Reverend Giles Parish of the Good News Rescue Mission offered the invocation.
The meeting was called to order by Vice Mayor Chatfield with the following
Councilmen present; Chatfield, Denny, Doherty, and Fulton. -

Also present were City Manager Cowden, Assistant City Manager and
Purchasing Director Stewart, City Attorney Murphy, Planning Director

C OMMUNICA TIONS
Redding Sof•tba11 Park -
A request dated April 26th was received from the Redding Softball
League and the Redding 20-30 Club to sell signboard advertising
to be displayed�on the ne�vly constructed fence at.Redding Softball
Park. The signs are to be removed at the conclusion of the season.
This proposal was approved by the Recreation and Parks Commission. a��
� �MOTION: Made by Councilman Denny, seconded by Councilman
Fulton approving the request�of the Redding Softball League and the
Redding 20-30 Club to sell signboard advertising .as outlined above.

Crossing Protection Fund Allocations
Resolutions were received from the Public Utilities Commission -
allocating funds to the City of Redding from the Crossing Protection
Fund. Mr. Arness indicated the City will-receive a total of $28, 487. 50 ���7
� from the Grossing Protection Fund which represents one -half of the
City�s construction costs at the five railroad crossings in Redding..
where crossing gates were installed.

Denny approving the request�of Shasta Gollege to close Eighth Street %�a
at Mary Street, May 20, 1966 from 8:30 p. m. until I2:00 p. m.

Asphalt Cowboys �
In a letter to Council dated April 27, the Redding Asphalt Cowboys
advise that they will sponsor the West Coast Shows to be presented
in Redding, June I through June 5, and request that the City waive
�, all fees. _.The location of the West Coast Shows will be the Village
Plaza Shopping Center on private property. A Hold Harmless
, _ Agreement will;be submitted to the City Clerk.

Vice Mayor Chatfield requested Planning Director Keyes to assist
in setting up a meeting of the Mall Committee and the Redevelopment

��;���'r! Agency to determine a course of procedure. The_ IVlall Committee can
, th.en report back to C,ouncil. Robert Dicker appeared on behalf on the
Mall Committee and urged that a meeting be arranged promptly.;, Mr.
Keyes agreed that this would be done as soon as possible.
Protest - Variance Permit - H. E. Fritz
In a communication dated April 29, 1966, Mr. H. E. Fritz expressed
his desire to appeal a decis_ion made by the City Planning Commission
f L���4�. on A�ril 26, 1966 in which the Commis sion disapproved the use of a
detached:structure at 2475 Waldon Street for,accounting or insurance

settirig a Public Hearing pn May 16, 1966 at the hour of 8:00 P. M.
_ � for consideration of the appeal re the,variance permit application as

Mr. Fritz complained at having to wait an additional two weeks before
any action could be taken. He was_advised that.the public hearing is
required by law ;
PROCLAMATION - Redding Clean-up Week , ` _
Assistant City Manager.Stewart reported that the Redding Junior Chamber
of Coxnmerce has requested that May 9 through 15 be proclaimed as Redding
Clean-up Week. . The :Jaycees plan to. donate -their time and labor on Sunday,
May_1_5 to pick up tr.ash and rubbish, and reguest the use of City trucks to

authorizing the use of City trucks to pick up trash and. rubbish on May 15

City Attorney Murphy submitted the proposed resolution establishing
personnel rules in the field of employer-employee relations and advised
that all of the chariges�approved.by Council_at.the :xegular meet'ing of

The City Clerk reported that the amended resolution had ,been posted on
the door of the Council Chambers five days prior tp this meeting.

Frank Wood, Teamsters Union; _advised that the Teamsters,.Union
has no objection to taking a loyalty oath. Mr. Wood requested that
this be made a part of the record although the loyalty oath clause

J. H." "Pete'' Oc°hs;�Teamsters Union, prote.sted th.e clause ,
restricting police officers from joining any employee_ organizations
other than those composed solely of peace officers. Mr. Ochs
stated 35 Redding police offic�rs .had signed ple,dge cards_with the
Teamsters Union. He also stated there should be no concern re
strikes as federal and state law prohibit strike's, in municipal ,
organizations.

Mr. Lou Grush, appearing as an interested citizen, questioned
whether City employees are paid enough. Mr. ;Grush suggested
th��Ivlayor for.-m a committee ,at..large. to-recommend to Gouncil :
wages' for City employees. The committee would be composed of
a cross section of the community; i. e. ,-union.leaders, lawyers, . - ,
housewives, etc. Mr. Grush said he thinks organized labor has
its place in.private�industry but:not in_municipal government. _
Councilman Fulton stated he feels the police officers should be free to
join any orgariization of their choic�e and he thinks the clause re nq
strike is-too 'strong: �-City Attor:ney Murphy said that a 'strike against _
a municipal organization i�s illegal according to present State :law�and: .
the wording in the�re"solution is_merely an acceptance by, the union of _ �
the present State law. . _.
Councilman'Denny� c�omrnented that in :restricting police officers from:
joining a union Council did not intend in any.way to deprive the police ;
officers from any recourse that other City employees might have to:�
appeal to Council and to obtain improvements in working conditions,
insur.ance, salaries, etc. Council�s_ concern, .according to lyir, Denny,
is that in the particular case of the law enforcement officer it is not
desirable for them to affiliate with an organization that has affiliations
with many other classes of workers; that it is not desirable for thos�

who are charged with the responsibility of.,enforcing the law to haye 'any
affiliation that might compromise, thei,r. performance :when..enforcing _the
law*, Mr. Denny believes that Council wi�ll be very concerned in the
matter of granting benefits or adjusting sala-ri�e.s for pqlice,officers be-
cause of the restriction in the resolution.
Councilman Doherty concurred with Councilman Denny's views,
Councilman Chatfield added.that he does-not belieye the. police officers
will receive fewe;r benefits because they do n.ot.belong to a� union, :. - .
During the discussion it was suggested that the second to last line on "
page 2 of the resolution be amended to read "employees may form, _
j oin, or..participate in employ,ee organizations -------"

AWARD OF BID - Electrical Insulators
Purchasing Director;Stewart submitted the analysis and recomrnendation
re Bid Schedule No. , 366 .for electrical insulators which stated it is the
recommendation of the City Manager and the Purchasing Director that the
bid be awarded to Independent Engineering Re.presentatives of Oakland. ,
Mr. Stewart noted,that the insulatoxs to be supplied are BULLERS brand,
imported from England; however,; the City Attorney has confirmed; the. ... �
legality of an import purchase. He further stated.that subsequent to .
receipt of the bid in_the amount of.$6, 098. 9g,a lettex had been received a`��
from Independent Engineering Representatives of Oakland advising there

Public Works Director Arness submitted the Public Works Progress Report
for the month of April, 1966. Mr. Arness advised Council that Redding�is
safety record when compared with cities of similar size is as follows:
