that the minutes of the regular meeting of May 16, 1966 be approved as

Creek, Public`Works Director Arriess reported that he had dis-
cu s s ed thi s matte r with M r. Ca rnahan and the B oa rd i s s ati sfied
with the report of efforts of the City to protect the Sacramento
River, and the case is closed. `

In a communicatiori dated' May 23, 1966, Robert Frye requested
a one year extension of the Agreement between himself and the
City for painting house numbers on the curbs in the City bf Redding.
In a memorandum dated June 6th, `City Attor`ney Murphy recommended
that if Council approves tlie request, it�be with the understanding that
Robert Frye comply with the i�surance provisions, of previous contract�
and that he take out a City Business License. The�City Attorriey further
stated that an oral inquiry has been received from ariother_individual
who is desirous of engaging in the same activity in the City, and perhaps
Council should set a policy a`s to whether this .type of contract should
be entered into on an exclusive basis. '
MOTION: Made by Councilman Denny, seconded by Councilman
�Doherty approving the request, of Robert F`rye as outlined above,
subject to�the applicarit furnishing appropriate insizrance and ob-
taining a City Business License, with the uncler`standirig that this is

Supervisors had acted favorably toc�ay on the request for funds to

In a communication dated June 2, 1966, Mr. C> R. Shumay
requested that consideration be given to reducing the Business
License Fee for 5�` vending machines. It was brought out in
discussion that the present license fee.has been in existence for
several years and has proven satisfactory. //L�

Protest Letter re West Coast Shows
A comxnunication dated June 6th, signed by residents in the �
vicinity of the �Wonderworld property was received, protesting
, the granting of future permits for carnivals in the area. West ��v
Coast Shows operated a carnival on Wonderworld property
June 1 through.5 which was `sponsored by the Asphalt Cowboys.
The letter set forth the objections which included noise and Iack �
� of,sanitation facilities. ` �
City Manager Cowden was requested to answer the questions set
forth in the letter, and Mayor Moty said that Council would keep �
the letter in�mind if another similar request is. made.

excess land-to the City of Redding-, said land being-located at the easterly

town �edding. It is the •recornmeridation of the City.Manager that efforts

the State Department of�Pub�ic Works, Division of Highways, towards

Mr. Keyes recommended a $95, 000 program, including $10, 000 for
City services provided. It is hoped the .Federal Goye;rnment will provide

a $60, 000 grant to help finance this program, Mr. Keyes said that the
Consultants� letter recommended that the ,7,O1 ,Application for Federal
Grants be divided into two applications; i. e. , one for the first year of
the ,program and another for the second year; ,however, Mr.; Keyes _
stated he had been adyised by officials in the State Local .Planning.,Office
. that it would p robably be to the. b.e st,inte rests of the City to submit one
701 Application only. The Consultants will prepare a 701 Application for

It was determined that should the Federal grant be less than $60,, 000,

CALABOOSE C.REEK - Storm Drain Project
Public_Works Director �Arness submitted a report pertairiing to Calaboose
Creek which:�ineluded �rough :eost.estimates pe,rtaining.to in,stallation of a
concrete culvert in the creek as well as a tabulation of storm drainage
construction in the City since 1951 showing City and..prop.erty owner�par- ���
ticipation. The request to install the concrete culvert was made by Frank
Wilson wh�o �again appear-e,d before Council urging City particip,ation. After
considerable discussion it was decided to take this matter into consideration

the low bidder. Mr. Arness stated that inasmuch a•s the low bid fo'r Stage 1

I the water construction portion of Stage 2 of the project, advisi�ng that the

City Attorney �Murphy submi�tted Ordinance No. �846 amending dog license
provisions of the� City Code, explaining that this ordinance will provide
that rabies vaccination costs will be included in the $2. 50 annual dog �;�G'/
license fee only when the vaccinations are obtained at one of the vaccin-
ation clinics held by the City.
Councilman' Chatfield offered� Ordinance No. 846 for first re�ading, an
ordinance •of the City Council of the City of Redding amending the Redding
