The meeting was called to order by Mayor 1Vloty with the following Councilmen
present: Chatfield, Denny, Doherty, and Moty. Absent: Councilman Fulton.
Also present were City Manager Cowden, City Attorney Murphy, Planning
Director Keyes, Public Works Director Arness, Assistant City Engineer
Lan�, and Traffic Engineer Freeman.

City Manager Cowden, Director of Finance Gourtney and City Attorney Murphy
submittecl recommendations that the City Council support Assembly Bi11 140 �,7�
which would clarify the distribution of Delinquent Property Tax Penalties
within General Law cities. � �
MOTIO�N: Made by Councilman Chatfield, se`conded by Councilman Doherty
instructing the City Attorney to draft a communication to legislators at the
State Capitfol, in s�pport of Assembly Bill 140 and authorizing the Mayor to sign.
The Vote: Unanimous Ayes

Councilman Chatfield abstained from discussion and voting on this item.
�ouncilman Fulton arrived.
Director of Public Works Arness submitted a memo dated April 25, 1966,
in which he presented alternate plans for stage development and a recap of
construction costs for the Park Marina Drive project. Mr. Arness and
City Attorney Murphy described the original Park Marina project as outlined dS/(9 �
in City Manager Cowden�s memo dated April 15, 1965. They described the
alternate proposal which will accomplish the same amount of work, in three
stages.
The first stage which would be completed by October 31, 1966, would cost
the City as follows: Street Program, $66, 000. - Right of way acquisition, -
$50, 000. - Water construction, $55, 000.
The cost to the City for the second stage to be completed by October 1, 1967,
would be: Street Program, $34, 000. - Water construction, $23, 000.
The third stage consisting of Street Overlays would be completed sometime
after 1970 and will cost the City $23, 000.

The cost to Mrs. Kutras will be $13, 000. The cost to Quintana will be
$31, 000.
Mr. Murphy submitted an agreement for Conveyance of Interest In Land
between Frances W. Kutras and the City of Redding for the widening and
improvement of Thames Drive and for the completion of roadway construction �
and agreeing to stage construction, which has be�en signed by Mrs. Kutras.
Mr. Murphy also submitted an agreement for Conveyance of Interest In Land
between Robert C. Spaid and Shirley Spaid, individually, and Kutras
Recreation Park, Inc. , and the City of Redding, which has been signed by
5paid, et al.
It was pointed out that Mrs. Kutras will not be required to widen Thames
Drive as outlined in the agreement until development of land on either side
of the street is commenced. Any development will make completion of the
roadway necessary.
In response to a question, City Attorney Murphy explained that an overhead
pedestrian crossing is one of the improvements that will be provided by
Mr. Spaid under the terms of his agreement. He also advised that the sum
of $1250. has been allowed� for the relocation of a water line in Washington
Street and the abandonment�of the existing right of way as requested by
Mrs. Kutras.
City Manager Cowden stated that in his opinion this is the most important
project involving gas tax funds: that this is the best connector street
� between old Highway 44 and�new Highway 44. �
Mayor Moty concurred that the physical layout is good and the project is
very desirable. �
MOTION: Made by Councilman Doherty, seconded by Councilman Eulton�:._.:,�
that the agreements be approved for conveyance of interest in land between
Frances W. Kutras and the City of Redding and between Robert C. Spaid�
and Shirley Spaid, individually, and Kutras Recreation Park, Inc. , and
the City of Redding, and the Mayor be authorized to sign.
Voting was as follows:
Ayes: Councilmen - Denny, Doherty, Fulton, and Moty
Noes: Councilmen - None �
Absent: Councilmen - None

ADJOURNMENT
There being no further business, at the hour of 1:00 P.M. , on the motion
of Councilman Denny, seconded by Councilman�Doherty, the meeting was
adjourned. �
