It was noted by the City Clerk that there is an error in the Minutes of the July 5
meeting in the description of Resolution No. 3726 (Page 159) which should be

Michael Gudzan ,
. A communication d�.ted July 13 was received from Michael Gudzan
requesting permission to hold a public dance at the Coliseum Roller '
Rink on July 14th. The,City Clerk advised that because of the time
element she had polled the Councilmen by phone regarding this
matter and the four Councilmen contacted approved granting the
_ _ request. C,ouncilman Denny was out of the City and c.ould not be
contacted.

$53, 849. 91 for 8 courts and $44, 895. 14 for 6 courts.. The cos.t of the pro- ���
posed courts is to be shared by the City of Redding and the Redding Elemen-

$OAT LAUNCHING FACILITY - Vicinity of,Turtle Bay -
Mayor Moty submitted a letter received_from John Reginato, General Manager
of.the Shasta-Cascade_ Wonderland Association re making application to the
State of California for boating facilities at_the site of the Civic Auditorium in
the Turtle Bay Area. Mayor Moty recommended that Council authorize staff
to draft the necessary papers requesting the Division.of Small Craft Harbors
to consider boat launching facilities in the Turtle Bay Area. Mr. Reginato
pointed ,out that the application should be placed as soon as possible as it takes
2 to 3 yea.rs before the project can finally be started. . . . , ,

MOTION: Made by Councilman Chatfield, seconded by Councilman Doherty
approving the recommendation of the Mayor re boat launching facilities in
the Turtle Bay Area. The Vote: Unanimous Ayes
DOWNTOWN REHABILITATION
Planning Director Keyes submitted a report on recent meetings with, repre-
sentatives of the Urban Renewal Administration which resulted in Resolution
RRA66-1 of the Redevelopment Agency, The Resolution indicates that a
federally-assisted downtown study and rehabilitation project appears favorable,
and. sets.forth the suggested procedure. , Mr. Keyes amplified this report and
answered questions .directed to him by Council., _. ,
f��� Agency Member Joe Redmon appeared before Council and stated that a news-
paper article attributed a statement to him that an Executive Director hired
to be responsible for surveys and studies should work directly for the Agency
so as to ,be "independent of any influence from the City Council or the City
Manager. " Mr. Redmon said it is hks belief that the scope of the studies and
the numerous decisions that must be made by the Executive Director will be
of�. such magnitude .that he will work to best advantage: if he.,is not__directly
responsible to the City Manager and/or the City Council. Mr. Redmon
stressed that this is not a reflection on tYie City Manager or Council. The
ultimate p,roduct and reconzme'ndations will, of course, be reviewed,
accepted,. -.modified, or rejected by Council, the Agency,_ and the Community.
Councilman Doherty asked if th�e City had all,.of the criteria necessary to
apply for the grant and Mr. Keyes said the Planning Department will have to
prepare a workable program but he feels the Government will accept it. In
th. is connection Mr. Keyes. stated a Citizens' Committee and a sub-committee
woiild�have to be�appointed before a workable program could be submitted.
Councilmari Chatfield suggested that. this matter be tabled until the meeting
of August 1. Mayor Moty .commented that he hoped_ some decision on this
matter could be reached at the August lst meeting. , _ . „- ,

PROPOSED WATER CHARGE - Buckeye a�nd Gascade Dist-ricts ..
Councilinan Doherty submitted the recommendation of the Cou.ncil and_Staff
Committee re the charge to be made for water being provided on an emer-
gency basis to the Buckeye� County Water District and the Cascade :Community
Servi+ces�Di�strict. The recommended charge is $50. 61 per acre foot, �which, I��
is based on the average cost per aere foot for�tota�l City of-Redding-water `r
production as estimated for fiscal year 1966-67.
In a �discussion of this item Mayor Moty asked Finance Director Couxtney_
what the citiz�e�n�s�of Redding=are paying for water; stating' that`he .is opposed L� ��
to any cha rge that figu re s'out'1'e s s thari what Redding citiz ens a re paying, ,.
Mr. -Gourtney�said he did not liave the. exac.t-figure on,.this; ho.wever., :he

ering the water and that this is the basis used in arrivirig at the charge of
$50. 61.

Finance Director Courtney stated, on.�behalf o£ the,.City Manager.who.was
not present, that the City.��Mariager is conc.erned about the delay in paying
