Lane (Eastside ` Road Arinex No: ,I) if and vvhen the_annexation proeeedings successfully �191 pass the protest hearing. Mr. Chatfield stated that the Committee '�� recommendation remains th,e same ori this matter. The protest hearing is now scheduled for July 18. � _ . Public Works Director Arness indicated the cost of extending the water line is estimated to be approximately $35, 000. The water line would normally be laid under the roadway. During discussion of this item, Councilman Denny indicated his opposition to proceeding with the exten- sion of the.water line until after the .e,lection as this is against present City policy ofr providing water outside the City limits. Councilman i�9 Doherty said that lie concurred in principle with Councilman Denny but believes:that Council needs to consider each case orr its own merits. � � Councilman Doherty approves of preliminary work in this instance but not in full commitment. - City Attorney Murphy reported that September 13th is the ear.liest date on which the annexation election can be held, and that date is contingent on no protests being filed at the protest hearing. _ ' Mr. Robert Kennicott advised Council that bids for widening the west end of Wyndham Lane will be opened on August 8 and the contract will be awarded between August 10 to 15, with construction to start a few days thereafter. This construction will be financed through an Assess- ment District being formed under the jurisdiction of Shasta County. � MOTION: . Made by Councilman Doherty, seconded by Councilman F.ulton to.table this item until .the meeting of July 5th to allow the City Attorney and Director of Public W.orks to work with Mr. Kennicott , ` � towards the most effective means of cooperating with Mr. Kennicott to expedite construction cf the water line as soon as the annexation of Eastside Road .Annex No. 1 becomes a certainty. The .Vote: Unanimous ` Ayes . _ ` � Mayo.r Mot_y,assured Mr. Kennicott that he .could expect construction.to start immediately after the election. , POLICY RE COMMERCIAL OPERATORS AT REDDING AIRPORTS Airports Manager McCall advised Council that the Council and Staff Committee recommends continuation of its present policy for an ��� additional year; i. e. , non-fixed base commercial operators be limited to one at each airport. It is also recommended that the Committee °�(D � continue to work and report not later than June 1967 as to any changes or additional operating requirements which might develop as a result of studies by Quinton Engineers, Ltd. Mr. Shultz has been cleared by both the Bureau of Criminal Identification and Investigation in Sacramento and with the Federal Bureau of Investigation. The Vote: Unanimous Ayes 140 PARKING PROHIBITED - Portion of Akard Avenue • Due to the resignation of Traffic Engineer Freeinan, Pub'lic Works Director Arness submitted the recommendation of the Traffic and ) I �� Parking Commission that parking be prohibited� at all times on the � east side of Akard Avenue between a point 222 feet and a point 268 feet south of the prolongation of the southerly curb line of Cypress Avenue. MOTION: Made by Councilman Fulton, seconded by Councilman Denny approving the recommendation of the Traffic and Parking Commission re prahibiting parking on a portion of Akard Avenue as outlined above and instructing the City Attorney to prepare the necessary document. The Vote: Unanimous Ayes TRAFFIC ENGINEER Public Works Director Arness announced that Assistant City Engineer Lang will assume the duties of the Traffic Engineer, inaaddition to his present duties; until a replacement is hired for Frank Freeman. 1 I� Councilman Fulton indicated his displeasure at the recent letter written by Robert L. Miller, Chairman of the Traffic' and Parking Commission, re the resignation of Traffic Engineer Freeman which appeared in the Record Searchlight. The letter criticized Council for not providing a higher salary for the Traffic Engineer. Councilman Chatfield said he had discussed Mr. Freemants resignation with him and Mr. Fr_eeman had stated that salary was not his only reason for leaving.
