The meeting was called to order by Mayor Moty with the following
Councilmen present: Chatfield, _Denny, Doherty, Fulton, and Moty.

�Committee on employee-employer relations (Chatfield and Fulton).
Mr. Watson appeared on behalf of Local Union 1245 and was ad- 4J �' ;��
vised that he should meet with this Committee.
� Mayor Moty broadened the scope. of this Council Committee and
requested that they study the desirability and feasibility of
_ establishing a personnel system for the City of Redding. If it
is,found to be desirable, they are requested to present to
Council a format of a proposed personnel system. `

A discussion was held re the effect of the Freebridge A.nnex,-
should it fail, on the Eastside Annex No. 1, as well as on the
time element involved in annexations of inhabited territory.
It'was brought out�that�tlie Secretary� of LAF,CO had indicated
°it was his belief'that the�outcome� of the- Freebridge A.nnex�
would have no .bearing on=Eastside Annex and that Eastside '
Annex No. 1 would proceed as an independent annexation. The
utility problems of the two areas are separate.
Mayor Moty expressed the opinion that�more �ime should be
'` �.evoted to this request�as cost and- eng�ineering deta�ls will have
' ` to be developed'. Mayor Moty expanded the Committee that
'� deat's with water service to persons loeated.outside- the City of
' ` Reddrng to include- Dr; Fulton,-�and requested City Manager Cowden
to act as coordinator of the �Committee. � •

expressed regret and sympathy for Mr. Chrysler and requested
every effort be made to give Mr. Chrysler all possible relief.

The City Clerk advised no written protests had been received.

Planning Director Keyes reviewed the proposed Official Plan
Lines, stating. that the Planning Commission has recommended
,. approval by a 3 to 0 vote, one member abstaining, Mr. Keyes
_indicated that_at the Planning Commission hearing there were
� n.o :objections_ from property owners located inside of�th-e City of
Redding as to the necessity of planning for a future right-of-way
wider than that existing, but that there was discussion as to how
wide_tYie streets should be. There were objections from property
owners outside the City. A. letter was received from James W.
_ Mann, who repre.sents nine property owners on Mistletoe Lane,
which states the _nine property owners are in accord with the
Cityts proposal to widen this right-of-way to 86�.
Mr. Bob Reiser, :A. ssociate-Civil Engineer with th�e City of
Redding explained the proposed Official Plan Lines which were
illustrated on composite maps. Mr. Reiser stated the right-
of-way is proposed to be 86°. These maps were approved by
the Planning Commission on January 4, following a public hearing.
In answer to Councilman Chatfield�s question as to whether
there are any property owners who would be denied parking
other than parallel_parking if these plan lines are approved,
_ Mr. Rei�ser, said there are a few but indicated that some have
property in back where parking can be developed.
In answer to a question by Mayor Moty, City A.ttorney Murphy � `�r'�
said it is necessa,ry for the official plan lines to be adopted in
: .order to acquire the right-of-way property, and the City can
, � ac.quire this property in a, reasonable length of time, within five
or possibly ten years. _
� , _ Councilrrian Chatfield expressed concern re the northerly side
of Mistletoe Lane which lies outside the City limits and asked
if the City has the cooperation of Shasta County.y Planning
Director Keyes stated Shasta County has a building setback of 50° from
the center of the street,on secondary roads and he was advised that
Mistletoe Lane is considered a secondary road. Councilman '
Chatfield. would like to have some assurance from Shasta County
that Mistletoe Lane is definitely a secondary road requiring a
50 B s etback.
Mr. Leslie Kessler, one of the owners of the Hilltop Drivein
_ Theater,: appeared before Council and indicated there have been
� _major structural changes made to their theater, all of which
are included in the right-of-way of the Official Plan Lines.
Mr. Kessler alleged that if the Official Plan Lines are approved
it will mean relo�ation of the .box office, fences, screen align-
ment, and driveways for entrance and exit to the theater which
_ will be quite`costly. He said the City will be faced with a major
. ,condemnation suit if the plan lines are appr.oved.
Mr. R: H._Myers, who resides-at 2491 Hilltop Road, inquired
as to how. the prop�rty owners would be compensated for the
13� of land the City will need for right-of-way. City Attorney
Murphy indicated the City will have to pay fair value for the
- land if the land is not_donated to�the City,
Gerald A.sher asked on what basis payments will be made to
� com�ensate ,for land taken and .Mr. Murphy replied that if a
price cannot be negotiated with the property owner the City
will proceed with condemnation proceedings and will have to
pay the fair value of the land. Mr. A.sher said he believes
some policy should be established rega'rding putting in curbs,
gutters, driveways, and drainage. Mayor Moty concurred
with Mr. A. sher.

�NA. TER CONTRACT - U. S._ of America and City of Redding
Mayor Moty introduced Mr. Martin McDonough, Special Water Counsel,
and Mr. Joseph Patten, Special Hydrological Engineer, explaining that
these two gentlemen worked with officials of the City of Redding in ob-
taining a contract which will guarantee a water supply to the City of
Redding for the next 40 ye�ars; with 40 year option renewals.�
Mr. _ MeDonough gave a brief resume of the history of this contract,
stating that,negotiations started in 1962. Mr. McDonough indicated
that the contract provides that 8,5°jo of the water diverted from the.
river will be under the City°s original water_ rights and will be free.
, The remaining 15°jo will be purchased from the Bureau of Reclamation
at a price of $9 ,per acre foot. The contract also provides that the
City can get water from the 5pring Creek Power Gonduit rather than
from the�Sacramento River at a cost of $3Vper acre foot for quantities
of base supply. Mr. McDonough stated that this contract is equivalent

to the best treatment the Bureau of Reclamation has made anywhere.

Mayor Moty said it is his belief that this contract represents a mile- ��d --�
stone for the City_of Redding -- "one of the most important things that
has ever happened to our Gity. " Mayor Moty stated that water is be-
coming an increasingly more difficult problem to cope with. He
commended the other members of the committee for their work on this
contraat; stating they had conducted themselves in a most professional
manner, Other members of Council concurred with Mayor Moty re the
work of the Committee.

Council of the City of Redding approving contract between the United
States of A..merica and the City of Redding, as to diversion of water

in discussions and negotiations with the Bureau of Reclamation of the
United States Department of the Interior, relating to the long term
provision of Central Valley Project water service to the City and the
water rights of and agreements between the parties as to their respective
rights of diversion of water from the Sacramento River, and

WHEREA.S, the consummation of t�ese many years of negotiation
is before�tliis Council�this evening for approval;� to wit, a contract
between the United States �of A.merica and the City of Redcling disposing
of the various �issues he�retofo're in�dis�pute between�tlie'parties �for a term
of forty years; with rigli�s reserved -to the City to� renew and extend this
contract with tli�e United States of A:merica`for additional-terins, and
� 'WHEREAS, it is the collective opinion of this Council that •the

BE IT FURTHER RESOLVED that the City of Reddi�ng shall
present to each of these men a walnut plaque which will suitably
memorialize this expression`of• appreciation by the City Council

A re.quest d_ated January 25 was submitted by Harry Arnold that
he be allowed to appear before Council regarding classification
of a business he .intends to open in Redding.
Mr. A rnold explained to Council that he had applied for a City
Business License and had paid a $10 fee for the first quarter ` f�/ `
in 1966 but had subsequently been informed that a license could
, not be issued ,to him for ,a danc�e hall until a permit was o.btained
from the City Council. Mr. Arnold said he doe,s not consider
his business a dance hall but rather a recreation center which
will be open for other activities during the week and for dances
on weekends with live entertainment. The location of the recrea-
tion center will be in Kutras Park. The dances on the weekends
will be limited to youngsters between the ages of 15 to 19.
College students will be allowed during the week but there will
be no dances., A� limit of 299 people in the bui�lding will be imposed.

Mr. A. rnold said he was not aware that a permit had to be obtained
from Council and subsequent to filing his application for a license
and prior to being notified that a license could not be issued he
had made negotiations to proceed with the recreation center.
Mr. A.rnold gave a resume of his business activities which
include sponsoring weekly dances in Dunsmuir and owner of the
California Theater in Dunsmuir.
City A.ttorney Murphy advised Council that the letter dated
January 25th from Mr, Arnold can be considered an application
for a dance hall permit.

Mr. Smart also reported on the possible hiring of a temporary auditorium
consultant by the City. � � � � - � �
Councilman Denny reported�that the Couricil Committee had interviewed
Mr. Nye Wilson as a possible candidate for the position of temporary
auditorium consultant. Mr, Wilson was hi�ghly�:reeommended by
Mr: Liridsley Lueddecke; 'the�Architects� consultant. Subsequent to
the interview,` Mr: WiTson submitted an outline of�-the scope of-his�
program�which included a schedule of charges. A.fte�r receipt of this
program of work, etc. ; the Gommittee�met with Mr. Smart and dis-
�� , ;; cussed the qualifications of Mr. Wilson, based on the �interview.and
`",1 ;'� on the outlirie, and two phone calls�.were made for refere•nces, one
to Reno and one to Fresno (where Mr. Wilson is currently employed).
Very favorable comments were received from both of these gentlemen,
according to Mr. Denny. The Committee feels the employment of this
consultant is economic and a ve�ry wise procedure. Co�xncilma�n Denny
stated the architects are employing Mr. Lueddecke to advise them in
technical phases of construction, ancl t�ie services�the City needs, _
and ne'eds at an 'early date, -'d'eal with the operation of the auditorium and with
possible- effects on the desig-n. The Gommittee recommends�that the
City empToy Mr. Wilson to�render the kind of service�that is very much
needed duri:rig the period 'of con'striiction�and at the time the auditorium
will be put into operation. ` � � -
Council reviewed Mr. Wilson's program of work and- fee �schedule and
discussed the various phases of work he will be doing. It was br.ought
out that the estimated cost will be $19, OOO�for a pe-riod of about 29
months. Councilman Fulton expressed concern at the added expense.

, =j . widening of Highway 44 bridge. Councilman Chatfield indicated Shasta

the meeting representing Shasta County, and he feels the City should
meet with the County regarding testimo`ny 'to be .pr'esented._ Mr. =Chatfield
also believes a representative from the City should attend. After dis-
cussion the matter was referred to the Coordinating Committee re Major
Street Constr`uction, wi•th Gity Manager Gowden to coordinate.efforts

BUCKEYE COUNTY WATER DISTRICT
Councilman C'hatfield�submitted a report of the Joint�Committee,
corriposed" of �Committe�e from Buckeye County Water District and -
�;,, !i Special Committee appointed by Redding City Gouncil, re acquisition-
' of the Buckeye County Water District by the City of�Redding. .Said
report is on file in the office of the City Clerk and is made a part of
these minutes by reference. Councilman Chatfield also submitted a
letter addressed to the Joint Committee from the Buckeye County
Water' District A.ssociation for Good Government protesting any
move to attempt to plan for the dissolution of the Buckeye County

Water District by the Joint Committee. Mr. Chatfield said the
Committee recognize�s there are many problems and there are
objections, and it is up to Council to determine if the Committee
should proceed with the investigations. .
In the discussion of the report it w�;s decided that Council needs
legal advice about whether the Buckeye Courity Water District
can be dissolved if the City of Redding decides to take over the
system. Councilman Fulton indicated that he felt the City would :...
be taking on more than it could handle. Councilman Denny said he
feelsthe City would be offering piece meal those services that are
only available• through annexation and by making these services �
piece meal it is a deter�ent to possible annexation. Councilman
Chatfield commented that these services are already available so
this is not a talking point as far as annexation is concerned.
Councilman Doherty said he would be in favor of making additional
investigations to see if something can be worked out.

EMPLQ�YER-EMPLOYEE RELATIONS
Councilman Fulton submitted the recommendations of the Council
Committee which include a proposed ordinance enabling the
adoption of personnel rules by re�solution, aiid that Council set a
time and place for a special public meeting to discuss the feasibility
of adoptirig an integrated State Retirement System contract which
would provide City employees Social Security and Medicare benefits.

Finance Director Courtney advised Council that Mr. Crocker from
the Sacramento office of the State Retirement System will be in
Redding sometime in late April and can give cost figures regarcling
the integrated contract which provides Social Security and Medicare
benefits. A representative from the San Francisco office is also
available; however, he is concerned more with the program from
the employee point of view -- benefits to employees.
Mr. Maurice Finn; Business Agent for Local 22, Building Service
Employees International Union, stated that'he believes it is mar� e
important to have a representative who can 'explain employee
benefits rather than costs. Mr. Finn also requested that the or�linance
include a provision that all Unions and the Employees� Association
}�e notified before any resolution re employer-exnployee relations are
brought before Council.
Mayor Moty recommended that the ordinance be interlineated to
include the above provision. ' _
Councilman Fulton offered Ordinance No. 836 for first reading,
as interlineated.per above, an ordinance of the City Counci 1 of the
City of Redding amending the Redding City. Code, 1959, as amended,
by adding Sec.tion 2-2. l, pertaining to the adoption and amendment
of personnel rules. .

POLICE DEPARTMENT - Replacement of Motorcycles by Cruisers
City Manager Cowden submitted a recommendation that-the use of
motorcycles by police officers be discontinued and police cruisers
be used. Mr. Cowden said the.greater maneuverability of motor-
cycles over cruisers i�s; reeognized; however, because of the high
accident rate and subsequent medical and compensation costs, it
is the joint recommendation of himself and Police Chief Lincecum
that the motorcycles be replaced by cruisers.
In discussion regarding this matter Councilman Fulton said he
thought it was a little premature to scuttle the entire program and
sugge sted the matter be studies more thoroughly. Counc�iman
� �, � Denny supported Mr. Cowden's recommendation in view of the facts
submitted re accidents and costs involved. All Councilmen expressed
concern about the lack of maneuverability of police cruisers and it
was suggested by Councilman Doherty that one of the motorcycles
be retained for u.se at funerals, parades, and emergencies where a
cruiser is not adequate.
