COMMUlVICATIONS (Coiitiriued) `
McDonald Mortuary Chapel - Protest re sewer and water charges
` Councilman Denny. ab`stairied from discussion and voting on this item.
Attorney Richard�Asbill appeared on�behalf of his client, Rudy Balma,
objecting to the sewer and water charges levied against McDonald's
Mortuary Chapel in the amount of $1778. 66. Mr. Asbill summarized
his client's objections as follows; Owner does not conceive this to
=be a new use as the property has been connected previously for such
services. Mr. Asbill referred to the easement given to the City for
sewer purposes by th�e former owners of the Redding Cemetery and
stated that in consideration of this easement they were given the
right to hook into 'the Continental Street sewer and water system.
'It is the owner's contention that the granting of the easement to the
City gives the owner a vested interest and thus the owner is not
liable for sewer and water connection charges. Mr. Asbill noted
that Mr. Balma had not been billed for these connection charges
until 90 days after ground had been broken for the project and�
a building permit issued by the City, and that the original amount ��y
billed ($2612. O1) liad been reducecl t`o $1778. 66. Dick Smart,
Architect for 'the project, confi:rmed Mr. �Asbill's statement that
the historical' practice was not'to charge where a connection already
existed, and also spoke about the delay in notice of the charges.
City Attorney Murphy took the position that the charge is proper
at.this time and place and indicated that the reduction is due to �
the Department of Public Works applying the City Code language
which provides that a connection charge can be calculated on a
logically divisible portion of�large lots or acreage�. The Depart-
ment of Public Work's determined that the logical method of �
arriving at a charge was to use the Mortuary building`structure `
together with the frontage devoted to required off-street parking.
Mr. Murphy reviewed the Agreement between the City of Redding

and the former owners of the cemetery and said that staff takes
' ` the position that the $165. 00 paid to the former owners, together
with the other considerations mentioned in the�agreement, was
the total consideration for the easement. It was also brought out
that the City granted the cemetery the right to hook in for use by
the cemetery office only, not!.�}.mortuary some distance away.
Councilman Fulton stated he did not feel Council was properly
prepared to make a decision on this matter at this time inasmuch
as considerable background material was not made available to '
Councilmen until this evening.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty that the matter be tabled until the meeting of May 2 and
that additional information and a map be furnished to members of
Council prior to said meeting. The Vote: Unanimous Ayes with
Councilman Denny abstaining. ,
PUBLIC HEARING - RZ-9-66 - Grange, So. Market and SP R. R. �
The hour of 7:30 P. M. having arrived, Mayor Moty opened the
Public Hearing on Rezoning Application RZ-9-66 - Area bounded
by Grange Street, South Market Street, ancl Southern Pacific Railroad.

Airports Manager McCall submitted the recommendation of Councilman
Doherty, Airports Commission Chairman Patten, .City.Manager�Cowden, ) ll
and himself that Quinton Engineers, Ltd, b:e employed.to make a detailed f � �i'
Master Plan of Redding Municipal Airport and develop an Airport Layout
Plan for Benton Airport.� Councilmen were furnished with copies of the
Quinton Engineers letter proposal which showed the scope of work and the
cost. Mr. McCall explained that although the fee for the two studies is
shown�to total $29; 500, the total cost to the City for the work to �be per-
formed in this proposal will not exceed $I8, 000 if �AA app•roves 50°jo
' Federal participation�for the Redding 1Vlunicipal Airport portion of tlie
project. Final validation of the contract between Quintori Engineers and
the City is predicated upon approval of the grant in v,F'riting by tl� FAA.

possible recreational uses of land at Benton and Redcling Municipal

que.stioned by representatiyes of the unions and the Committee felt
Council should attempt to resolve these points at this meeting. � �

and Parking Commission that parking be prohibited at all times on the
east and west sides of Akard Avenue for a distance of\195 feet, south
of its intersection with Cypress. Ave.nue�. � Mr., Freeman stated that
Akard Avenue _has been,widened to. a.traveled way width of 64 feet be-
twe_en Cy,press and_,Parkview�Avenues and it is propos,ed to provide two
lanes for motorists�wishing to.�turn right and a left turn storage lane � � ..3 �
for motorists wishing to turn left off of Akard Avenue onto Cypress.

Public Works Director Arness reviewed the Park Marina Drive
proj�ect and advised Council that the final alignment and grade
plans along with specification.s gove•rning.the prop_osed wqrk have
beeri prepared. Mr. Arness stated that the.final design will increase
' :the length of the project by. approximately 400. £t'. I�e further stated
' that the revised street construction estimate, .based on today's prices
and computed design quantities, is $148, 000, whereas the total esti-
mated construction cost prepared in April 1965 was $133, 000. The
City's share of this new figure is $104, 000. _ I J � �

Mr. Arness also reported that in April 1965 an amount of $8, 000
w�.s approved to:.extend an 8'! water line through Kutras Park from
South Street to Washington Avenue; however, the preliminary map
report of the City°s upgraded water distribution, system recommends
the installation of a 12" line along the route to be followed by Park
.. .Marina.D_rive and would eonnect with a:future E,nterprise line and to
the Freebridge and_Eastside Road. Annex No. 1 area. It is estimated
� that the construction of the I2'' line would cost about $75, 000.
Mr. Arness suggested a tentative time schedule for advertising for
bids but was reminded that if a suggested small,assessment district
is to be formed to finance Mrs. Kutras° share of the road construc-
tion costs, the time schedule would have to be revised.
Mayor Moty said he has had ,reservations on this project from the
beginning; that it points out the lack of a long range capital improve-
�_ ment program. He suggested going ahead with the $50, 000 commit-
.ment to.;Bob Spaid,(for relo�ating park,facilities, etc. ), but including
the .remainder- of the program in a long r�ange capital.improv.e,ment
� program. Councilman Doherty agreed with Mayor Moty.
