Mr.- Cowden recommerided .tHat the County Hospital be charged at the.old rate for water delivered to said Hospital, inasmuch as the Hospital i,s:ope,rated by the_ County for all of the citizens of the County, and also the County constructed the water line �at a cost. of. some,$18; 000.
