Also present was City Attorney Murphy. FREEBRTDGE ANNEX # 1 - Election Councilmen canvassed the returns of the precinct votes for the Freebridge Annex #1 Election held Tuesday, August 16, 1966. MOTION: 1Vlade by Councilman Denny, seconded by Councilman Fulton .that ,. Resolution No,. 3749 be adopted, a resolution of the City Council of the. City ��� of Redding declaring the results of the election held in the .Freebridge Annex No. 1 annexation area on August 16, 1966. Thomas, Pastor of 2nd Baptist Chixrch of Redding offered the Invocation. The meeting was called to order by Mayor Moty with the following Councilmen present: Denny, Doherty, Fulton, and Moty. Absent: Councilman Chatfield Also present were City Manager Cowden, Assis.tant City Manager and Purchasing Director Stewart, City Attorney Murphy, Finance Director Courtney, Planning Director Keyes, Public Works Director Arness, Airports Manager McCall, and Parks Superintendent Smith. APPRO�VAL OF MINUTE5 � It was noted that there is an error in the Minutes of the August 15th meeting which should be corrected. Page No. 194 under WATER RATES - Shasta County Hospital, the motion should read: "MQTION: Made by Councilman Chatfield, seconded by Gouncilman Denny that water delivered to the County Hospital should be charged at the same rate �customers inside the City of Redding are charged. Redding Swim Team Boosters Club In a letter dated August 15, 1966, the Redding Swim Team Boosters %��� Club expressed its appreciation for the cooperation of the staff at the Redding Plunge during the Junior Olympics Swim Meet the weekend of August 6-7. Civil Air Patrol - 5hasta Composite Sq: 126 A Progress Report and brochures were submitted by the Civil Air Patrol covering the Youth Program of the CAP, improvernent of � ��� buildings and grounds rented from the City of Redding, and proposed planning. Cushion Ni Cue, Inc. A request to operate a family billiard parlour at 1228 California Street was received from Cushion N�Cue, Inc. Planning Director Keyes advised that the Board of Administrative Review approved the issuance of a Use Permit for this operation, subject to the approval of Council. i i�% M�TION: Made by Councilman Fulton, seconded by Councilman Denny approving the request of Cushion Nt'Cue, Inc. to operate a family billiard parlour at 1228 California Street, under the business name of Cushion NT Cue Family Billiards. There has been considerable cont•xover.sy over the Redding Teen Center , summe r dance s held at the Tennis Courts at;South City Pa rk. Memb e rs of Staff and Council reported that.numer'ous complaints had been received because of the loud music at these dances, and efforts to keep the ampli- fiers turned down have not been. successful. . The following communications.were received pertaining to this matter; . � 1} Letter of appreciation from the Redding Teen Center for use of ., the tennis c.ourts at South City Par.k.and .advising that they will �;: not schedule dances at this location..for�the remainder of the year. `����' 2) Comments of Albert Oertel to the Editor of the Record Searchlight re Teenage Recreation in Redding. . . . 3) Communication from Archer F. Pugh, Chairman of the Adult Advisory Board of the Teen Center, in support of summer-.Teen IDances 4) Report._and recommendations of Recreation Director .Merritt Nelson re teen dances at South City Park . , , After discussion of these letters and possible alternate locations for these dances, Council agreed to follow the recommendations of Recreation DireCtor.Nelson as contained in his report dated September 2nd with the pro.vision that the music volume be remotely controlled and the dances be allowed to continue at South City Park on a one-at-a-time trial basis, Mr. Nelson is_ to advise the Advisors of the Redding Teen Center of this de_cisiori. Shasta College Parade . In a letter dated August 29 from Miss Curtis Lynne Hacker, Social Chairman at Shasta Gollege, permission was requested to hav� a parade in Redding oxi October 29, 1966. Mr. Herbert Miles, District Engineer with the State Division of Highways, has given his consent j���: providing _the Redding Police Department agrees to be res_ponsible for traffic. The Traffic Division of the Redding .Police Depa,rtment lias promised full cooperation and assistance, according to Miss Hacker. Councilman Denny feels that before granting approval,, Coizncil should , receive some indica.tion from responsible. school authorities that the paracle h'as tlie approval and support of Shasta College. , . . City 1Vlanager Cowden was instructed to contact Miss Hacker requesting an indication from College Officials that the parade has their endorsement. Action on the matter was ,tabled until the meeting of September 19th. Jame s Hull James Hull, Chairman of the Planning Commission, has requested a leave of absence from his duties for the period Septe.mber,._lOth to . November 30th as he will be out of the State. Members of Council `J'� �� expressed some concern that Mr. Hull will.be_ away at a time when the the City may be without_a Planning Director, ir,�asmuch as Planning Director Keyes has submitted his f�esignation. Railroad Avenue Youth Association � � A communication was received from the Railroad Avenue Youth � Association requesting the assistance of the City of Redding in inves- �(� : ;tigating and possibly sponsoring an application for a Federal Grant for_a multi-purpose building 'in Sheridan Park. 2�2 Mrs. Isaac Lowe appeared on behalf of the Association and presented _ members of Council and Staff with a floor plan and a sketch of the pro- posed building, together with a cost estimate of $88, 980. 00. Mrs. Lowe said the main function of the building would be to serve the needs � of_the 12 to 27y,.ear old.age group, although a child care center is ' planned. The Association hopes to utilize volunteer help and plans � to have a director, a stenographer clerk, and a maintenance man. j Mrs. Lowe explained the many activitie.s for which the building could be used which include: social activities for youths in the area, for � Job Corps personnel, .and for young meri, returning.frorn�the service, tutoring in conriection with the ,schools, counseling re employment, � , a .lib;ra ry and place,to study, and a child ca re cente r, � � � _. � _ _ .� . � � Mayor Moty said it seemed to be a very.worthwhile program and � appointed Councilman Denny. and Assistant City.Manager Stewart to meet with _Mrs. Lowe. and other members of the Association to � investigate the matter and report back to Council with a recommenda- tion as to whether the City should sponsor the application and what the , City�s contribution should be. Johnston .Amusement Co, � . � Council considered.a request of the Johnston Amusement Co. to ope rate a small :.ca rnival on the Wonde r Wo rld pa rking ,lot Se.ptembe r . . 15 through .18. Mayor Moty inquir.ed as to whether a Use Permit is . required inasmuch as the .carnival is not being sponsored bg a. chari- , table or religious organization, and was advised by the City- Attorney �� that it would requi re the g ranting of a U s e Pe rmit by the B oa rd of ' ��� Administrative Review. - Mr.. �oy�Bowman of 2283 Canal Drive appeared before Council in � opposition to having the ca.rnival at this location because of the noise and traffic. Assess- ment District, the Committee recommends that the City agree to finan- cially participate with respect to relocation .cost of 32-existing utility - ��,.,2, poles which will cost approximately $6, 400. and, in addition., to`par- "� ticipate at the rate of $200, per residential lot; -providing Finer Living, Inc, and PT&T are willing to pay the cost of relocating their facilities underground and/or these costs to be paid as part of the assessment district costs. The Committee assumes the City would also bear the ,� cost of undergrounding the fire alarm system, including the estimated ��%� $35 to $50 cost for installing fire alarm boxes on metal posts where necessary. The Committee also recommends favorable consideration of a 2°jo increase in electric rates to be reserved exclusively to help defray the� City�s share of financing the City`s participation in undergrounding. costs. It is estimated that the cost of undergrounding to the owner in the �edding Heights Assessment� District will amount to approxix�riately $537 per lot, which does not include undergrounding costs of PT&T and Fine r Living, Inc. - In discussing the Committee's recommendations, Mayor Moty expressed the opinion that if the 2°jo rate increase is approved and th'e money is set aside. for undergrounding, the formula for establishing undergrounding costs should be se.t forth. in the simplest,po,ssible form; i. e. , in new areas the developer to pay dollars per front ft, or ` dollars per lot; and in old areas, form as.sessment districts at d.ollars per front ft.. or dollars per lot. 1Vlayor 1Vloty also stated he felt if the proposed .2°jo rate increase were to be used only for undergrounding in new areas, it would then be an unjust burden on those people located in areas prese-ntly s.e.rved by overhead. facilities. Gounci�lman Fulton said he,is not-in favor of, an across-the-board 2% rate increase as he does not think it is feasible to underground �electrical facilities in existing areas. , . � _ Councilman Denny questioned the Committee's findings that undergrounding is 2 to 3 times more costly than overheading in residential areas and 9 to 10 times more costly for commercial and industrial areas as heard other figures quoted.
