Legislation - re Field Act
It was the decision of Council to take no action on the request �/�
of the City of Santa Maria re opposing present legislation
pe rtaining to the Field Act.
Redding Elementary School District
A letter of confirmation was received from the Redding School
, Board stating its willingness to cooperate with the City in the
construction of six tennis courts at 5equoia School. City �.f��>
Attorney Murphy advised that the.Board has executed the necessary
agreement.

Ron Farley - Temporary Water Service , ,
Communications dated September I5th were received from Ron
Farley and the Shasta County Department ,of Public.Works,re- /�.5�
questing favorable consideration re a temporary water connection
for Mr. Farley, south of,_Wisconsin Avenue. In a discussion of
this request it was,the consensus of Council that this is an emergency
situation and it is in order to grant this request with the water to
be billed at the in-City rate. ,

AAU W Luncheon Meeting
An invitation was received for Councilmen to attend the �
American Association of University Women's October 8th
luncheon meeting at which the re will be a film , "No Time
for Ugliness", followed by a panel discussing the topic,
/�� "Shasta County - Beautification and the_ Master Plan". City
Manager Cowden was instructed to write to Mr. Paul Stathem
and request that the sign problem be included in the discussion.
The City Clerk is to remind Councilmen of the luncheon meeting
just prior to October 8th.
Shasta College Parade

stating that the College Administration endorses the proposed parade
to be held on October 29th by the Associated Students of Shasta College
in connection with Homecoming activities,

College to hold a parade in downtown Redding on Saturday, October

Request for City Code

Fulton that th�e City furnish a Redding City Code to the Shasta
�U� College Library- on a loan basis, in accordance with a request
submitted by John Cummings, Associated_Students of Shasta

RESOLUTION - re Compensation for Overtime Work
City Attorney Murphy submitted :Resolution No. 3754 establishing rates
and methods of compensation for overtime work and the positions to which
such compensation shall apply. Mr. Murphy said this resolution has the
app roval of the City Manage r and the Financ e Di re cto r.
There was,conside�rable discussion concerning a portion of Paragraph #3
of the resolution which states that employees who are classified as "local
safety member-s" under the state�employees' retirexnent law shall not be 3� �
entitled_ to compensation for overtime work. City Attorney Murphy stated
that Section 2-5 of, the Code does provide�for comp�ensating time off for
"local safety members" at the dis'cretion of the City Manager and Police
and Fire Chiefs.
David Hull and Martin Dawson, representing the Police Department,
appeared,in opp.osition to the resolution as it was.preserited and said
they would.like members of the Police Department classified �under
Paragraph #2 of the resolution where�they would be entitled to compen-
sating time off or have the last sentence of Paragraph #3 deleted from
the resolution and continue.under the present practice as spelled out in
Section 2-,5 of the Code. Daryl Yowell,,. repr'esenting the Redding Fire
Dep artment concurred with the members of the Police Department. re

,Terry, Watson of.th,e I. B. E. We and Da1..Graham of the City Employees
Alssociation requested that the positions of Meter Reader, Warehouseman,
and Storekeeper be changed from Paragraph #2, compensating time off
for authorized overtime_ work, to._Paragraph #1, premium pay for
approved and authorized overtime. Jerry Watson also requested that
General Electric Foreman be moved into,Paragraph #2 from Paragraph #3.

that the clause in Paragraph #3, "Or erriployees 'who are clas�sified as

CONTINUATION OF PUBLIC HEARING - RZ-11-66 '
The hour of 8:00 P. M. having arrived, Vice Mayor Chatfield
continued the Public Hearing on RZ-11-66, . Waldon-California
Street Area. , �
The City Clerk advised that a protest had been filed by Helen
Fay Generes re Plannin.g Commission action on RZ-11-66.
Planning Director Keyes stated that iri addition to the protest
refe rred to above, petitions arid lette rs had been received
subsequent to the Public Hearing �originally held on August 15th
and continued to this evening. Said petitions and letters are
attached to the Planning Commission Recornm:endatiori-dated
9/ 19/.66. Mr. Ke,yes reported that on September 13th the
Planning Commission .again held a public hearing on RZ-11-66
� l� and at that time„M.rs. Margaret 1VIcBride requested that her
� property be zoned for office purposes. Mrs. Generes made a
sirnilar request fo.r her property located adjacent to the McBride
parcel. . Mrs. - McBxide, the new owner, of a piece of- property �
involved in this rezoning was not notified of the first public
hearing held by the Planning Commission and did not attend;
hence the second public hearing. �1vlr. Keyes saicl the Plannirig
Commission now recommends that the parcel owned by Mrs.
McBride be reclassified from C-3-P to a CO-BR District with
_ the understanding that it intends to exercise Architectural
Control on future de,velopment proposed for the property. The
,; .Commission also..recommended that the other parcels shown as
proposed to.be considered for R-2 and R3-15 Districts, including
the property of-Helen Generes, remain classified as a R-1 District.
Mrs. Generes appeared before Council and protested the Planning
Commission recommendation. She believes that CO-BR zoning
of her property,would upgrade: the area. She, referred to the heavy
traffic on. California S,treet.which is not compatible with R-I zoning.
She also made reference to the Use Permit granted to her which
has a termination date which was not required in the case of other
Use Permits granted in the area, and also the limitation of employees
on her Us.e_Permit. She feels it is discriminatory to rezone Mrs.
Mc B ride's ,p;rope rty a s C�O,B R and.not include he r p rope rty in the
same rezoning. . .
Gladys Hoffman of 2488 California' Street referred to the petition
submitted with 61 signatures which protests the rezoning of any
of the exi.sting. R-1 property.. Mrs. Hoffman indicated that the
area.is .a.w.ell,maintained neighbo 'rhood and the residents feel there
should not be a�ny change in zoning except for the property origin-
ally zoned C-3-P (McBride parcel). They believe it should be
rezoned R-1 but feel the recommendation of the Planning Commission
for. CO-,BR zoning of this pareel with Architectural Control may be

HONOR CAMP - Redding Municipal Airport
City Attorney Murphy submitted a letter received from FAA re the
proposed Shasta County minimum secur'ity facility..at Redding Municipal
Airport in which the FAA recommends that this transaction be delayed
until the updated airport layout plan is pr.epared and.approved. Other
recommendations include payment of fair market value for airport land
purchased by the County. " - . . .
City Manager Cowden submitted his recommendatioris which are.that
��� the City determine whether the County is interested in leasing and/or
purchasing such land"at its fair market value�and also to advise the
County of the FAA recommendat�.on that no decisi.on.be reached until
the Master Layout Plan for the Airport is completed and approved.
Vice Mayor Chatfield suggested that the entire matter be referred back
to staff and the Committee for future.recommendation,.,.and:that.the City
Manager advise the County of Council action and ascertain`if the County
is still interested in the land. Councilman Dohe_rty concurred with Vice

GREATER REDDING ART CLUB = � � - - -
Parks Superinte�ndent Smith submitted the recommendation of the
Recreation and Parks Commission that the-Greate.r Redding Art. Club
be allowed to hold a fund raising luncheon, plus an art-in-action and
membership drive in Lake Redding Park on October 2nd, with a rain
date of October 9th. �

Public Works Director Arness advised Council that the contractor has
completed satisfac.torily all items of work on coristruction of .Octavia

quests Council•to accept the projec:t.and instruct �the .City. Clerk to .
file the Notice of Completion.

between Alameda Avenue and Rosaline Avenue, and instructing the City

EXTENSION OF SEWER LINE - .Vicinity of Orange and North;Streets
Public Works Dire'ctor' Arness requests pe'rmission to construct a 6
.inch sewer �extension�line near Orange Avenue and North Street. The
sewer line would serve three lots, two of which were included in the
Dakyn Sewer Assessment District formed in 1936 but were never given ���
sewer service. It is the opinion of the Department of Public Works
that the� City should not charge. those persons whos`e property was in'the
1936 Assessment IDistrict'; however, -the lot east'erl.y of the old District
boundaries was not included in the� District and will be charged at the
normal� front footage cha,rge.' : The� wo.rk will� be .done�-by Gity=fo'rces and
