MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton that the minutes of the regular meeting of January 3, 1966 be

COMMUNICA TIONS
City/County Coordinating Committee - re Major Street Projects
A communication was received from Shasta County, dated January I0,
advising that the following persons had been appointed to the City/
County Coordinating Committee re major street projects:
fl� �„ Supervisors Henry Keefer and John Perez, and Director of Public
works Donald Gha�mberlin.
Mayor Moty appointed the following persons to represent the City
on the aforementioned Committee: Councilmen Chatfield and
Doherty, and Public Works Director Arness.
City of Orange
A communication was receivea from the City of Orange advising
� that their City Council had adopted a Resolution expr'essiiig" their " "'
support and devotion to members of the Armed Forces of this
r,_' .t� Country fighting in Viet Nam, and expressing the hope the City of
� Redding would adopt a similar resolution.
Council expressed its feelings as being fully in support of the
� president's actions in Viet Nam;; but does not believe it should be
a function of the City Council to adopt such a resolution which does
not officially concern the City of Redding.
City of Redding Employees' A. ssociation
In a letter dated January lOth to Council, the Redding City Employeest
Association requested a written progress report concerning rules of
procedure re administration of employer-employee relations.
:-, !i , Councilman Chatfield indicated that the Council Committee had met
-J `� �� with the City A.ttorney and the Finance Director and the Committee
is in the process of compiling data. The Committee hopes to have
a report and recommendations for Council action at the regular
meeting of February 7th. City Manager Cowden was instructed to
so advise the City Employees' Association.

Civic Auditorium - Use of Wood Products in Construction
Communications were received from the following gro�ps urging
the use of lumber and wood products in the construction of the
Civic Auditorium: Shasta-Cascade Hoo-Hoo Club, Broyles Lumber
Co. , Tarter, Webster & Johnson; Inc. , North Valley Lumber Sales, �i�5 J
Inc. , Dee Lumber, Inc. , United States Plywood Corporation,
Kimberly Clark Corporation, Main Lumber Company, and Hoo-Hoo-Ette.
Council referred the communications to the Auditorium Committee and
the Architects with the comment that this matter had been brought
up when the architects were hired four or five years ago and considera-
tion of the use of lumber produ,cts was given at that�tirne:
Official Pl'an Lines - Hilltop Drive �
In response to a communication received from the Law Firm of
Ring, Turner & Ring dated January llth, pertaining to Official _ ,
Plan Lines on Hilltop Drive, Public Works Director Arness '�i�`>��-�;
indicated he has the information desired by said Law Firm and
� will forward the data to them. The matter was referred to the
Director of Public Works and the City Attorney.
Conference re Economic Competition for Land in Shasta County - -
� An announcement and invitatibn was received from Farm-Advisox
Walter Johnson to the Conference on the Economic Competition for
Land in Shasta County scheduled for January 25 in Room 29 of _:jL, �-1
Shasta College. ' '
' Councilman Chatfield �said he feels these conferences are very
worthwhile and that someone from Staff or Council should attend.
City Manager Cowden is to arrange for someone from Staff to
attend the Conference. �

injured in the line of duty as a result of motorcycle, accidents, will

RESOLUTION - re Sewage Treatment Plant
City Manager Cowden advised C.ouncil that a letter has been received
from the United States Public Health Service authorizing the City to call
for bids on the. new.,sewage treatment plant. Mr. Cowden said it would
be necessary for Council to adopt a resolution authorizing the City Manager
to sign Part � of the Federal Grant. ,=; i; �

the City of Redding authorizing the City Manager to execute for and in
behalf of the City of Redding the acceptance of Feder.al Grant for Sewage

The City Clerk advised no written protests had been received
and Mayor Moty ascertained there were no protests from the floor. .
Planning Director Keyes pointed out on the Vu-Graph the area
proposed,to be rezoned and explained that this area was interim
. :zoned about a year ago almost identical to the zoning now proposed.
Mr. Keyes indicated that the P. G. & E. Substation is proposed to
be zoned R-1 -B-1 because residential zoning will not affect its
, legal existence or its right to future expansion, whereas an indus-
trial classification would permit the Company to lease or to use
the land for any industrial use, thereby creating a "spot" zone
and adrnitting to a residential neighborhood the possibility of
industrial traffic, industrial noise;. and other characteristics
object�onable to a residential neighborhood. At the time of the
Planning. C.ommission. public hearing there were no objections to
the zoning recommenda.tions of the Planning Commis,sion. ;

T-EEN CENTER F�ACILITY -
Councilman Chatfield submitted a report by Mayor Moty and himself
pertaining to the possible use of a portion of the Fire Cache Building
for a Teen Center facility. Mayor Moty indicated that this building
was checked out as a�possible location for the Department of W-ater
Re.sources when it was thought this Department might locate in Redding.
This led to the possibility of providing�this space for the Teen Center.
Mayor Moty said it�is tlie reeommendation of himself� and Councilman
,�1 �; � Chatfield that this matter be investigated by the Pasks and Recreation
Commission with representatives-of the advisory staff of the Teen

RESOLUTION - Transfer of Funds
Purchasing Director Stewart reported that the Caterpillar Tractor.
Model D-6 used in sanitary land fill operations is in'need of extensive
repairs. Mr. Stewart said it is customary to service such equipment
in the fall and winter months and when the tractor was inspected it
r � i' was found that considerable repairs were needed. It is �stimated that
i? the cost will be $6500. The tractor was purchased new in 1954 for
r� i�
( $16, 000. It was indicated that the cost of a new tractor of this type
' would probably be about $32, 000. -

OFF'ICIAL PLAN LINES' - I=Iilltop Drive and Mistletoe Lane
' Planning Director Key'es'submitted the recommendation of the Planning
Commission that�Official 'Plan Lines be-established on portions of
�,/4��� Hilltop'Drive and Mistletoe Lane. Mr. Keyes indicated that at the
Planning Commissiori hearing there we�re. no objections�from property
owners located inside of the City of Redding, although there were
objections from property owners outside the City:

Denny that a public hearing be set for February 7 a-t 7:30 P.-M. re
Official"Plan Lines to be established on portions of Hilltop Drive
between East Cypress Avenue and Mistletoe Lane, and upon Mistletoe
Lane between Hilltop Drive and Canby Road. The Vote: Unanimous Ayes

OFFICI.�,L PLAN LINE NOTIGE PROCEDURES
Planning Director Keyes submitted the report of the Planning Commission
re Official Plan -Line Notice Procedures which was prepared as a result
of an objection filed by Mrs, I�ielen Generes re cer-tain language contained
in Ordinance No. 830. Mr. Keyes said it is the belief of the Commission
that publication, posting, and mail3ng notices to the record owners as
shown on the last assessment roll, presents reasonable notice. �,��'<<>
City Attorney Murphy indicated that the notice provided �for in Ordinance
No. 830 is more protection than the State Planning Act requires, and it
,�.�:� .:H
was-his recommendation that-the Ordin.ance be retained in its present
forxn: Members of Couricil 'concurred that the present"Ordinance is
adequate, and Mayor Moty will so advise Mrs. Generes. �
PUBLIC HEA.RING - Proposed Abandonment of Easement
The hour of 8:00 P. M. h'a•ving arrived, Mayor Moty continued the
Public Hearing re proposed abandonment of an Easernent as
described in Resolution No. 3588.
�The City Clerk advised that a wire had been received from John
� Reginato,� Manager of Shasta-Cascade Wonderland A. ssn. , con-
curring with the recommendation of the Planning Commission that :, �;�.</
fishing rights be retained along the Sacramento River, �
Planning Director Keyes' briefly reviewed the negotiations proposed
whereby the City of Redding would abandon an easement 50' in
width along the River in exchange for a right-of-way for-future '
continuance of the new Butte-Thames-Washington A.venue arterial.
Mr. Keyes submitted the recommendation of the Planning Commission
that the multi-purpose easement be abandoned in exchange for land
�. � for the new right-of`-way, provided that rights to the eas.ement area
for� fishing purposes �be retained, and further_ recommended that
a new rigYit-of-way alignment be worked out by staff and�owners of
Curto-Kennicott-Wilson property and of Interlines-Blankenship
prope rty.
A,ttorney Richard Asbill appeared on behalf of Interlines-Blankenship
interests and indicated his clients have no objection to the abandon-
ment of the easement in exchange for future street right-of-way,
but do object�t'o the proposed alignment (study #2) as it would hinder
truck movements on their property and access to-and from their
property. Mr. A sbill indicated that if the alignment could be more
to the southwest it would'probably be acceptable to his clients.
Mayor Moty askecl'1VIr. Wilson (Curto-Kennicott-Wilson) his re-
action to the retention of the fishing easement, and Mr. Wilson
said he was fearful that-it would-restrict building on the property
if there were a recorded easement for fishing. Mr. Wilson said
�he was agreeabie to sitting down with staff to try to work out;a
� compromise right-'of-way alignrrient and suggested that such a -
meeting might be set up for Thursday when the architects fo.r the
developers of the property would be in Redding.
Councilman Ghatfield suggested proceeding with the abandonment
of the easement and having Council go on record as wanting the
right-of-way alignment somewhere in the vicinity of where it is
shown but with staff to return to Council with_definite alignment of
right-of-way, acceptable to all property owners concerned.

Councilman Denny said he felt that abandoning the easement at
this time was premature and recommended that the Council
_ follow the Planning Commission's recommendation, . Mayor Moty

City �ttorney Murphy suggested that Council close the hearing _
concerning testimony_ re abandonment and take no further action
until an acceptable right-of-way alignment is brought before

_ Councilman_Doherty reguested Mr,.,.Wilson to, g,ive some considera-
tion allowing fishermen access, and the City Attorney was as�ked
to check into the �ossibility of retaining some fishing eas�ements
or rights while protecting owners rights,

Benton lease-purchase area, with a view to the establishment of long
range traffic patterns and the development of more positive traffic
control for both vehicular and pedestrian traffic in the area. The Vote: �

that the Planning Commission undertake rezoning studies of the "�,.'� �
area, .including conside.ration of environmental coritrol, and r.eport

CIVIC A.UIDITORIUM - A. rchitects Progres.s' Report � -
ArcYiitect.Richard Smar.t� submitted a progress report re the Civic
Auditorium which stated in�part that soil tests have been. ordered
and results are eXpected in a week or so. It.was recommended
in the report that studies be conducted re -freeway access. Council
has taken action in this regard earlier in the meeting.
The report also contained the� recornmendation that an. experienced
,�uditorium Manager be�hired immediately to (1) Develop City
requirements from an.oper.ational�point, of view;. (2) assist.City in. �
purchasing of not-in-contract items; (3) assist City in ar.rangements '�J �,
and procedures for booking of events; and (4) assist City in.sele.ction
and training of a permanent auditorium manager,
The necessity of hiring a manager at this time was questioned and both
Mayor Moty and Couricilman Denny indicated that on their trip to
Pomona and Bakersfield the importance of liiring� a manager at the
beginning of the auditorium construction was stressed. Mayor Moty
asked if the. auditorium �xna_nager could also.be Clerk of the Works
but Mr.' Sma'rt said-�that the Clerk of the Works is an entirely different
category. _ � . .
Mr. Smart said thei-r. consu�ltant, Mr, Lindsley Lueddecke, has �
recomrr�ended a well qualified person for this position and requested "
that an interview appointment with the Committee be set up for some
time during the week of January 17th, at which time it can be de- .
termined whether the manager can handle the work on a part time
basis to begin with, and also his sa�l•ary requi•r•ements. _

Chatfield approving the A-: rchitects. recommendation re interviewing a
temporary operational manager for the Civic Auditorium on a part
time basis, said interview to be arranged by the Auditorium Committee.

The report also defined the site master planning to be.handled by the
�.rchitects, and contained a proposed tiine schedule which_was reviewed
by Mr. Smart. �' .
LA-..KE REDDING PLUNGE - Shade over Bleachers . .
Superintendent of Parks Smith submitted the recommendation of tlie
Par.ks and`Recreation Commission tHat a shade structure be erected
over the bleachers at Lake. Redding Plunge with the Redding.Swim
Club furnishing the mate r-iaL for the shade .structure and the City to :% %!�
furriish the metal -supports ;set in concrete and. the labor for the _con-
struction. The estimated cost to the City if $300. Mr. Smith said the
structure: �,uould.-be.. louvered, using lumber on steel supports. In
answer to Mayor Moty;s question; Mr. Smith stated the.louvered
structure�at Sheridan Park has held up very well. _

Finance Director Courtney indicated a fund transfer would: not be
needed if_Counoil.wishes to use.rrioney in_the Park Deve.lopment Fund

approving_ the recommendation of the Recreation and Par.ks Commission
re erection of a shade structure over the bleachers .at La-ke, Redding
Plunge, using Park Development Funds. The Vote: Unanimous A.yes

P�RKING PROHIBITED - .Establishment _of Vehicle Storage ,Lanes ,
Ghairman Robert Miller of the Traffic and Parking Commission sub-
mitted the recommendation of said�Commission re the establishment
of the following vehicle storage lanes to reduce traffic congestion:
(1) On the east side of Market Street from�Sacramento Street to the
entrance to the Bank of Redding par,king lot; (2) on the west side of

There was considerable discussion re the merits of. the $1 per month

, cation from the League of California Cities concerning an opinion
rendered by the Legislative Counsel as ,to the effect of, the repeal � j �
of former Section 36514 of the Government by Chapter 286, 1965 / j��
(A.. B. 734) upon salaries presently being paid to councilmen in
general law cities in accordance with electorate approval. The
opinion of that office is that such electorate approved salaries may
continue to be paid but will become inoperative after the next general
rnu�nicipal�el'ection �i�n.April , T:9E�6. If this should occur, then,
according to Legislative Counsel, no salary could be paid to
councilmen unless there was in effect an ordinance adopted by the
council providing for the payment of the salary prescribed in new
Section 36514.
