The Pledge of Allegiance to the Flag was led by Mr, Merritt Nelson, Recreation Director of the City of Redding. _ , Reverend Royal Blue, Pastor of North Valley Baptist Church, offered the invocation. The meeting was called to order by Mayor Moty with the following Councilmen present: Chatfield, _Denny, Doherty, Fulton, and Moty. Also present were City_Manager Cowden, Assistant City Manager and Purchasing Director Stewart, City Attorney Murphy, Finance Director Courtney, Public Works Director Arness, Planning Director Keyes, Recreation Director Nelson, Parks Superintendent Smith, Traffic Engineer Freeman, and Airports Manager McCall. APPROVAL OF MINUTES _ , . MOTION: Made by Councilman Fulton, seconded by Councilman Doherty that the minutes of the regular meeting of March 7, 1966 be approved as mailed to each Councilman. The Vote: Unanimous Ayes COMMUNICATIONS I.�B. E. W. Local Union 1245 A communication dated March 7, 1966 from the I. B. E, W. Local Union 1245, requesting a meeting to confer on wages and conditions for certain employees of the City of Redding, and containing seven ����j' proposals, was referred to the Council Committee on employer- , employee relations (Chatfield and Fulton). Buckeye County Water District ` _ , A letter from the Board of Directors of the Buckeye County Water � District, dated March 8, 1966, advising it is their wish to continue to study possible, acquisition of the District by the City of Redding r`'�j� was referred to the Council Committee. Councilman Chatfield advised that a meeting of the Joint Committees has been scheduled for Thursday, March 24th at 7:30 P. M. Shasta County Health Department A communication dated March 8, 1966 from Dr. Johr� D. Keye, j�-� Shasta County Health Officer, re control of animals was referred to City Manager Cowden for appropriate action, , 72 Redding Softball League A letter dated March 15, i966 was received from the Redding Softball League, requesting endorsement by Council of its proposal to improve the present City Softball Parke Mr, Frank Cochran, President of the League, appeared before Council and advised that the proposals submitted to Council had been unani- mously approved by all members present at the meeting of the Recreation and Parks Commission, as well as the two staff inembers present. The proposals include installation of a 4' or 6� cyclone ���,� fence in the outfield and replacing and relocation of three light poles, plus installation of an additional light pole. Mr, Cochran pointed out that the only cost to the City would be transferring of light fixtures. He further stated that the Softball League has money allocated to con- struct its own softball field but has been unable to find a suitable location. The League is not interested in locating in Lake Redding Park near other ball park areas as it hopes to be able to sell beer at its baseball garrzes and �believes the proximity of youth ball games � would make this �nfeasible. '�'here was considerable discussion as to whether the proposed changes would restrict the use of this multi-purpose park. Recreation Director Nelson was asked to p�epare- a seale diagram illustrating all of the multi-purpose uses of the field, including the Redding Softball League proposals, for presentation to Council at the meeting of April,4. Councilman Fulton requested County �(� Executive Officer_Bill Minton to summarize the recommendations of the Joirit Coxizmittee as coritained�iri'a letter dated 1Vlarch 21, 1966 to Mayor Moty. Mr. Minton explained that the County Jail now houses maximum security and minimum s�ecurity prisoners; however, if an Honor Camp, � could be established the present jail would be adequate.for maximum security prisoners for many years. It is felt the Honor Camp will benefit the City as well as the County as prisoners can wor.k on City . � .. � _ . . projects. Mr. Minton reported that 'included in the recomxnendations is the request of Shasta County to purchase outright 50 acres of land from � the City of Redding at $l. 00 per acre as the site for the Honor Camp and,in addition, to lease 50 acres on which to locate a truck farm, 76 tree farm, etc. Shasta County will construct a cycl•one fence around the immediate compound area and will be responsible for all prisoners on a 24-hour, 7-day-per-week basis; however, the City of Redding will be responsible for prisoners while they are work�ing on City projects. City Attorney Murphy suggested it might be advisable to check with the Federal Government re necessity of Federal approval prior to sale of this property. Mayor Moty requested Mr, Murphy and Airports Manager McCall to check this out. A field trip is scheduled for Thursday, March 24th at 4:00 P. M. to inspect this area. Members of Council, County Officials, City staff inembers, and Airports Commis sion Chairman Patton will make this field trip. Willard Lawson of the Redding Record Searchlight was also invited to go on this field trip. Mayor Moty acknowledged County Supervisor Henry Keefer's presence in the audience, • RESOLUTION - Application for. Federal Funds for Civic Auditorium Assistant City Manager Stewart submitted Resolution No. 3661 RESOLUTION NO. 3661 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE FILING OF AN APPLICATION WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION, U. S. DEPARTMENT OF COMMERCE, UNITED STATES OF AMERICA, FOR A GRANT AND/OR LOAN UNDER THE TERMS OF PUBLIC LAW 89-136 WHEREAS, under the terms of Public Law 89-136, the United States of America has authorized the inaking of grants arid/or loans to public bodies ��2 to aid in financing the construction of specific pulYYic _projects, and J ��i WHEREA.S, it has been recommended by City Manager Robert W.
