offered the invocation.
The meeting was called to order by Mayor Moty with t�e following
Councilmen p�esent: Chatfield, Denny, �Doherty, Fulton, and Moty.

and return to two-way traffic and join her in thanking Council.

Shasta County Council on Crirne and Delinquency commending
"Council for thei'r interest�in trying to obtain a Teen Center ��� �

Councilman Chatfield advised he has been notified of a meeting
on February 24th of the Teen Center Adult Council at which
time tliey will'probably review the cost projections prepared
re conversion of a portion of the Fire-Cache building for use
' as a Teen Cent�r. Mr, Chatfield ,said he wouid attend the "
V meeting and make`an oral report 'to Council on March 7th.

A. communication dated February 4th was reeeived from Tom
_ IVIcGregor commending the Fire Department for their-prompt-

A. communication was received from the I. B. E. W. , Local
Union 1245 advising of the appointment of Carl E. Walters
as Shop Steward for Local 1245, I. B. E, W. with the City of
� ��J% Redding and requesting that Mr. Walters receive recognition
when necessary. This communication was referred to the
_Council Committee on labor relations.(Chatfield and Fulton)
Senior Citizens of Shasta County, Inc.
A. request, dated JFebruary 14th, was received from the
. Senior Citizens of Shasta County for_extension of their lease '
on premises at 830 Parkview A.venue, and a check in the
_; amount of $1. 00 was enclosed.

� matter contains an automatic renewal clause, providing
Lessee requests renewal in writing at least 30 days prior
to expiration of this lease.

Redding Junior Chamber of Commerce
Mayor Moty appointed Councilmen Denny and Doherty .to meet
with representatives of the Redding Jaycees re community
l✓ �' projects in which the Jaycees can assist the City of Redding, as
_ requested by the Jaycees in their letter received February 14th.
,. _ A.ssistant .City Manager Stewart will act as liaison in the absence
, ; _ of City Manager Cowden. _ ,
General Teamsters and Warehousemen Union Local 137
_A communication dated February 17th from the General
Teamsters and Warehousemen Union re representing City
employees was referred to the Council Committee on labor
relations. Pete Ochs appeared before Council representing
Local 137 and stated his Union had been contacted by City
„ employees requesting that his Union represent them. Mr.
Ochs said he has documented signatures of 62 employees
r �� � ; from the following departments; Street, water, sanitation,
�� T ✓ parks, and disposal plant. Mr. Ochs said this represents
a majority of City employees, excluding the electrical
_, department.
Mr. Maurice Finn, Busine s s Repre sentative of the Building
Service Employees International Union, indicated his Union
_represents a majority of employees in the parks department
and questioned Mr. Och�s statement that�.Local 137 represents
a majority of City employees.
Mayor Moty said he feels any such conflict, can be resolved
at the Committe`e level and req.uested Councilman Fulton to
hold_a Council Committee meeting at an early date.

W. J. Collins = Water Connection Cliarges
Council reviewed the communication dated �February 17th
from Mr. Collins re water connection charges 'to his
property located on 5haron A.venue. Mr. Collins appeared
before Council and asked for an explanation as to why he
is being charged a total of $875. 50, whereas other property
owners in the area had not been charged any fee except for
the meters, He' cited a Mr. Ulberg as an exainple. It was
� pointed out that although the City did extend the water line
. some 200 feet in order that 1VIr. Ulberg could obtain City
water, the City did bill Mr. UTbert for f`ront footage charges.
It was explained to Mr. Collins that Mr, Ulbergis total
charges amounted to less than what Mr. Collins is being
billed because Ulberg�s property area is smaller.

Mr. Collins asked Council to review the charges and determin.e
if he couldn�t be given`some relief. City Attorney Murphy read
�� sections of the City Code which specify water service connec-
tion charges and advised that Council cannot .waive payment if
it is written in the Code. Mayor Moty suggested a deferred
type payment might be arranged in view of the rather large
sum involved. Mr. Collins thanked the Mayor for his off�r:.
but said he didnit think that would help any. �He indicated �
that because of the inadequ:ate bridge across the A. . C.�I. D. �
Canal, fire trucks and load packers (sanitat'ion trucks). cannot
serve the area, and that he hadn°t gained' anytliing by annexing
to the City. The bridge belongs to the A: C. I�, D, and the load
limit will not permit trucks heavier than light.produce type
trucks.
Following a discussion regarding the inadequacy of the bridge,
Councilman Chatfield requested an investigation be made in
order that persons iii the Sharon annexation can receive fire
and sanitation service. Mayor Moty requested Public Works
Director A.rness to review the situation. and return to Council
on March 21st with recommendations, including rough estimates
as to`other means of access: ' '
Shasta County Community A ction Project '
A communicati:on dated February 15th from the Shasta County
- Community Action Project re setting up an after school and a-��
weekend recreation prograin at Sheridan Park was referred
to the City Manager and the' Parks and Recreation Commission.

Mr. Denny �indicated that tlie first bi�lling from the $ureau of Reclamation
since acquisition of the California Street Substation from the P. G. & E.
shows a savings to the City of Redding o£ $10, 038. 06 for the month of
January. Councilman Doherty commented that the savings won�t always
be as gr"eat, inasmuch as the month of January was a high usage month.

J Mayor Moty asked if anyone in the. audience wished to speak

before Council. � �
Mr," Herber"t Ball, representative�of the Signal Oil and Ga_s
Company, Norwalk Service Station, located on Wiltower
Properties, advised that his Company would have no objection
to the widening of Athens Avenue but would much prefer a
� width of 76�' rather than 80� because of�the location�of'the �
' ' pump"islands iri their serv'ice station. Mr. Ball said they
are in favor of widenirig A.thens A.venue all the way from Cypress
� ` to South=Street and wou�d dedicate�necessary land but stated
' ` this will require the approval of the Wiltower people, When
asked by Mayor Moty whether the Wiltower people had given
tentative approval, Mr. Ball said it is generally a routine matter.

Mr. Frank Shurnan,, representing John Trisdale who has
property;on b,oth sides of Athens, A.venue between Cypress
and Locust,Streets, said his client feels that whatever
plan line .is established.should be the same width between
Cypress and Locust as the width established between Locust
and South Streets. His client also believes it would lessen
economic problems �if,the .plan,line were set at 72�.-rather
than 80t - . . _ .
Mr. Kelly, .Texaco,. Inc.�, said his, Com,pany ,ob'jects .to the
80� widening.because-.it will-take them out, of business. If
the proposed plan line were adopted they would have no
driveway.to the outside island on Athens and on ,Locust they
would lose the island completely. The only solution would
be to move the entire facility back on the property and they
would have no objection to this pr,oviding it was moved at
no expense-_to the Company. . He .stated that a lesser widen.ing
might be workable.
: Mr. Charles Fleishman, Partner- in the Village Plaza
Shopping Center, stated his .Company;is in accord with the
68= proposed curb-to-curb travelway, and is willing,to deed
to th,e City outright_ the necessary footage for the road; how-
ever, feels, the proposed sidewalks, in the area are not
necessary. Mr. Fleishman said the.y would give additional
easexnents for. necessary.utilities. Mr. .Fleishman asked
for clarification re right-of-way for underground facilities.
_ Pu�blic Works Director A.rness said.the current proposal is
� for 80' without any additional easements, The only possi-
bility for easements would be for fire hydrants or ornamental
light standards. Planning Director .Keyes indicated that if
, Council did not approve _undergrounding,utility facilities,
easements.might be needed`for pole.s and pole arms, There
, is also the question of.wheth�r the Telephone Company will
' uriderground its facilities... Mr.. Fleishman s,aid his Company
feels sidewalks ,take valuable land, whereas easement land
could be,utilized for, parking. He also stated he wants assur-
ance from the City that any parking area lost through deed
would be deducted from the off-street parking quota set by
_ the City.� � _ � � � �. �
Mr. Ball concurred with�Mr. Fleishman re no sidewalks,
Planning Director Keyes showed a photograph of the building
_ � belonging to the Mosquito Abatement District, ,labelled
Exhibit D. Mr. Keyes stated.'that ,staff recommends a right-
of-way of 80� for A.thens A.venue between Cypress and South
_Streets. He pointed out that only 50°jo of the area .is developed
_ at the pre,sent time and as this area develo,ps.it�will increase
_ traffic 100°jo, possibly in a 10,-year pe.riod. The Public Works
and Planning Departments .recommend a 16� median which
, could possibly be.reduced,.to; 12�. Outside.lanes might be
reduced from. 14',, to 12a which, with the narrower median;
would reduce the right-of.-way:from 80� to 72� but at;hazards
as will be explained by the Traffic Engineer.
Traffic�Engineer Freeman explained the_necessity .of the
, 16� median consisting of a lOs storage lane and a 6' _
� island�at intersections. to prevent:side.sw.iping of trucks
�� with overhang. Mr. Freeman said it is possible to get by
. � with a 64° travelway, that 66� would be better;. i. e. , 16t
median, two 11= inside lanes and two 14� outside lanes, but
that staff recommei�ds a 68° curb-to-�cu�rb travelway.

Mr. Freeman said he�had-been in eontact with�James
Ray; Sacramento Gounty Traffic Engineer,- arid he con-
curs that the proposed 68� travelway is the safest and
- best solution for areas with this type of development.
�In answer�to a question as to future pedestrian traffic
in the A.thens_ A.venue Axea, Mr. Freeman said he was
unable to project a figure but said he does see a need
� for sidewalks, particularly as present planning sh�ould
� coneern itself with a 10 to 20 year period, and inasmuch
as there is foot �raffic to the nearby recreatiori area; to
- a school bus loading zone in the area, and because of the
nearby residential area.
� MOTION: Made by Councilman Denny, seconded by
Councilman Ghatfield the public hearing be closed. The
Vote: Unanimous A.yes � �
In a general discussion-following the close of the hearing,
� Councilman Chatfield questioned the pol�icy the City would
follow if the plan.line were adopted; i, e. , acquiring the
necessary property where it is not dedi�cated and, -in�
- addition, bearing the reconstruction costs, Mayor Moty
� said it would appear the only problem areas.we have are
ones connected with the various service stations and
• � suggested a little more study be given towards a possible
solution to this problerri,Mayor Moty said he is in agreement
with Mr. Shuman that the treatment of�the stre�et should be
� the same from Cypress to South Street and that aTl the
� property owners be treated in the same manner. � Councilman
Chatfield concurred that the travelways could possibly be
narrowed but he believes sidewalks are_necessary and is in
favor of retaining the 80° right-of-way, Councilman Fulton
questioned the value of sidewalks and feels the additional IO`
�required for them would be a real factor as far as service
stations and�other businesses are concerned. Councilman
Denny said he felt more information. is needed as to possible
� easement requirements but favors the proposed plan line
because he believes it is in the best interest �of property
owners, Councilman Doherty approves the plan line but
believes the plan should •be updated and corrected; resolving
the question of underground or above ground utilities, etc.
Council�decided to take the matter under advisemerit until
� the meeting of M�areh 7th. � � �

Mayor Moty raised the question -- if Council �adopts the
plan line on Ma'rch 7th and certain teritative agreements are
- made with•property owners deeding land-and the-n, for various
reasons, �one or more property owne.rs indicate the only way
- they will relinquish their �and is t�?rough condemnation,
�:�;.:• which would make �it unfeasibl`e for t�e City to continue, may
� the City abanc�on the plan line?�
City A.ttorney Murphy advised that the Code is silent on
abandonment of plan lines once they are adopted; however,
a �General L-aw City has` the power to undo what it has done,
subject to-certain limits. Mayor Moty requested the City
� A.ttorney to have an opinion researched regarding the matter
� of abandonment of plan lines by the meeting of March 7th,

City Attorney Mur_phy wa� asked if the public hearing could be
reopened and advised it is possible if the parties who voted to
close the hearing wish to have it reopened.

ECONOMIC DEVELOPMENT CORPOR.A:TION
At the special �Gouncil Meeting•of February i0•, �Council adopted
Resolution No. �3644 approving the� Over-A.11 Economie Development
Plan submitted by the Economic Development- Corporation of Shasta
County to the Economic Development A.dministration;-however, ---
inasmuch as all members of Council and staff had not had an oppar-
tunity to review the Over-A.11 Plan a general discussion of the Plan
was held.at thismeeting prior to the Mayor--signing �said resolution.
City A.ttorney Murphy advised that l�e had=been in contact with a
representative of the Econornic Development Adrninistration and 3�?
determined that the plan is open to amendments; also that the plar�
will not interfere� with proje�ets for whieh the Gity might otherwise
qualify: Gouncrlman Chatfield indicated�that�approval of the plan
by the Secretary of Commerce, thus designating Shasta County as
a Redevelopment Title I'Area, -does not qualify the�.individual -
projects that are listed in the plari. These individual.proj-ects have
to be approved ori thei�r own merits. It was determined that the�

REQUEST FOR BUSINESS LICENSE - Harry Arnold �
Councilman Doherty reported that the Council Committee (Cou�ncil-
men Fulton and Doherty, City Manager Cowden, City Attorney Murphy, �/�/
arid Police Chief Lincecum)� met to consider Mr. Arriold's request re permit �//7
fox� operation of a private profit making teenage�recreatiori center and
dance hal'1. -Previous to�the meeting City Manager 'Cowden had met with
Mr. A.rnold for a detailed discussion of his plans for the operation of
the center. Mr. Doherty submitted the following Committee recommenda-
ti on:
Mr. Arnold be granted a one-year license, subject to the
conditions that he comply fully with all state and local laws

governin.g, such an_ operation and.that he obtain a use permit,
complying with all requirements thereunder with the, single
exception,that a 90 day delaX be granted with regard to the _
requirement for parking lot paving, but that parking lot
lights..as.required by the use permit be installed immediately.

Councilman.Cha,tfield submitted a recommendation that applicants for
a card room license be, rteq.uired to reveal_ any "silent" partners or _
limited.partners. Mr. .Chatfield furthe,r recommended that the ordi-
nance be amended to require not only the applicant to furnish his �
fingerprints, but also all joint proprietors, copartners and/or
employees. _ _

active in.this area.; . The Bank of Redding declined to submit a bid.
Mr. Courtney. said ,C,rocker Citizens Bank and the Bank of America
� submitted;,bids which are approximately equal for bonds of $5, 000

for bonds,of $1,,000 denomination.� Therefore, the Sank of America
