City Attorney Murphy advised Council that it has 30 days from the close of
the public hearing in which to make a decision re the appeal.
Planning Commission Chairman Hull, I speaking on behalf "of said. Commission,
noted that this application has been before the Commission for -several months
and there are a number of applications for high signs pending before the
Planning Commission. Therefore, Mr. Hull urged Council to hear this
matter tonight in view of the fact the Planning Commission and the public
were present.
City Attorney Murphy advised Vice Mayor Chatfield to open the public
hearing for -the purpose.of:heari-ng from interested persons•in the audience
on the issue of whether or not to continue the public hearing or receive
testimony tonight.
The hour of 7:00 P. M. having arrived, Vice Mayor Chatfield
opened the Public Hearing on the appeal of Use Permit UP -41S-66
and Variance Permit V -11S-66 - Hemsted; Village Co. 105 ft. sign.
Vice Mayor Chatfield said he feels the applicant is entitledLto a
decision of the full Council and cannot see where a Council decision
on this particular item should hold up the Commission's operation
in any way. The Commission should continue with hearings, pro-
cedures, etc.

Councilman Doherty said he would disagree with Planning
Commissioner Hull that this meeting is intended to be a policy
making meeting. The policy making will come when Council
considers adopting a new sign ordinance. A decision re this
application will have to be made under the law now on the books.
Mr. Doherty said he realizes that this is a complicated matter
hampered by the fact that the sign ordinance is still to be
adopted, but that Council should give this applicant the same
equal treatment afforded to other applicants under existing
law, and he bows to applicant's judgment re continuing the
hearing.
Councilmen Denny and Fulton each stated they were in accord
with statements made by Vice Mayor Chatfield and Councilman
Dohe rty.
Vice Mayor Chatfield invited comments from the audience con-
cerning continuing the public hearing.
Richard Maddalena and Charles Bailey, speaking as private
citizens, urged Council to conduct the public hearing tonight.
MOTION: Made by Councilman Denny, seconded by Councilman
Doherty, that the public hearing be continued to Monday, October
24th, at 7:00 P.M. The Vote: Unanimous Ayes
The Planning Commission members were invited to make the
meeting of October 24th a joint meeting, which they agreed to do.
RESOLUTION - Transfer of Funds
MOTION: Made by Councilman Denny, seconded by Councilman Fulton,
that Resolution No. 1767 be adopted, a resolution of the City Council of
the City of Redding appropriating funds for a survey by the International
Association of Chiefs of Police, Inc. , and authorizing the transfer of
funds therefor.
Voting was as follows:
Ayes: Councilmen - Denny, Doherty, Fulton, and Chatfield
Noes: Councilmen - None
Absent: Councilmen - Moty
Resolution No. 3767 on file in the office of the City Clerk.
RESOLUTION - Transfer of Funds
MOTION: Made by Councilman Doherty, seconded by Councilman Denny
that Resolution No. 3768 be adopted, a resolution of the City Council of the
City of Redding appropriating funds for installation of gasoline facilities at
the carport of the Redding Police Station and authorizing the.transfer of
funds therefor.
Voting was as follows:
Ayes: Councilmen - Denny, Doherty, Fulton, and Chatfield
Noes: Councilmen - None
Absent: Councilmen - Moty
Resolution No. 3768 on file in the office of the City Clerk.

RESOLUTION - Transfer of Funds
MOTION: Made by Councilman Doherty, seconded by Councilman Denny,
that Resolution No. 3769 be adopted, a resolution of the City Council of the
City of Redding appropriating funds for the employment of or contracting
for personnel or professional services for up -dating the workable program
and the development of a survey and planning application and authorizing
the transfer of funds therefor.
Voting was as follows:
Ayes: Councilmen - Denny, Doherty, Fulton, and Chatfield
Noes: Councilmen - None�3
Absent: Councilmen - Moty
Resolution No. 3769 on file in the office of the City Clerk.
AGREEMENT - P. G. & E.
City Manager Cowden submitted a recommendation that Council approve
entering into an agreement with the P. G. & E. re installation by the
Company of 17 Mercury Vapor Street lights in the newly annexed Freebridge
Annex No. 1, prior to the City's acquisition of the Company's electric dis-
tribution system in that area. Mr. Cowden commented that a similar agree-
ment was worked out with the Company in the South City Annexation. The
total cost of the installation will be added to the original inventory of the
Company's facilities in the Freebridge Annex No. 1 and be a part of the ys
total purchase price of these facilities to the City of Redding.
MOTION: Made by Councilman Denny, seconded by Councilman Doherty,
approving the recommendation of the City Manager re installation of
street lights by the P. G. and E. in the Freebridge Annex No. 1 area,
and authorizing the Mayor to execute said agreement on behalf of the City.
The Vote: Unanimous Ayes
ADJOURNMENT
There being no further business, at the hour of 7:50 P. M. , upon the
motion of Councilman Denny, seconded by Councilman Doherty, the meeting
was adjourned to 7:00 P. M. , October 24, 1966.
