The Pledge of Allegiance to the Flag was led by Public Works Director
Arness.
Reverend Victor Trimmer, Pastor of Bethel Assembly of God Church
offered the invocation.
The meeting was called to order by Mayor Moty at 7:00 P. M. with
the following Councilmen present: Doherty, Fulton, and Moty.
Absent: Councilmen Chatfield and Denny
Note: Councilman Chatfield entered the meeting at approximately
7:30 P. M. .
Also present were City Manager Cowden, City Attorney Murphy,
Finance Director and Personnel Director Courtney, Planning Director
Harris, Public Works Director Arness, Assistant City Engineer Lang,
Airports Manager McCall, Traffic Engineer Hamilton, and Associate
Planne r Nebon.
APPROVAL OF MINUTES
MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton that the minutes of the regular meeting of November 6, 1967
be approved as mailed to each Councilman. The Vote: Unanimous Ayes
COMMUNICATIONS
Shasta College
Letters of appreciation and commendation dated November 6th
iG?D and November 7th were received from Shasta College Officials
for the cooperation of the Redding Police Department at the 1967
Homecoming parade and football game.
Freebridge Annexation No. 1
�� PUC Decision No. 73296 was received which authorizes the
`',� � sale of certain electric distribution facilities in Freebridge
� � � Annexation No. 1 by the Pacific Gas & Electric Company to
the City of Redding.

MOTION: Made by Councilman Doherty, seconded by Councilman
� ,�✓� Fulton approving the request of the Redding Chamber of Commerce
�..J re closing off Yuba Street between Pine and Market from 1:00 P. M.
to 9:00 P. M. on Friday, December lst for the purpose of bringing
Santa Claus and his reindeer into town. The Vote: Unanimous Ayes
Inter-Varsity Christian Fellowship Club
In a letter to Council dated November 14th the Inter-Varsity
Fellowship Club of Shasta College requested permission to
�� have the Singing Christmas Tree on the 1600 Block parking lot
� on California Street behind Penney's. The program would be
presented the evenings of December 18th through 23rd from
7:00 P. M. to 9:00 P. M.

MOTION: Made by Councilman Fulton, seconded by Councilman
Doherty approving the request of the Inter-Varsity Christian
Fellowship Club for the:Singing Christmas Tree per their letter
of November 14th, subject to the conditions that the hookup for
electrical power be provided by the City and the fee waived,
and that a building permit be obtained but the fee waived. The
Vote: Unanimous Ayes
Twin View Annex No. 1
A request, dated November 8, 1967, was received for Consent -
to Commence Annexation Proceedings, Twin View Annex No. 1 .
Planning Director Harris submitted a memo of procedure, dated
November 20, 1967, and indicated that the first step is to refer -�'�

the request to the Planning Commission for report and recommen-
dation.
City Attorney Murphy outlined the complete procedure necessary
in annexation of an area to the City.
MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton referring the request for consent to commence annexation
proceedings, Twin View Annex No. 1, to the Planning Commission
for report and recommendation. The Vote: Unanimous Ayes
Shasta College
Communications dated Novembe r 13th_ and Novembe r 15th we re
received from Shasta College Officials expressing appreciation /�U
for the use of Tiger Field by the Shasta Knights football team for
football practice.

MOTION: Made by Councilman Fulton, seconded by Councilman
Doherty that Ordinance No. 949 be adopted, an ordinance of the
City Council of the City of Redding amending Section 30-3 of the
Redding City Code, 1 g59,� as amended, relating to the rezoning of
ce rtain real prope rty in the City of Redding.

BUCKEYE SERVICE AREA
Finance Director Courtney submitted and read a status report dated
November 17, 1967 re assumption of City of Redding responsibility
in the Buckeye Service Area. This report summarizes the activities
of the City of Redding in the Buckeye Service Area since the assump-
�)v� tion of the Area by the City on November 14th. Mr. Courtney commented
`� � that the Buckeye employees have been very cooperative and helpful during
thi s "take ove r" pe riod.
Councilman Chatfield entered the meeting at this point.
PUBLIC HEARING - re Rezoning.Application R.Z-8-67
Councilman Chatfield abstained from discussion and voting on this item.
The hour of 7:30 P. M. having arrived, Mayor Moty opened the
Public Hearing on Rezoning Application RZ-8-67 - property
located east of the AGID Canal and north of South Street

Mayor Moty.stated that in view of the amended rezoning request
submitted on behalf of the applicant, it is his recommendation
that the public hearing be continued in order. that the Planning.
Commission can review and hold a public hearing on the amended
proposal.
MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton that the Public Hearing on RZ-8-67 be continued to 7:30
P. M. , January 15, 1968, and that in the interim the amended
rezoning request be referred to the Planning Commission for
recommendation. The Vote: Unanimous .Ayes with Councilman
Chatfield abstaining.
REZONING APPLICATION - RZ-6-67
MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton that a public hearing be held on December 4, 1967 at 7:30 P. M.
j���l on Rezoning Application RZ-6-67, requesting rezoning of property
located at the intersection of California and Waldon Streets from
"R-1 " to "R-2". The Vote: Unanimous Ayes
OU TD OOR AD VERTISING - .Z oning
�(�; Planning Director Harris advised Council that the State Outdoor Ad-
-%���{�� vertising Act, which was recently amended, now provides that at the

City's request Lhe State will require certification of zoning compliance.
This will ensure that the State agency does not issue a permit for an
outdoor advertising structure which is in violation of the local zoning
ordinance. Mr. Harris stated it is the recommendation of the Planning
Commission that Council adopt a resolution authorizing the State to
require a certificate of zoning compliance.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty approving the re,commendation of the Planning Commission
re certificates of zoning compliance, and instructing the City Attorney
to prepare the necessary resolution. The Vote: Unanimous Ayes
SIGN ORDINANCE - Amendments
MOTION: Made by Councilman�Doherty, seconded by. Councilman
Chatfield that a public hearing be held on December 18, 196? at
7:30 P. M. to consider amendments_ to Chapter 3 of the Redding City
Code. The Vote: Unanimous Ayes , .

Later in the meeting it was disclosed there was a conflict in the
time set for the above public hearing; therefore the following motion
was made:
MOTION: Made by Councilman Doherty, seconded by Councilman
Chatfield to amend the above motion by changing the time set therein
from 7:30 P. M. to 8:00 P. M. The Vote: Unanimous Ayes
TRAFFIC AND PARKING COMMISSION RECOMMENDATIONS
Traffic Engineer Hamilton submitted the following Traffic and
Parking Commission recommendations for Council consideration:
Parking Prohibition - Wes_t side of Nancy Court
It is recommended that parking be prohibited at all times on
the west side of Nancy Court.
In a discussion of this matter it was determined that all of %/��
the property owners affected had not been contacted regarding
this recommendation. Mayor.Maty suggested that in the future
the Traffic and Parking Commission contact.property owners
who will be affected by such action so that they may appear
before Council if they so desire.
MOTION: Made by Cauncilman Doherty, ,seconded by Council-
man Fulton approving the recommendation of the Traffic and
Parking� Commission re prohibition of parking on the west side
of Nancy Court, and instructing the City Attorney to prepare
the necessary document . The Vote: Unanimous Ayes
Parking prohibition - West side of l�osemary Lane
It is recommended that parking be prohibited at all times on ���/� l�
the west side of Rosemary Lane.
MOTION: Made by Councilman Doherty, seconded by Council-
man Chatfield approving the recommendation of the Traffic and
Parking Commission re prohibition of parking on the west side
of Rosemary Lane, and instructing the City Attorney to prepare
the necessary document. The Vote: Unanimous Ayes
Stop Sign - Tamarack Drive at Lake Blvd.
It is recommended that a stop sign,be placed against northbound �/3��
Tamarack Drive at its intersection with Lake Boulevard.

MOTION: Made by Councilman Chatfield, seconded by Council-
man Doherty approving the recommendation of the Traffic and
Parking Commission re placing a stop sign at Tamarack Drive
at its intersection with Lake Boulevard, and instructing the
City Attorney to prepare the necessary document. The Vote;
Unanimous Ayes
Parking Prohibition - Manzanita School
It is recommended that parking be prohibited at all times at the
curb in front of Manzanita School, from a point at the school's
northerly property line southerly along the westerly curb of
Manzanita Hills Avenue, around the curve onto the northerly
side of Shasta Street and westerly to the school .a.ccess sidewalk,
' 1 J �� a distance of approximately 350 ft.
In a discussion of this recommendation, Councilman Chatfield
questioned the advisability of prohibiting parking "at all times",
commenting that parking space is at a premium when evening
functions are held at the school. It was the consensus of Council
that action on this item should be tabled until the Traffic and
Parking Commission has had an opportunity to review this matter.
Limited Parking - East side of West Street between Yuba and Butte
It is recommended that a 30 minute parking time limit be estab-
lished on the east side of West Street for the entire distance be-
tween Yuba and Butte Streets, adjacent to the Court House.

I � �� man Fulton approving the recommendation of the Traffic and
Parking Commission re limited parking on the east side of West
Street between Yuba and Butte, and instructing the City. Attorney
to prepare the necessary document. The Vote: Unanimous Ayes
Parking Prohibition - Modification of re Parkview Avenue
It is recommended that existing prohibitions on the north side
of Parkview Avenue, between the Park entrance and Shasta-
Cascade Wonderland's eastern driveway be modified to provide
for 35 ft. of red curb easterly from the eastern Shasta-Cascade
? �� d riveway, and 13 ft. of red cu rb we ste rly f rom the widened Pa rk
i�-' d riveway.
MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton approving the recommendation of the Traffic and Parking
Commission re modifying parking prohibition on Parkview Avenue
between the Park entrance and Shasta-Cascade Wonderland's
eastern driveway, and instructing the City Attorney to prepare
the necessary document. The Vote: Unanimous Ayes
CONTINUED PUBLIC HEARING - re revocation or suspension of five
City vehicle permits - Freeman Hackett
The hour of 8:00 P. M. having arrived, Mayor Moty opened the
continued Public Hearing re revocation or suspension of five
� City vehicle permits of Freeman Hackett.

City Attorney Murphy recommended that the Pu.blic Hearing be
continued until the meeting of December 4th, inasmuch as the
escrow for the sale of Redding Cab Company, owned by Freeman
Hackett, to Mr. and Mrs. Webb has been held up due to tax

complications of the Franchise Tax Board and the Bureau of
Internal Revenue. In Mr. Murphy's judgmentt , the escrow
will be closed in a few days. Mr. Murphy referred to a letter
dated November 20th from George Vanderpool, Chief of Police,
which indicates that he feels that the transfer of the five vehicle
permits to Mr, and Mrs. Webb should not be withheld.
MOTION: Made by Councilman Dohe rty, seconded by Council-
man Chatfield that the Public Hearing re revocation or suspension
of five City vehicle permits of Freeman Hackett be continued to
$:30 P. M. , December 4, 1967. The Vote: Unanimous Ayes
City Attorney Murphy stated that in a letter dated November 16th,
Mr. and Mrs. ViTebb not only requested transfer of the five City
vehicle permits now held by Freeman Hackett but also requested
transfer of the seven City vehicle permits held by Charles Bull,
Yellow Cab Company. Mr. Murphy indicated that the escrow re
the sale of the Yellow Cab Company is going ahead and the Webbs
will probably be able to take over this operation by December 1.
It is the recommendation of the City Attorney that Council approve
the transfer of Mr. Hackett's fi�re permits and Mr. Bull's seven
permits, subject to the City Attorney's approval of the completion
of the escrows to the satisfaction of the City so that the transfer
can be completed by December lst.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton approving the recommendation of the City Attorney re transfer
of Freeman Hackett's five City vehicle permits and Charles Bull's
seven City Vehicle permits to Edwin and Arretta Webb. The Vote:
Unanimous Ayes .
TRAFFIC AND PARKING COMMISSION RECOMMENDATIONS (Continued)
Radar .
It is recommended that the Police Department and.the Traffic
Engineer be authorized to research the use of Radar by other
agencies and determine the relative merits of the several brands
available. ..Traffic Engineer Hamilton said that in addition to
using Radar in the area of speed control, the equipment could be ��"L'
used to advantage in establishing realistic speed limits throughout � �"JJ
the City. The cost of one type of unit is approximately $1150.
In a discussion of this item, Mayor Moty and Councilmen Fulton
a�nd Doherty indicated they did not favor the use.of Radar by the
Police Department in the a-rea.of speed control. Councilman
Chatfield said he was not against the use of Radar fo.r this pur-
pose. Council advised Mr. Hamilton it had no,obj;ection. to the
Traffic and Parking Commission conducting the study and pre-
senting its findings to Council in conjunetion with the Police
Department.
REDDING MUNICIPAL AIRPORT - Rermit.for.Priority Air Trans. System
Airports Manager McCall submitted the recommendation of the Airports ����'
Commission that a permit be granted to Priarity Air Transportation System����
effective October 15, 1967 for cammercial operations at Redding Municipal
Airport. The permit fee is $30. 00 .per month, plus ,a_tie-down fee of
$1 5. 00 per month, and, the permit would be issued for, one year for the
express authority to fly mail and cargo.

MOTION: Made by Councilman Doherty, seconded by Councilman
Chatfield approving the recommendation of the Airports Commission
that a permit be granted to Priority Air Transportation System for
cornmercial operations •at Redding Municipal Airport, and instructing
the City Attorney to�prepare the necessary document. The Vote:

NOTICE OF COMPLETION - Wyndham Lane 12" V�ater Line Extension
Public Works Director Arness advised Council that the. cantractor has
completed satisfactorily all items of work on the construction of the
Wyndham Lane 12" water line extension, and requests Council to
accept the project and instruct the City Clerk to file the Notice of
Completion. -
MOTION: Made by Councilman Fulton, seconded by Councilman

RESOLUTION - re closure of Athens Avenue
MOTION: Made 'by Councilman Chatfield, seconded by Councilman
Fulton that Resolution No. 3967 be adopted, a resolution of the City
Council of the City of Redding declaring its intention to close Athens
Avenue to vehicular traffic at its intersection with Park Marina Drive

FESOLUTION - re California Commemorative 200th .Anniyersary Stamp
MOTION: 'Made by Councilman Chatfield, seconded by Councilman
Doherty that Resolution No. 3969 be adopted, a resolution of the City
Council of the City of Redding urging the United States Postmaster ����
General.to issue a California Commemorative 200th Anniversary Stamp.

REGIONAL COUNCILS ViWORKSHOP
City Attorney Murphy advised Council that a workshop pertaining to
Regional Councils, sponsored by the National Association of Counties
and the National League of Cities, is being held on Tuesday, No�rember
28th at the Hilton Inn in San Francisco. Mr. Murphy requested per- I
mission to attend this workshop, together with Planning Director �/��
Harris, Mr. Murphy is the legal advisor for SCAP, and Mr. Harris
is on the Planning Technical Committee of SCAP. Councilman Doherty
said he believes it 'is important that the City Attorney and the Planning
Director attend this workshop.
Mayor Moty declared this matter an urgency item.
MOTION: Made by Councilman Doherty, seconded by Councilman
Chatfield recommending that the City Attorney and the Planning
Director attend the workshop re Regional Councils to be held on
Tuesday, November 28, 1967, at the Hilton Inn in San Francisco.

PARK MARINA DRIVE .EXTENSION . .
Public Works Director Arness 'submitted a report to Council dated
November 17th� re a.meeting held on No.vember. 14th to discuss acquisi-
tiori .of property. owned by Interlines. In this report Mr. Arness re- ��'�C� '�
quested an Executive Session to discuss acquisition of said property.
At 8:55 P. M. Mayor Moty declared an Executive Session.
At 9: 15 P. M. the Council Meeting resumed.
AWARD OF BID - Promotional Advertising Sign
Mayor .Moty noted that the following documents had been received
regarding the promotional advertising, sign subsequent to the Council
meeting of November 6th.
Telegram dated November 6th from Nelson Neon .

Communication dated November 14th from Ad-Art confirming
verbal commitment to raise�the�height of their proposed sign
complex 7'0".
Communication dated Novembe r 15th f rom Fede ral Sign Company
re alternate proposal for all plastic construction sign.
Mayor Moty then read a lette r dated Novembe r 16th f rom Councilman
Denny. In this letter Mr. Denny recommended the choice of Federal's
sign for the "Central Redding" sign.

"CENTRAL REDDING" SIGN LOCATION �.
Councilman Chatfield stated it is' the recommendation of the Sign
Committee that the site for the "Central Redding" sign be changed.to
the Nazarene Church property because the latter property provides
better visibility of the sign for motorists.
I�'�a MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton that the location of the "Central Redding" sign be -changed..to
the Nazarene Church property and the City Attorney be instructed to
prepare the necessary document. The Vote: Unanimous Ayes
FREEWAY SIGNING -
Mayor Moty brought up the subject of "saturation freeway signing"
which was discussed at the Council meeting of October 23rd. Mayor
Moty advised that Ryan Advertising Cornpany has four locations• avail-
able between Redding and Willows. The cos.t-would be $100 per. month
1�� for the� unilluminated signs and $13 5�pe r month for the illuminated ..
signs. The Mayor requested members of Council to take this matter
under consideration and it will be brought before Council at the meeting
of December 4th. He also stated that the City is working to increase
the motel tax to 5°jo and the additional revenue can be used to support
these signs. � .
