City Council, Adjourned Regular Meeting

Redding, California
October 30, 1967 12:30 P. M.
The meeting was called to order by Mayor Moty at 12:30 P. M. with the
following Councilmen present: Chatfield, Denny, Doherty, and Moty
Absent: Councilman Fulton
Also present were City Manager Cowden, Assistant City Manager and
Purchasing Director Stewart, City Attorney Murphy, Finance Director
and Personnel Director Courtney, Planning Director Harris, Public
Works Director Arness, and Assistant City Engineer Lang.
COMMUNICATIONS
Shasta Civic Theatre
In a letter to Council dated October 26th, the Shasta Civic
Theatre requested permission to operate a "Haunted House"
.. , a"t 1.636 Court Street from 7:30 P. M. to 10:30 P. M. on
October 30th and 31st.
Planning Director Harris reported that tlie Shasta Civic
Theatre had applied for a Use Permit to operate the Haunted
House and the Board of Administrative Review had approved ��
the use permit subject to five conditions as follows: ��
1. The basement and second floor not to be used
2. There shall be adult supervision at all times
3. Firemen and a fire truck to be sta:tioned at the site during
hours of operation �
4. Electrical power not to be provided by the ,City unl�ess bhe
existing wiring hazards are corrected by an electrician
and approved by City inspectors
5. Police to be notified of the activity
In answer to Mayor Moty's inquiry, Mr. Harris said that the
applicants have been advised and have accepted the above con-
ditions. Mr. Harris also stated that the Building Official has
advised that the wi.ring condition has b.een�complied with.
MOTION: Made by Councilman Chatfield, seconded by Council-
man Doherty approving the request of the Shasta Civic Theatre
to operate the Haunted House on October 30th and 31st. The
� 'Vote: Unanimous .Ayes
.Councilman.Chatfield sugges'ted a review and r.evision of the
Code in order that rnatters of this type need not be brought to
Council for approval: . Mayor Moty requested Councilman
Chatfield to pursue this and report back to Council with a
recommendation.
NORTH BECHELLI-FREEBRIDGE AREAS .ASSESSMENT DISTRICT 1967-1
City Attorney Murphy submitted the following documents to Council per-
taining to North Bechelli-Freebridge Areas Assessment.District:

MOTION: Made by Councilman Denny, seconded by Councilman
Doherty that Resolution No. 3962 be adopted, a resolution and

order changing time of public hearing in North Bechelli-
Freebridge Areas Assessment District 1967-1, City of
Redding, County of Shasta, State of California.
Voting was as follows:
Ayes; Councilmen - Chatfield, Denny, Doherty, and Moty
Noes: Councilmen - None
Absent: Councilmen - Fulton
Resolution No. 3962 on file in the office of the City Clerk
Notice of Improvement - Public Hearing set for D�cember 4, 1967
at 8:00 P. M.
PARK MARINA DRIVE EXTENSION
City Attorney Murphy reviewed the current recommendations proposed
by the Committee pertaining to the extension of Park Marina Drive, as
contained in a memo to Council dated October 27, 1967. Mr. Murphy
stated that the developers had advised him that the recommendations
contained in this proposal were acceptable to them. In summary, the
recommendation is that the City pay the developers the approximate
sum of $5, 285. as the cash difference in favor of the developers after
the land exchange and the developers' cost of 100°jo of curb, gutter, and
sidewalk and developers' share of road and storm drainage have been
deducted from the total road construction costs. The value of the land
was based on a cost of $1. I5 per sq, ft. Mr. Murphy said that this
recommendation is subject to the City obtaining from Interlines the
�� additional land area needed to construct the extension of Park Marina
� f�� � Drive on terms and conditions satisfactory to the City within ten days
� of October 30, 1967 or such additional period as is acceptable to the
developers, and subject to the correction of any area computational
errors in the determination of the square footages of the various parcels
being exchanged. It was indicated that staff hope to meet with Interlines
officials within the next few days.
There was a discussion as to the layout of the proposed extension and
Public Works Director Arness said that Traffic Engineer Hamilton had
worked on the proposed roadway and is satisfied with the layout.
Councilrrian Denny referred to an island drawn in on the map and said
he presumed that the island would not be placed as shown until the
ultimate development of Park Marina Drive. Assistant City Engineer
Lang confirmed this and also explained how the City planned to handle
ingress and egress to Interlines, etc.
There was a discussion as to elevation initiated by Councilman Chatfield.
MOTION: Made by Councilman Doherty, seconded by Councilman Denny
approving the recommendations of the Council Committee referred to
above re extension of Park Marina Drive. The Vote: Unanimous Ayes
Messrs. 1�Vilson, Curto, and Kennicott, the developers, were in the
audience, and Mr. Wilson thanked the Council Committee and staff for
thei r coope ration in thi s matte r.
FREEWAY SIGNING
Councilman Chatfield stated that it had been called to his attention that
�` when Council approved the Agreement with Ryan Outdoor Advertising

for the Freeway sign north of Redding and authorized the Mayor to
sign said Agreement, the exact location of the sign had not been
approved by Council. At the meeting of September 18th Council had
requested information as to the cost of getting power to a site on the
Vdest side of the Freeway. Inasmuch as it was determined that the cost
would be $1, 573. , Mr. Chatfield. said it is the recommendation of the
Committee that Council approve the original site proposed by Ryan,
which is on the east side of the Freeway.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty'approving the Agreement between the City of Redding and
Ryan Outdoor Advertising for installation of a sign north of Redding
on the east side of the Freeway. The Vote: Unanimous Ayes
Councilman Chatfield reported that the Shasta County Planning
Commission tabled action on the City's application for a use permit
for a sign south of Redding on the Trisdale property;� indicating that
the application did not meet any of the required criteria. Mr.
Chatfield said he was told that legislation is pending whereby a use
permit will not be required for directional signs; however, in the
interest of time, it is the recommendation of the Committee that
Council approve entering into an agreement with Ryan 1�dvertising
for a sign to be located approximately one mile south of the original
proposed location and on the west side of the freeway. Mr. Chatfield
said the Committee will pursue the matter of the Use Permit application.
MOTION: Made by Gouncilman Chatfield, seconded by Councilman
Doherty approving an agreement with Ryan Outdoor Advertising for a
sign to be installed south of Anderson on a site Ryan now has available,
subject to the condition that if the original proposed site is approved
by the County by the time Ryan is ready to install said sign, it shall be
placed on the original Trisdale site. The Vote: Unanimous Ayes .
A1�VARD OF BID - Bid Schedule No. 424
Public Works Director Arness advised Council that a letter has been
received from Mr. George F. Evenson, President of Evenson & Younger
Equipment Co. , consenting to the recision by the City of the award of
Bid Schedule No. 424 to his Company. Mr. Arness also reported that a
Bid Bond has been received from the Heil Equipment Company, and it �"��3
is therefore the recommendation of the Department of Public Works that
Bid Schedule No. 424 for three load packers be awarded to the Heil
Equipment Company on their bid of $17, 977. 25.
MOTION: Made by Councilman Doherty, seconded by Councilman
Denny accepting the recommendation of the Department of Public Works
that Bid Schedule No. 424 be awarded to the Heil Equipment Company
on their bid of $17, 977. 25.
Voting was as follows:
Ayes: Councilmen - Chatfield, Denny, Doherty, and Moty
Noes: Councilmen - None
Absent: Councilmen - Fulton
POLICE DEPARTMENT
Referring to an article in the Redding Record Searchlight on Saturday,
October 28th concerning an incident involving the Redding Police Department,
Mayor Moty requested the City Manager to submit a written report of the _��, �
incident to membe rs of Council. The newspape r report of the incident is
on file in the office of the City Clerk.

ADJOU RNMENT
There being no further business, at the hour of 1 :20 P. M. , upon the
motion of Councilman Doherty, seconded by Councilman Denny, the
meeting was adjourned.
