The Pledge of Allegiance to the Flag was led by Mr, Merritt Nelson,
Recreation Director of the City of Redding. _ ,
Reverend Royal Blue, Pastor of North Valley Baptist Church, offered
the invocation.
The meeting was called to order by Mayor Moty with the following
Councilmen present: Chatfield, _Denny, Doherty, Fulton, and Moty.
Also present were City_Manager Cowden, Assistant City Manager and
Purchasing Director Stewart, City Attorney Murphy, Finance Director
Courtney, Public Works Director Arness, Planning Director Keyes,
Recreation Director Nelson, Parks Superintendent Smith, Traffic Engineer
Freeman, and Airports Manager McCall.
APPROVAL OF MINUTES _ , .
MOTION: Made by Councilman Fulton, seconded by Councilman Doherty
that the minutes of the regular meeting of March 7, 1966 be approved as
mailed to each Councilman. The Vote: Unanimous Ayes
COMMUNICATIONS
I.�B. E. W. Local Union 1245
A communication dated March 7, 1966 from the I. B. E, W. Local
Union 1245, requesting a meeting to confer on wages and conditions
for certain employees of the City of Redding, and containing seven ����j'
proposals, was referred to the Council Committee on employer-
, employee relations (Chatfield and Fulton).
Buckeye County Water District `
_ , A letter from the Board of Directors of the Buckeye County Water
� District, dated March 8, 1966, advising it is their wish to continue
to study possible, acquisition of the District by the City of Redding r`'�j�
was referred to the Council Committee. Councilman Chatfield
advised that a meeting of the Joint Committees has been scheduled
for Thursday, March 24th at 7:30 P. M.
Shasta County Health Department
A communication dated March 8, 1966 from Dr. Johr� D. Keye, j�-�
Shasta County Health Officer, re control of animals was referred
to City Manager Cowden for appropriate action, ,

Redding Softball League
A letter dated March 15, i966 was received from the Redding
Softball League, requesting endorsement by Council of its
proposal to improve the present City Softball Parke Mr, Frank
Cochran, President of the League, appeared before Council and
advised that the proposals submitted to Council had been unani-
mously approved by all members present at the meeting of the
Recreation and Parks Commission, as well as the two staff inembers
present. The proposals include installation of a 4' or 6� cyclone
���,� fence in the outfield and replacing and relocation of three light poles,
plus installation of an additional light pole. Mr, Cochran pointed
out that the only cost to the City would be transferring of light fixtures.
He further stated that the Softball League has money allocated to con-
struct its own softball field but has been unable to find a suitable
location. The League is not interested in locating in Lake Redding
Park near other ball park areas as it hopes to be able to sell beer
at its baseball garrzes and �believes the proximity of youth ball games
� would make this �nfeasible.
'�'here was considerable discussion as to whether the proposed
changes would restrict the use of this multi-purpose park.
Recreation Director Nelson was asked to p�epare- a seale diagram
illustrating all of the multi-purpose uses of the field, including
the Redding Softball League proposals, for presentation to Council
at the meeting of April,4. The Soft ball League request w�.s�tabled �
until the meeting of April 4.

Dr. E. H. McGuire, on behalf of the Metropolitan Kiwanis Club,
presented Gouneil �vith a check for $50. 00 to-be used for ground
��� -�cover material to complete planting near the Caldwell marker-in
• Galdwell Park. Mayor Moty expressed the appreciation of. Council

Redding Junior Chamber of Commerce
Mr. Jerry Niedergall, representing the Redding Junior Chamber
� of Commerce, requested Council approval re use of Lake Redding
Park for its annual �aster Egg�Hunt and to barricade�the entrance�

City Attorney Murphy advised Council that Superior Court action has been
instituted by B. C. F.oster, Inc, against George-Avila, dba' G. A: Salvage i�3
& Wrecking Co, the �City of Redding, et al, requesting•that any moneys �
due Geor:ge Avila by the City of Redding be turned over to th-e plaintiff,
Mr. .�IVlurphy requested Council to authorize him to�file an�answer and
handle the litigation for the City in this court action. �
In' response•to�Mayor Moty`s inquir�y as to�whether Mr.�Avila's bond is.
sufficient to cover the liens and claims filed against 1iim, Finance Director
Courtney reported that Avila's bond is in the amount of approximately
$4700. and an amount of approximately $3, 000. is still unpaid by the City

City Attorney Murphy submitted Resolution No. 3659 pertaining to Rodeo
Week which, Cquncil. authorized at the meeting of March 7th. Mayor Moty
advised that some merchants on Yuba Street are, objectin to the closing
of Yuba Street between Market and Pine which has been �e'location of
Roaring Gulch for several years. The possibility of-using one of the City
parking lots for this purpose was discussed and the City.Mana er was _
instructed to check out with Police Chief Lincecum and Sherif�Balma
/� �`� an alternate location for Roaring Gulch.

HONOR CAMP - Redding Municipal Airport
Couricilman Fulton reported that the Council Committee (Councilmen
Fultori and Denny`, and City 1Vlana�ger Cowden) had met on Wednesday', '
March 16th with County Officials and Police Ch'ief L;incecum `and ' '� �
Sheriff Balma to discuss the proposed location of�the Horior Camp, east ���
of the Redding Municipal Airport. Councilman Fulton requested County �(�
Executive Officer_Bill Minton to summarize the recommendations of the
Joirit Coxizmittee as coritained�iri'a letter dated 1Vlarch 21, 1966 to Mayor
Moty. Mr. Minton explained that the County Jail now houses maximum
security and minimum s�ecurity prisoners; however, if an Honor Camp, �
could be established the present jail would be adequate.for maximum
security prisoners for many years. It is felt the Honor Camp will
benefit the City as well as the County as prisoners can wor.k on City .

Mr. Minton reported that 'included in the recomxnendations is the
request of Shasta County to purchase outright 50 acres of land from �
the City of Redding at $l. 00 per acre as the site for the Honor Camp
and,in addition, to lease 50 acres on which to locate a truck farm,

tree farm, etc. Shasta County will construct a cycl•one fence around the
immediate compound area and will be responsible for all prisoners on a
24-hour, 7-day-per-week basis; however, the City of Redding will be
responsible for prisoners while they are work�ing on City projects.
City Attorney Murphy suggested it might be advisable to check with the
Federal Government re necessity of Federal approval prior to sale of
this property. Mayor Moty requested Mr, Murphy and Airports Manager
McCall to check this out.
A field trip is scheduled for Thursday, March 24th at 4:00 P. M. to inspect
this area. Members of Council, County Officials, City staff inembers, and
Airports Commis sion Chairman Patton will make this field trip. Willard
Lawson of the Redding Record Searchlight was also invited to go on this
field trip.
Mayor Moty acknowledged County Supervisor Henry Keefer's presence

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE FILING OF AN APPLICATION WITH THE
ECONOMIC DEVELOPMENT ADMINISTRATION, U. S. DEPARTMENT
OF COMMERCE, UNITED STATES OF AMERICA, FOR A GRANT
AND/OR LOAN UNDER THE TERMS OF PUBLIC LAW 89-136
WHEREAS, under the terms of Public Law 89-136, the United States
of America has authorized the inaking of grants arid/or loans to public bodies
��2 to aid in financing the construction of specific pulYYic _projects, and

WHEREA.S, it has been recommended by City Manager Robert W.
Cowden, that he be authorized to execute and file an application on behalf
of the City of Redding for such a granct and/or loan to aid in financing the
construction of the Civic Auditorium. and Convention Hall, and
WHEREAS, the City Council has carefully considered the recommen-
dation of the City Manager, and believes it to be in the best interest of the
citizens of Redding that such an application be made,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Redding, that Robert W. Cowden, City Manager, be and he is
hereby authorized to execute and file an application on behalf of the City
of Redding, California, with the Economic Development Administration,
U. S. Department of Commerce, for a grant and/or loan to aid in the
financing of the construction of a Civic Auditorium and Convention Hall
to be located in the Benton-Turtle Bay area at an estimated cost of .

BE IT FURTHER RESOLVED that Ci.ty Manager Robert W. Cowden

Councilman Chatfield abstained from discussion and voting. on this item.
� Airports Manager McCall submitted the recommendation of the ;Airports

range airport layou-t plan. and specifications .for the future development
of� Redding=lVLuni;cipal-Air.port�and Benton Ai�port,; contained in a,report l��
to CounciT�dated March 17, 19bb,,.,which.is. made a part of these minutes
by reference. It is the recommendation of the City Manage.r and,the.
Airports Manager that Quinton Engineers, Ltd, be retained to develop
the master plans at :an estimated m�ixnum-cost,of $31,.000. ,Mr. McCall
advised that if approved•by.-the..EAA; fede�al funds are a.vailable up to
but not in excess of 50%6-of the cost o£ the advance planning g_roposal
for Redding Municipal Airport. Cost of a land-use plan for �enton
Airport (which is included in the $31, 000 estimate) is estimated at
$3, OOO�if dorie��in conjunction with the pr.oposed surv.ey_ at Redding
� Muriicipal Ai'rport; however,: no'fedexal• aid is: available for this�project
as aid is allowed at one airport only. Federal partici}�ation in the entire
master plan project�is estimated to be at Ieast $10, OQO and could go as
high as $14, 000. - . ,
Airport Commission Chairman Patton said the recommendation for
master plans is predicated on many things -- the berminal building is,
inadequate and the length of the runways _at Redding Municipal Airport
is questionable, etc. -- and the Commission sees a need for professional
planning.

Couneilmen Dohert.y and Ful.ton questioned�the inclusion of a, survey of
non aviation commercial development in the master .plan, .fearing
additional restrictions at the Airport if the City received federal aid.

approving the rec:ommendation of the Airport Commission and the City
Manager and the 'Airp'oxts Manager. that Quinton Engineers, Ltd, be
retained .to prepare nev,�'master�plan s for Redding Municipal Airport and
Benton Airport in the maximum amount of $31, 000, subject to the approval
of the final proposal of Quinton Engineers, Ltd.

being made by the Department of Public Works re better access to the
Sharon area by City fire equipment and sanitation trucks. 1Vir.. Arness
said the A, C. I. D, has indicated they would like to be reli'eved of,the�
1/�(r� responsibility of the present bridge. This �.could be replaced by�.a.box ,.,
culvert at an estimated cost of $20 to $25, 000, according to Mr. Arness
